BEIJING, Nov. 15 (Xinhua) -- Early and heavy snow storms in north China have killed 32 people, destroyed nearly 300,000 hectares of winter crops, and caused nearly 7 billion yuan (about one billion US dollars) of direct economic losses as of 2 p.m. Sunday, according to the Ministry of Civil Affairs.     The death toll did not include those who died in snow-caused traffic accidents, the ministry said. Ten died in Hebei Province, 12 died in Henan Province, and others in provinces of Shanxi, Shandong and Shaanxi.     As of 2 p.m. Sunday, more than 9.6 million people were affectedly snow storms, and 166,000 people had been evacuated from their homes or stranded vehicles jammed on the roads.     More than 15,000 buildings collapsed, the ministry said.     Heavy snow storms began to fall on Monday in northern and central Chinese provinces, including Hebei, Shanxi, Henan, Shandong, Hubei and Shaanxi, and Ningxia Hui Autonomous Region.     Beijing also experienced heavy snow, but no deaths have been reported so far.

BEIJING, Nov. 17 (Xinhua)-- According to the China-US Joint Statement issued here Tuesday, China and the United States recognize common interests in promoting the peaceful use of outer space and agree to enhance security in outer space.     The statement said the two sides believed that China-US cooperation on common global challenges would contribute to a more prosperous and secure world.     "China and the U.S. agree to discuss issues of strategic importance through such channels as the China-US Strategic and Economic Dialogues and the military-to-military exchanges," said the statement.     It said both leaders reaffirmed their commitment made on June 27, 1998 not to target at each other the strategic nuclear weapons under their respective control.     The two sides agreed to handle, through existing channels of consultations and dialogues, military security and maritime issues in keeping with norms of international law and on the basis of respecting each other's jurisdiction and interests, said the statement.     The statement was signed during President Obama' s first official visit to China between November 15 and 18. 

TORONTO, Dec. 29 (Xinhua) -- The emerging markets of China, India and Brazil will lead the way in global auto sales in 2010, a report said Tuesday.     The U.S. market, meanwhile, was expected to see a double-digit increase and will lead the growth of mature markets in 2010, said the global auto report by Canadian Scotiabank Economics.     The report said that a cyclical recovery in global auto sales began in the spring of 2009 and would gain momentum in 2010.     China became the world's largest auto market in 2009, surpassing purchases in the United States. Car sales in China surged by more than 40 percent to 7.3 million units this year thanks to government incentives.     The incentives included a reduction in sales tax from 10 percent to 5 percent for small fuel-efficient vehicles with engines less than 1.6 litres.     The incentives were expected to lift sales by 20 percent to nearly 9 million units in 2010, the report said.     "Global car sales will continue to be buoyed by the ongoing massive and synchronized monetary and fiscal stimulus, which has generated a global economic recovery, including improving auto lending across the globe," said Carlos Gomes, senior economist at Scotia Economics.     "In fact, we estimate that auto loans across major markets bottomed in the first quarter of 2009 and have improved consistently alongside a thawing in global credit markets and falling interest rates," he said.     According to the report, improving access to credit and a return to 3-percent growth in the world economy will enable 2010 car sales to recapture half of the ground lost over the past two years, and set the stage for record volumes in 2011.     Auto sales in the United States have reversed the downward trend, with volumes advancing above a year earlier since August alongside a nascent economic recovery.     The report also predicted that through a vehicle scrappage program to spur the market, auto sales in Canada would reach 1.53 million units in 2010, up from 1.45 million this year.     "On average, 7 percent of the Canadian fleet is replaced each year," Gomes said. "However, the scrappage rate slumped to less than 6 percent in 2009, as the global economic downturn prompted Canadians to tighten their wallets and continue to drive their aging vehicles.

SHANGHAI, Nov. 16 (Xinhua) -- Visiting U.S. President Barack Obama said Monday that different countries should learn from each other to diversify cultures in the world.     "Each country in this interconnecting world has its own culture, its own history, and its own traditions," Obama said during a dialogue with Chinese students in the Shanghai Science and Technology Museum.     "It is very important for the United States not to assume what is good for us is automatically good for somebody else," he said when responding to a question raised by a Shanghai college student about how to promote cultural exchanges between different countries. BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation.     Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee.     A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report.     The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said.     The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents.     Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards.     However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said.     The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee.     Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.
