DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BRASILIA, Nov. 26 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday called for closer cooperation between China and Latin American countries to bring more benefits to both sides.     Addressing the Brazilian National Congress, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said it is a firm and steady foreign policy of the Chinese government to strengthen solidarity and cooperation with Latin American countries. great motherland is always a strong back-up force for the prosperity and stability in Hong Kong and Macao."     Hu, also general secretary of the Central Committee of the Communist Party of China (CPC) and chairman of the Central Military Commission, made the remarks when delivering an important speech at the celebration gathering marking the 10th anniversary of Macao's return to the motherland.     The advance of the great cause of "one country, two systems" calls for the joint efforts of the central government, the governments of the Hong Kong SAR and Macao SAR as well as people of all circles, the president noted.     The central government will remain firmly committed to the principles of "one country, two systems", "Hong Kong people governing Hong Kong", "Macao people governing Macao" with a high degree of autonomy.     The central government will continue to act in strict accordance with the basic laws of the Hong Kong SAR and Macao SAR and give full support to the chief executives and governments of the Hong Kong SAR and Macao SAR in their governance according to law, he said.     The president pledged that all policies adopted by the central government on SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday that the biggest threat to U.S. security is the terrorist groups like al-Qaida.     "I do continue to believe the greatest threat to United States security are the terrorist networks like al-Qaida," Obama said during a dialogue with Chinese students in Shanghai.     He said U.S. troops moved into Afghanistan because al-Qaida wasbeing hosted by the Taliban in Afghanistan but the terror group has now moved over the border of Afghanistan and has networks with other extremist groups throughout the region.     The United States now has 68,000 troops fighting in Afghanistan. Obama is going to decide on whether to grant a request by the top U.S. commander in Afghanistan, Stanley McChrystal, to send 40,000 more troops.     "I do believe it is important for us to stabilize Afghanistan, so that the people of Afghanistan can protect themselves, and they can also be a partner in reducing the power of those extremist networks," he said.     The U.S. president admitted that defeating al-Qaida is a difficult task and is not just a military exercise.     Obama flew into Shanghai from Singapore on Sunday night to kickoff his four-day visit to China, his first trip to the Asian country since taking office in January.     Later Monday, he will fly to Beijing, where he will hold talks with Chinese President Hu Jintao and meet with other Chinese leaders.
