SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

(KGTV) - San Diego County is offering help to families where a grandparent is a sole provider for his/her grandchildren, as that population expands.Through the Department of Health and Human Services, the County offers support groups, events, resources and more to help people in their golden years who are suddenly thrust back into the role of parent.According to the county's website, there are more than 24,000 grandparents in San Diego County who are raising a young child."That's a pretty large number," says Program Manager Tina Emmerick. "But what's really striking for us is we know that's not capturing the whole population."Emmerick says the reasons grandparents wind up providing for their grandchildren vary. In many cases, it's because the parents tested positive for drugs, are incarcerated, have mental health problems or passed away.For the grandparents left to raise the kids, it can be overwhelming."It's difficult," says Martha Lopez. She's been raising her grandson, Jacob since he was born. His mother, Martha's daughter Crystal, tested positive for Methamphetamine during birth and CPS was going to take Jacob away."I didn't want Jake to go anywhere else," says Lopez. "I wanted to make sure that he was well taken care of."I love him, and he deserves the best, and I'm here for him," she says.Lopez says the last six years have been wonderful, raising Jacob as her own. She had to take early retirement from her job at UC San Diego to become a full-time mom again.Jacob has limited contact with his biological mother, who Lopez says still has issues with drugs.Lopez is part of a support group run through the County. It's one of several programs they offer to grandparents raising grandchildren.The county started offering help to this group in 2012. The resources and support have expanded over the years. They now offer four symposiums throughout the year so grandparents can find all the help they need in one place."We can direct them to food banks, legal aid, support groups," says Emmerick. "They're realizing they're not alone in this. There are other families like them. And that broader community can wrap around these families and provide that extra support."The Live Well San Diego initiative and 2-1-1 help the county with the program. 2297

SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. San Diego (KGTV)- Today marks 18 years since the terror attacks in New York. As millions around the country reflect on 9/11, San Diegans are honoring those who lost their lives that day. A ceremony was held at the Veterans Museum, in Balboa Park this morning, where many had a chance to ring America's Freedom Bell in honor of the victims. The names of all nearly 3,000 people who lost their lives were read. "Its that fear of this could happen again," says Michael Timson. "That's why we have to have tributes like this; to remember, to be ready, and to honor the people who lost their lives that day."America's Freedom Bell was first rung 23 times for the law enforcement officers who were killed. The bell was forged with 11 pounds of steel from the World Trade Center. "I saw the second plane hit and I said this isn't an accident. This is an attack," says Timson. "It was really hard for me to understand what was going on."The ceremony symbolically started at 8:46 a.m. to coincide with the time in which the first tower was hit. "These are people, innocent people, in two buildings and the pentagon that were hit by terrorists," says Richard Rovsek, Chairman of the Spirit of Liberty Foundation. "I think Americans should never forget that."Bell ringers will receive a personalized commemorative certificate which will include a full list of the victim's names. "I pray for the families, I pray that this never happens again and pray that we never forget," says Timson. 1485

  

SAN DIEGO (KGTV, CNS) - San Diego police were searching today for men believed to have stolen cell phones and a set of keys from three San Diego State students near campus, a university official said.The robbery happened Friday shortly before 12:30 a.m. in the 5600 block of Mary Lane Drive and Dorothy Drive.Police reported three phones and a set of keys were taken from three SDSU students. One of the students was taken to a hospital for further medical treatment. It is unclear what the student's condition was. The area where the incident occurred is just a few hundred feet from campus. Victims and witnesses described the suspects as tall, thin men wearing hooded sweatshirts in their 20s.University and city police searched the area for the suspects immediately after responding to the robbery, but were unable to locate them.Anyone with information on the incident is asked to contact the San Diego Police Department at (619) 531-2000 or the anonymous Crime Stoppers tip line at (888) 580-8477, and to reference case #18-026643. 1055
