-- engaging in sex acts on hidden surveillance cameras, police say."It was clear to us that this was a trafficking case because of the circumstances I enumerated: They're not leaving, they're there 24 hours a day, the hygiene was minimal at best, just a bathroom," Martin County Sheriff William Snyder said. "So we took it upon ourselves to not do what could be the easy way out ... and we turned it into a trafficking case."Not only did it appear women were living there, he said, but they were cooking on the back steps of the spa and sleeping on the very massage tables where the johns had done their deeds. There were other worrying signs, Snyder said. The women didn't have access to transportation, they were moved from location to location and some were averaging as many as eight clients a day. They worked deep into the night with no days off, the sheriff said.More arrests to comeThough as many as 200 alleged johns have been or will be arrested and police have seized at least million in assets, Snyder called the investigation "the tip of the tip of the iceberg." What's been made public is but a fragment of a massive international operation stretching from China to New York to Florida's Treasure Coast, the name given to the Atlantic side of the peninsula.Despite the broad range of people apparently involved -- and the likelihood some will face charges far harsher than solicitation of prostitution -- Snyder singled out the johns, many of whom are married or have children, as especially culpable in sex trafficking."Is it the suspect we watched at Palm Beach International Airport with a picture of a young Asian woman that he would meet, that we would see in a very short period of time at a massage parlor involved in this?" he asked."I would contend today that it's the men in the shadows that are the monsters in this equation. And without moralizing, none of this would happen if those men were not availing themselves and participating in this human misery," he continued. "Wherever you find end users who will use this, you will find these spas."Refusing to call the women prostitutes, Snyder said the victimized women were coerced, lured to the United States with promises of work as housekeepers or waiters, only to have their passports snatched away once they arrived stateside."The problem with these cases is that the coercion is so subtle sometimes that it's impossible for us to uncover," he said. "The coercion is not that they're at gunpoint. The coercion is more subtle, nuanced and more difficult to discern. They may have loved ones in China and they're afraid if they cooperate. They look at the police here as their enemy."Bust fits a scriptExperts say some aspects of the Jupiter case are textbook human trafficking. Owners or groups may operate multiple spas, according to Polaris, which works to combat slavery and estimates there are at least 7,000 such businesses in the United States. In the Jupiter case, Snyder said, officers executed search warrants on four Florida spas suspected of links to Orchids of Asia. The victims work and live in locations with high security -- possibly including opaque windows, bars or boards over the windows, barbed wire and security cameras -- and may show outward signs of abuse, poor hygiene, malnourishment or fatigue, Polaris says.Pressed for details on their lives, the women, typically Chinese or South Korean, may say they're visiting or not know their home address, have little knowledge about the city they're in, lack a sense of time or provide scripted, inconsistent stories, according to Polaris. The women are often young or middle-aged, underpaid or unpaid, have few or no possessions, work long hours without breaks and are recruited through false promises and manipulation, the organization says.Contrary to beliefs the women are abducted and forced into sex work, Martina Vandenberg, founder of the Human Trafficking Legal Center, says most women often enter the sex work industry unwittingly."Most of the people who arrive at US airports who are destined to be trafficking victims have no idea that they're going to be trafficked," she said. "They're coming to the United States for a much better life and they think that they have hit the jackpot by coming to the United States." 4279

Young people are notorious for skipping elections, and it's a problem voting advocates have tried solving for decades. This year, they had a big uphill battle, mobilizing future voters virtually.“Pre-pandemic, you and I would probably be interviewing in this beautiful student union of ours," said Armando Sepulveda II. “We would have candidates talking to students, meeting students.”A senior at San Diego State University, Sepulveda is Rock the Vote Chair at his school, working on getting as many students as possible registered to vote. “We were going into the dark because we didn’t have any pre-context of how we could handle a Rock the Vote campaign during a pandemic," said Sepulveda. They couldn’t hold large gatherings to register students to vote or hold candidate debates in auditoriums. On-campus posters were replaced with posts online.“We acknowledged that social media was a great platform to get apathetic students because regardless of what they’re doing during the day, they’re probably going to log onto Instagram at least once or twice," said Sepulveda. To keep students from scrolling past their message, Sepulveda's team focused on design, creating easy-to-read, digestible content. “We wanted to make it as simple and visually interesting as possible," he said. They conducted "Zoom-arounds," crashing club meetings to talk about propositions, how to get your ballot and making sure it’s counted. They also held community forums online with local candidates.“I think a lot of young people want to have a renewed sense in trust in the government, but in order to have that, you have to have people you trust elected," said Sepulveda. Sepulveda says after combining California and out-of-state students, they surpassed their goal of registering 1,400 students to vote. Researchers at Tufts University say youth turnout is surging in many states. More than 7 million young people have already voted early or absentee this election. 1958

in response to COVID-19 in the United States.Romney's proposed measures were listed in a news release issued Monday morning:Provide Economic Stability for Working Americans:Immediately Send ,000 Checks to Each American: Every American adult should immediately receive ,000 to help ensure families and workers can meet their short-term obligations and increase spending in the economy. Congress took similar action during the 2001 and 2008 recessions. While expansions of paid leave, unemployment insurance, and SNAP benefits are crucial, the check will help fill the gaps for Americans that may not quickly navigate different government options. Provide Grants to Impacted Small Businesses: Provide bridge grants from the SBA to qualified small businesses that apply but don’t receive Economic Injury Disaster Loans. This program would ensure small businesses can meet short-term obligations, such as payroll and rent, without forcing them into future bankruptcies. An eligible small businesses must exhibit a revenue loss greater than 50% from the same month in the prior year. The program will also include criminal penalties for fraud and an audit by the SBA’s Inspector General to ensure compliance.Ease Financial Burden for Students Allow “Unexpected Costs Due to COVID-19” as Factor for Pell Grant Amount: To ease the burden on some students who had to make unexpected travel, housing, and storage purchases due to the COVID-19 outbreak, we should amend the Higher Education Act’s “Cost of Attendance” to take into account such costs. Doing this will impact the Pell Grant award amounts and more accurately reflect the current reality for students. Loan Deferment for Recent Graduates Impacted by COVID-19: Defer the payment of student loans for a period of time to ease the burden of those who are just graduating now, in an economy suffering because of the COVID-19 outbreak.Improve Telehealth Services for Health Workers and Patients: Require Insurance Plans to Temporarily Cover Telehealth: To protect the health workforce and connect patients with providers, require all private insurance companies (individual, small- and large-group, and self-insured market) to cover telehealth services, if the reason for using telehealth services is related to COVID-19. The federal government would reimburse private plans for the full cost of services."“The House coronavirus response package contains critical measures to help families in Utah and across the nation in the midst of the coronavirus outbreak, and the Senate should act swiftly on this legislation," Romney said in the news release. “We also urgently need to build on this legislation with additional action to help families and small businesses meet their short-term financial obligations, ease the financial burden on students entering the workforce, and protect health workers on the front lines and their patients by improving telehealth services. I will be pushing these measures as Senate discussions continue about an additional relief package.” 3028
