GENEVA, April 14 (Xinhua) -- Switzerland and China will soon sign a formal agreement on enhancing their cooperation in the field of sustainable water management and hazard prevention, the Swiss government said on Tuesday.     Federal Councilor and Environment Minister Moritz Leuenberger will make his first official visit to China on April 16 to sign this agreement, according to a government statement.     During his five-day visit, Leuenberger will also hold official discussions with Chinese Minister of Water Resources Chen Lei, attend the third Yangtze Forum and visit the Three Gorges Dam, the statement said.     Due to their mountainous regions, Switzerland and China face similar natural hazards, according to the statement.     At the same time, both countries harness their hydropower and are faced with the question of river basin management, which is likely to become more pressing due to climate change, it added.

BEIJING, April 13 (Xinhua) -- China's Ministry of Finance (MOF) said Monday that fiscal revenue fell 0.3 percent from a year earlier to 440.22 billion yuan (64.43 billion U.S. dollars) in March.     First-quarter fiscal revenue fell 8.3 percent to 1.46 trillion yuan, the ministry said on its website, while tax revenue shrank 10.3 percent to 1.3 trillion yuan.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from government-owned assets.     Business profits shrank as economic growth slowed, the MOF said, and tax cuts intended to spur the economy and the financial markets reduced government revenues. First-quarter business income tax revenue fell 16.7 percent.     China halved the purchase tax on cars with engine displacements of less than 1.6 liters on Jan. 20, and revenue from that tax was down 7.6 percent in the first quarter.     To shore up the stock market, the government cut the share trading stamp tax from 0.3 percent to 0.1 percent last April and scrapped the stamp tax on stock purchases in September. And even though the benchmark Shanghai Composite Index is up more than 35 percent so far this year, the tax cuts on share transactions meant a decline of 86.2 percent in revenue from that category in the first quarter.     Actual revenue amounts in each category were not released.     Customs tariff revenue fell 23.9 percent during the first quarter, the MOF said, without giving further details.     Central government fiscal revenue fell 17.7 percent in the first quarter to 721.3 billion yuan, while local government fiscal revenue rose 3 percent to 742.9 billion yuan.     First-quarter fiscal expenditures surged 34.8 percent to 1.28 trillion yuan, as both the central and local governments adopted a proactive fiscal stance to boost the economy and domestic demand.     China unveiled a 4-trillion-yuan stimulus package in November to be spent over in next two years, with 1.18 trillion yuan from the central government.     Fiscal revenue exceeded 6.13 trillion yuan in 2008, up 19.5 percent.

SHENYANG, Feb. 18 (Xinhua) -- A senior Party official on Tuesday called for all-out efforts to safeguard fairness, justice and social stability, through improving the political and legal work and developing the law-enforcement sector.     Zhou Yongkang, member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the remarks at a workshop on political and legal work and safeguarding stability in northeast China, held in Shenyang, the capital of northeastern Liaoning Province.     Zhou, who also heads the Central Political Science and Law Commission (CPSLC) of the CPC, made an inspection tour of the three northeastern provinces of Heilongjiang, Jilin and Liaoning from Feb. 11-16 and attended the workshop on Wednesday.     The senior Party official urged local authorities, political and legal departments in particular, to implement central government's policies and integrate their efforts to safeguard social stability with efforts to achieve economic development.     "Social stability relies on economic development," he said.     Zhou told local authorities to conduct an assessment on social risks before deciding on a new policy. Officials should visit communities and villages to hear complaints from the people and learn about people's will, so as to resolve contradictions and disputes at the grassroots level, he said.     The official urged leading officials and law-enforcers to play a role in protecting the dignity and authority of socialist legal system.     "Every citizen must express their will and protect their rights in a reasonable and lawful way, so as to jointly safeguard the general stable situation of reforms and development," he said.     Law-enforcement must always give top priority to the Party's cause, the people's rights and interests, and the Constitution and law, Zhou said. That is, the reaction from the Security Council has to be cautious and proportionate," Zhang Yesui told reporters after the council adopted a presidential statement on the DPRK launch. The UN Security Council on April 13, 2009 adopted a presidential statement on the recent launch by the Democratic People's Republic of KoreaIn the statement, the 15-member council "condemns" the April 5 launch by the DPRK and calls on all member states to "comply fully with their obligations under resolution 1718," adopted by the council in October 2006.     The statement also called for the early resumption of the six-party talks, which gather China, the DPRK, Japan, South Korea, Russia and the United States.     "The reaction from the Security Council should be conducive to maintaining peace and stability in the Korean Peninsula and Northeast Asia, and conducive to the six-party talks and also to the process of denuclearization in the Korean Peninsula, and it should be also conducive to safeguarding the international nonproliferation regime," he said.     "That's why we had been consistent in the Security Council adopting a presidential statement instead of a resolution with new sanctions," he said.     Zhang called on all the parties concerned to work together to maintain peace and stability in the region, promote the six-party talks and push forward denuclearization on the Korean Peninsula.
