SAN DIEGO (KGTV) - Charles Schwab is the latest large investment firm to offer fractional stocks as a way to get more people to invest.The move puts more high-dollar, blue chip stocks within reach for younger customers."It's a big win to consumers in general," says Steven Fox, the owner of Next Gen Financial Planning. "That's particularly helpful for younger investors because they typically tend to have smaller accounts."A recent report says that 66% of millennials say they're afraid of the stock market. Fox thinks it's because that generation watched their parents go through multiple downturns and were turned off by its volatility.But, Fox says fractional stocks, and other new ideas from large companies are enticing more people to invest. He says many firms are starting to offer perks like zero-commission trades, fractional stocks, and on-line based accounts to help people save money and invest more."It may only be 1%, but for a lot of people over a long period of time, as you account grows more and more, that 1% can mean a difference of tens or hundreds of thousands of dollars that you would have available to pull out later in life."Fox says it also helps people keep a more diverse portfolio. He says this is the start of a shift to more direct indexing, where investors will be able to use fractional stocks to create their own groups of investments, rather than buying pre-set mutual funds or indexes."You're gonna see more technology come out that makes it easy to do direct indexing and consumers are going to see more and more options here," says Fox. 1585

SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. Volage says Rivera's claims are overblown, and that she too does not want her property to be the site of wild parties.RELATED: Vacation rental hosts blast bill that would set local limits"Nobody wants a problem," Volage says. "Nobody wants a party at their house. We try to regulate it. I turn people down all the time."Still, her online listing says parties and smoking are allowed, the home sleeps ten, and boasts a billiards table, jacuzzi, and wet bar. It is advertised for 0 a night on Fridays and Saturdays. "If you're a homeowner, you're allowed to have a barbeque, you're allowed to have beer pong in the backyard, and be able to have some music playing until 6, 7, 8, 9 even 10 o'clock," Volage said. She said vacationers should have the same rights, and that Rivera's problem is that his bedroom is right above the street. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. A 2017 memo from the city attorney concludes vacation rentals are not an allowed use. Still, a spokesman for the mayor says he continues to support the "common sense regulations proposed last year as a starting point for new negotiations."After a Halloween night shooting at a vacation rental, Airbnb CEO Brian Chesky announced the company would ban party houses, and increase enforcement efforts. Those efforts include creating a "party house" rapid response team, and expanding manual screening of high-risk reservations. Volage's home is listed on VRBO. SAN DIEGO (KGTV) -- Consumer prices rose by nearly four percent in San Diego over the last year largely due to an increase in the cost of gasoline, according to a new report by the U.S. Department of Labor. According to the report, prices in the San Diego area rose 3.8 percent over the last 12 months and 1 percent over the last two months. The largest increases stem from household furnishings and operations and housing, which rose by 9.3 and 5.2 percent over the last year. The report points out that an increase in prices for food and energy over the last two months was fueled by higher gas prices. The energy index jumped 11.4 percent over the last two months mainly due to higher gas prices, according to the report. Over the last year, food from home increased by more than 2 percent while food away from home actually decreased by 0.4 percent. California's gas tax will jump by another 5.6 cents per gallon on July 1, 2019. Although the report may seem discouraging, the cost increases were at least partially offset by a 1.1 percent price decline in education and communication. The report shows that items like cereal and baked goods were up by nearly 2 percent from May of 2018 to March of 2019. Apparel was up by more than 6 percent from May of 2018 to March of 2019. Milk and dairy products also rose by 2 percent in the same time period. Consumer prices increased in a similar way in neighboring Los Angeles. Over the last year, prices in Los Angeles rose by more than three percent, but May only saw prices rise by 0.2 percent. The report shows that the cost of household goods and operations rose by nearly 6 percent while housing jumped 4.4 percent. In the west as a whole, consumer prices rose by nearly 3 percent while increasing by 0.5 percent in May. SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. The plan is currently under environmental review.
