SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. SAN DIEGO (KGTV) - Members of a newly formed Guardian Angels chapter in Pacific Beach went on patrol for the first time Saturday night.Members of the Sacramento Chapter traveled to San Diego to train the new volunteers. Administrator Sarah Bonesteel joined after a neighborhood crime walk, saying "crime is getting out of control, we've lost our parks, and our library and things like that."RELATED: Guardian Angels look to start street patrols in Pacific BeachThe Guardian Angels are a national crime prevention nonprofit organization that started in New York in 1979. The group said it created chapters in over 130 cities in 13 countries.While the group has several programs to prevent crime, the most visible are its street patrols. The Pacific Beach Chapter hopes to provide a safe environment after the bars close.Guardian Angels patrol in groups of at least two while wearing red berets and uniforms, and say the patrols are meant to serve as a visual deterrent and aim to avoid violent confrontations.Angels on patrols are unarmed but trained in self-defense to protect themselves in case a situation becomes physical. They hope they do not have to use their training.The organization conducts background checks on new members to ensure everyone's safety. 1270

SAN DIEGO (KGTV) - Local family members are reacting to the news that the bodies of two San Diegans who went missing in Mexico have reportedly been found in a well in Baja, California.According to the Associated Press, the Baja California state prosecutor’s office said in a statement that 78-year-old Ian Hirschsohn and 73-year-old Kathy Harvey were discovered in a well, south of Ensenada, Mexico.On Tuesday, the U.S. State Department sent ABC10 News the following statement: “The U.S. Department of State's top priority is the safety and security of U.S. citizens. We are aware of reports that local authorities have discovered the remains of two people near San Quintin and are closely monitoring their ongoing investigation.”On Tuesday, ABC10 News spoke to Hirschsohn's son-in-law over the phone. He said that family members are not yet ready to go on-camera but they want viewers to know what a senseless tragedy this is. They’re trying to accept the reality that Hirschsohn and Harvey may have been murdered but they’re yet entirely convinced that the bodies found are those of the retired couple. However, San Diego Police confirmed Tuesday that positive identification was made.“He went to Mexico a lot. I'd say he went down at least every couple of months,” Hirschsohn’s Solana Beach neighbor and friend Jim Dietz told ABC10 News on Tuesday. He described Hirschsohn has a highly-intelligent, active and well-traveled man. Those words were echoed by his son-in-law.“He was a real gentleman. He wouldn't say an unkind word about anybody,” said Dietz who added, “I feel very bad for [his kids] because they lost their mother a few years ago and now they lose their father in this kind of a tragic way. SAN DIEGO (KGTV) — Jalen McDaniels, San Diego State University basketball's sophomore forward, was accused of filming consensual sex acts with a classmate in 2016 without her knowledge and sharing it with friends, according to a civil lawsuit filed Wednesday in Washington.The civil suit alleges McDaniels recorded the intimate moments with an 18-year-old female student while they were both seniors at Federal Way High School near Tacoma, Wash.The lawsuit goes on to say while McDaniels later told the plaintiff about the unauthorized recordings and that he had shared it with his friends, she learned from other students that the video became widely circulated. When she confronted McDaniels, he explained he had gotten away with a similar incident involving another female student, according to the lawsuit.The plaintiff's attorney, Joan Mell, who filed the suit, wrote her client has suffered from several self-destructive behaviors as a result, including attempting suicide.SDSU is accused of wrongdoing in the lawsuit as well.Mell alleges in the lawsuit that SDSU was contacted by Washington police to provide them with McDaniels' phone number, but failed to do so. The suit says SDSU, instead, alerted former basketball coach Steve Fisher, who secured McDaniels a lawyer, and McDaniels refused to cooperate.The suit goes on to allege McDaniels' refusal to cooperate and, "that others concealed his wrongdoing prevented prompt criminal investigation and referral to the prosecutor's office for timely filing of criminal charges under Washington’s criminal offense of distribution of intimate images."In a statement, SDSU said there would be "no change in [McDaniels'] status at the university" at this time, after an investigation by Washington authorities resulted in no charges before McDaniels' enrollment at the school: 1837
