Gavin Newsom overruled a parole board's decision to free Charles Manson follower Leslie Van Houten on Monday, marking the third time a governor has stopped the release of the youngest member of Manson's murderous cult.Van Houten, 69, is still a threat, Newsom said, though she has spent nearly half a century behind bars and received reports of good behavior and testimonials about her rehabilitation."While I commend Ms. Van Houten for her efforts at rehabilitation and acknowledge her youth at the time of the crimes, I am concerned about her role in these killings and her potential for future violence," he wrote in his decision. "Ms. Van Houten was an eager participant in the killing of the LaBiancas and played a significant role."Van Houten was 19 when she and other cult members stabbed to death wealthy Los Angeles grocer Leno LaBianca and his wife, Rosemary, in August 1969. She said they carved up Leno LaBianca's body and smeared the couple's blood on the walls.The slayings came the day after other Manson followers, not including Van Houten, killed pregnant actress Sharon Tate and four others in violence that spread fear throughout Los Angeles and riveted the nation.No one who took part in the Tate-LaBianca murders has been released from prison. It was the first time Newsom rejected parole for Van Houten, while former Gov. Jerry Brown denied her release twice."Nobody wants to put their name on her release, but when they're speaking honestly or off the record, everyone wants her to go home," said Van Houten's attorney, Rich Pfeiffer.Newsom is "going to have more political aspirations that go well beyond the state of California, and he doesn't want this tagging behind him," he added. I would have been shocked if he would have said 'Go home.'"Earlier this year, Newsom reversed a parole recommendation to free Manson follower Robert Beausoleil for an unrelated murder. "She chose to listen to him. And she acknowledges that."Van Houten has described a troubled childhood that led her to use drugs and hang around with outcasts. When she was 17, she and a boyfriend ran away to San Francisco during the so-called Summer of Love in 1967.She later encountered Manson while traveling the coast. Manson had holed up with his "family" at an abandoned movie ranch on the outskirts of Los Angeles when he launched a plan to spark a race war by committing a series of random, terrifying murders.Brown rejected parole for Van Houten in 2017 because he said she still blamed the cult leader too much for the murders. A Los Angeles Superior Court judge upheld Brown's decision last year, finding that Van Houten posed "an unreasonable risk of danger to society."An appeals court will decide whether to uphold or reject that ruling by the end of July."No governor's ever going to let her out," said Pfeiffer, Van Houten's attorney who's pinning his hopes on the appeals court. "They are bound by law to enforce the law independently. They have to do it whether or not it's popular with the public ... and the law is that she should be released."Manson and his followers were sentenced to death in 1971, though those punishments were commuted to life in prison after the California Supreme Court ruled capital punishment unconstitutional in 1972. Van Houten's case was overturned on appeal and she was later convicted and sentenced to seven years to life in prison.Tate's sister, Debra Tate, has routinely shown up to parole and court hearings to oppose the release of any Manson follower. Even though Van Houten didn't take part in her sister's murder, Tate said she didn't deserve release under any circumstances.Supporters of Van Houten said she had been a model prisoner who mentored dozens of inmates and helped them come to terms with their crimes.Manson died in 2017 of natural causes at a California hospital while serving a life sentence. 4729

Robert Pate’s time in prison changed him. Now, he runs a program and a podcast to help those who are completing their sentences.“We help inmates who come out of prison. We help them get jobs, we help them discover self-identity,” he said.Pate, 46, served 11 years for selling drugs.“Prison was life-changing in the fact that you're stripped from all of your, anything you’ve had in the world,” he said. “You get a chance to see yourself for who you really are.”So, he started the Image program and accompanying podcast, all to help with re-entry. “I started the program in prison,” he said. “After being released from prison, trying to get a job and cope with the everyday ways of life that when it comes to voting they’re lost. They have no clue as to what this stuff is really about.”Iowa recently became the last state in the U.S. to pave a path to vote for felons who have completed their sentence, with exceptions.“The NAACP estimates about 40,000 people…are now eligible to vote in the state of Iowa,” said Betty C. Andrews, president of the Iowa-Nebraska NAACP. “This is an issue that the NAACP has had at the forefront for a number of years.”Andrews was in attendance when Iowa Gov. Kim Reynolds signed Executive Order Number 7 in August, officially making a path for felons who have completed their sentence to register to vote.“Being one of the last states, quite frankly the last state, was very embarrassing for us in the advocacy community,” she said. “According to Executive Order Number 7, you are eligible to vote if you are not incarcerated off parole or off probation. You do not have to pay restitution, fines, or fees in order to vote.”She said estimates show about 2,500 Iowans with felony backgrounds registered to vote in August. Just having the ability to do so, Andrews said, is important.“They have to pay taxes, they have to follow the laws, they have to do what is required in terms of citizenship. But they are not allowed to have a voice in that, so being able to have that voice is monumental for people,” she said.“Unfortunately, I’ve never actually voted. Never really saw the importance of voting at a young age,” Pate said. “I grew up in Des Moines, Iowa, played basketball, played basketball in college.”Now that Pate has the right, he helps those in his program, like Bert Knapp and Wayne Byrd, figure the process out.“I’m 55...I never did vote in my life,” Byrd said. “If I can’t vote, I mean, I feel different. I feel like I’m part of the world. That’s what it means to me.”While Knapp is still on parole, he echoes the same feeling. “It gives me the ability to make a difference. There’s no point in complaining about who is in office if I'm not going to take a step and do what I can,” he said.But because this right came via executive order, Andrews warns it can also be taken away.“The next governor could come in and revoke this executive order,” she said. It’s happened before in Iowa’s history, and that would sever the path put in place. It's also influenced by a 2015 state law that made California one of the first states to address LGBT issues as part of sex education.The framework tells teachers that students in kindergarten can identify as transgender and offers tips for how to talk about that, adding "the goal is not to cause confusion about the gender of the child but to develop an awareness that other expressions exist.""I think that people hear the word 'transgender' or 'gender identity' in guidance for kindergarten through grade three and they think the worst," said Stephanie Gregson, director of the Curriculum Frameworks and Instructional Resources Division at the California Department of Education. "It's really about civil rights issues."The framework gives tips for discussing masturbation with middle-schoolers, including telling them it is not physically harmful, and for discussing puberty with transgender teens that creates "an environment that is inclusive and challenges binary concepts about gender."Much of the pushback has focused not on the framework itself, but on the books it recommends students read. One suggested book for high schoolers is "S.E.X.: The All-You-Need-to-Know Sexuality Guide to Get You Through Your Teens and Twenties." (AP) — A Southern California police department says three middle school students have been arrested after attempting to free another student from custody.The Riverside Press-Enterprise reported Saturday that a 15-year-old Tahquitz High student arrived at Rancho Viejo Middle School Friday and argued with a school employee.Hemet police says the high school girl was arrested on suspicion of threatening a public employee after a campus police officer attempted to speak with her.Authorities say three other minors attempted to stop the officer from arresting the girl by blocking the patrol car door and trying to punch the officer.Authorities say the officer called for backup and the girl, two 13-year-old boys and a 14-year-old boy were arrested.School officials say the students should expect to face disciplinary action from the district. 869
