SAN DIEGO (KGTV) - San Diego State University is defending its coronavirus-related disciplinary protocols after angry parents criticized them. The family of a student tells ABC 10News that she may be suspended for an entire semester for not reporting her COVID-19 test result fast enough.Marc Peterson says that his daughter is a sophomore. He asked that ABC 10News not show her face or use her name out of fear of retribution. He says that she lives in a single room in the dorms. When she fell ill, he says that she visited the County’s testing site on-campus, which is where she reportedly tested positive. Peterson says that she waited four days to notify the housing authority, instead of doing it immediately.“She thought [that] she didn't have to because the test was done on-campus. She thought it was being reported to the school,” he told ABC 10News on Monday and added, “The documentation that she had signed for housing said that she should report results or contact with other students ‘immediately' and ‘immediately' is not defined in any of the paperwork.”He says that she self-quarantined but still got in trouble. Peterson shared a letter that he says the school sent her which outlined options of taking an academic suspension for the spring semester or taking an academic suspension for this current semester. “It means that all the work that you've done all this semester will be wiped out. You're giving up this entire semester,” he explained.He says that he’s part of a Facebook group where dozens of other SDSU parents are posting about similar disciplinary actions for, what he calls, minor offenses during a rapidly changing pandemic. “It seems like the school is very overhandedly punishing students in this environment,” he added.Peterson says that his daughter plans to fight the possibility of suspension with the school.SDSU sent the following information to ABC 10News."We cannot provide specific information relating to specific cases or students’ academic records due to Family Educational Rights and Privacy Act (FERPA) regulations. However, we hope the following information will be helpful.SDSU has rolled out extensive education campaigns through social media, signage, dedicated websites (i.e. SDSU Flex [sdsu.edu] & SDSU.edu/COVID-19 [sa.sdsu.edu]), and timely email communications related to the university’s COVID-19 related policies and overall response to the pandemic. In these communications, we have detailed that all members of the university community should adhere to university policy and also county, state and federal public health guidelines and orders.Given the severity of the pandemic, SDSU continues to pursue disciplinary actions related to both organizational [sa.sdsu.edu] and individual [csrr.sdsu.edu] violations should any COVID-19 policies not be followed. Consequences can include an official warning, suspension, or expulsion in extreme cases. To date, 1,423 notices of possible individual or organizational violations have been issued. Those issued to student organizations will include investigations into the alleged violations. Additional notices of violation are pending. SAN DIEGO (KGTV) — San Diego's Arts Park @ Chollas Creek has been helping young people for almost 20 years now."The reason this place was started was there was a lot of vandalism in the community. I was part of the problem then, I consider myself part of the solution," said Jose Venegas, a co-founder, and Program Coordinator at Writerz Blok. During his teenage years, Venegas turned to graffiti. "It was that or gang bang really, to be honest, I grew up in a neighborhood where there was a lot of gang activity, a lot of drugs."A twist of fate led his friends to tag a vacant property in Southeast San Diego owned by the Jacobs Center. Rather than make the teens someone else's problem, the Jacobs Center for Neighborhood Innovation embraced them, donating the space and funding materials. "We encounter a lot of youth who show artistic expression but have never had a mentor or seen professional artists doing murals, graffiti," said Bennett Peji, Vice President of Impact and Partnership for the Jacobs Center for Neighborhood Innovation. Their mission is to foster a thriving community envisioned and realized by its residents.“The identify of a place should really reflect the the community that lives there but that’s not often the case," said Peji. Jacobs Center donated the property and funded materials to make the Arts Park a reality. Writerz Blok artists have able to help hundreds of teens and they now do workshops in high schools as well as the East Mesa Juvenile Detention Center."It's a very soothing feeling, it's like therapy," said Venegas. "I feel like this place has done more than offer a space to paint."The Arts Park is open Monday-Friday from 11 a.m. until 5 p.m. It will also be open one Saturday a month in the summer. 1755

SAN DIEGO (KGTV) — SeaWorld San Diego is reintroducing its popular annual SoCal Pass as the park prepares to offer new attractions for guests.The SoCal Pass, also known as the "Silver Annual Pass," is available for 1.99, or .24 a month with a down payment, the park says, and contains hundreds of dollars in benefits. The deal is only good online. SAN DIEGO (KGTV) -- Several asylum seekers had their first immigration hearing before a San Diego judge Tuesday afternoon. Six migrants from Honduras and one from Guatemala were scheduled to appear for their first hearing. The group is among roughly 240 people waiting in shelters in Tijuana under President Trump's new policy. Robyn Barnard is an immigration attorney with the group Human Rights First. She's representing two men from Honduras. She met with her clients Tuesday morning after they crossed into the United States at the San Ysidro Port of Entry. "One of my clients is a leader in his church. I think he relies on his faith. He brought us all together to pray before they presented at the port, which was a very touching moment," said Barnard. The judge granted her motion to allow her clients to be interviewed by the Department of Homeland Security Officials before being returned to the shelter in Mexico. She said they fear for their lives there."That's because one, they are asylum seekers, they're not Mexican nationals, they don't feel like they would be able to go seek protection from authorities because they are seen as migrants and foreigners," said Barnard. Barnard said her clients have family in the United States ready to accept them while their claims are processed. "They've received verbal slurs for being migrants in Mexico. They are staying in a shelter because they can't afford to pay for housing. They don't have any right to work in Mexico, and the shelter has started receiving threats as a result of sheltering these asylum seekers," said Barnard. Barnard said her clients were supposed to meet with DHS at the Port of Entry in San Ysidro sometime Tuesday, but as of five p.m she had not received an update on their status. Their next immigration hearing in San Diego is scheduled for August 6th. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain.
