BEIJING, Jan. 26 (Xinhua) -- China's civil affairs ministers visited survivors of last year's 7.1-magnitude Yushu earthquake and Zhouqu mudslide prior to China's lunar new year.Dou Yupei, vice minister of Civil Affairs, led a team to Yushu in northwest China's Qinghai Province to visit quake survivors and local cadres beginning on Sunday.Dou told Xinhua that quake survivors in Yushu now had access to food, clothing, safe drinking water, shelters and medical services, and the reconstruction of quake-damaged houses was well underway.Further, the ministry has distributed 45,000 cotton-padded tents to Yushu to house survivors during the extremely cold winter on the Qinghai-Tibet plateau.So far, 160,000 tents have been set up to assure that all survivors have a roof overhead, according to the ministry's statement issued Wednesday.Yushu was jolted by a 7.1-magnitude earthquake on April 14, leaving 2,200 people dead and 220,000 local residents affected.Another vice minister, Sun Shaocheng, visited survivors from a massive mudslide that left 1,700 people dead or missing in Zhouqu, Gansu province.To provide warm shelters to survivors, the Zhouqu county government invested three million yuan (455,000 U.S. Dollars) in renovating vacant school buildings or installing facilities in newly-built apartments.All survivors who previously had taken shelter in make-shift tents were relocated to these buildings before Oct. 13, according to the ministry's statement.

BAODING, Hebei, Feb. 3 (Xinhua) -- Chinese President Hu Jintao Thursday called for efforts to promote welfare for senior citizens and vowed to improve the country's health care system to make medical services more affordable.Hu made the call during a three-day inspection tour in Baoding City of northern province of Hebei starting on Tuesday, during which he visited orphans, talked to senior citizens and extended festival greetings to local residents.At a nursing center in Shunping County of Baoding City, Hu offered New Year greetings to senior citizens, orphans and staff of the center.Hu wished the senior citizens good health and a long life, encouraged orphans to study hard, and thanked the staff for the care given to the aged.The Communist Party of China (CPC) and the government will make strenuous efforts to improve the welfare of seniors and make sure their difficulties are solved and they have access to better services, Hu said.When visiting Zhao Helou, a Baoding retiree who has been hospitalized several times and living in difficult circumstances, Hu promised assistance from the Party and the government to help Zhao tide over her problems.The health care and medical insurance system would be improved in the future to tackle people's difficulties in medical care, Hu promised.During his visit to Baoding, Hu also inspected drought conditions at wheat fields, joined villagers during New Year celebrations and extended Spring Festival greetings to passengers, station workers and volunteers.Hu, who is also general secretary of the CPC Central Committee, was briefed on the work of Hebei's provincial committee of the CPC and the provincial government during his tour.

BEIJING, Feb. 18 (Xinhua) -- China needs to reform funding methods for scientific and technological research in order to boost the nation's innovation capabilities, said officials and researchers attending a conference in Beijing Friday.The management of the government-funded research projects should also be reformed, State Councilor Liu Yandong said at the national conference on science and technology work.Liu stressed that reform, innovation and cooperation should be the keys for China's science and technology work over the next five years, when the government would increase funding for research in new strategic industries, such as new energy, biomedicine and high-end manufacturing.Last year, central and local government spending on science and technology development totaled 380 billion yuan (57.8 billion U.S. dollars), Science and Technology Minister Wan Gang said at the conference.Over the past five years, central government spending on science and technology development had grown by around 20 percent annually.However, some researchers have complained problems in the funding system actually hinder innovation and progress.Inflexibility in the management of government funds allowed researchers little freedom to adapt projects to developments in their fields, said Li Zhenzhen, a researcher at the Institute of Policy and Management under the Chinese Academy of Sciences (CAS).Chen Jie, a research fellow of the CAS' Institute of Microelectronics, said some authorities which oversee the spending of research funds had been rather rigid."In some cases, they are more interested in spending most of the funds on new equipment than scientists," Chen said in an earlier interview with Xinhua. "Without decent pay, it is difficult to attract top scientists to work in China.""Having to solicit and lobby for funding to support the team's research projects leaves me no more than five hours a day for real research," Chen said.Top-level scientific brains are the key to the innovative capability of China, he added.A researcher attending Friday's conference echoed Chen's opinion."China manufactures 65 percent of the world's computers. BOSTON, the United States, April 9 (Xinhua) -- China's clean energy market offers huge business opportunities, experts said at the Harvard China Forum here Saturday.In a panel discussion on clean energy, experts who have been keeping a close eye on China's renewable sectors evaluated its market size, development level and current challenges."No matter it comes to wind, solar or any other type of clean energy, the market capability in China is enormous," Peter Evans, GE Energy's global strategy and planning director said.Evans said he believed China has the need to develop all kinds of energy in order to meet its ever-growing appetite for energy, especially against the background of high oil price, which just surged to nearly 113 U.S. dollars a barrel.He also said China now has the capital needed to develop clean energy but lacked the technology, although that would not be a problem since "every abroad company related to clean energy wants to go to China and to grab something."Gong Li, chairman of Accenture Greater China, said that for a better development of China's renewable sectors, sustainable policy support is needed.On current challenges, Li said one big problem is the lack of network to turn clean energy into electricity. "Renewable energy such as solar and wind is intermediate energy that needs to be transmitted to the power grid, or else it will be garbage energy," Li said.
