HONG KONG, April 23 (Xinhua) -- The Hong Kong Special Administrative Region held Friday a grand funeral ceremony to say goodbye to well-known businessman Tsui Tsin-tong, who was also a noted social activist, philanthropist and a close friend to the Communist Party of China.Tsui was also a member of the Standing Committee of the Chinese People's Political Consultative Conference (CPPCC) National Committee before he died of an illness on April 2 this year in the Chinese capital of Beijing at the age of 69.Jia Qinglin, chairman of the National Committee of the CPPCC, the country's top advisory body, and Chinese Vice President Xi Jinping had both sent messages of condolences to Tsui's family after Tsui's death.In their messages of condolences, Jia and Xi praised Tsui for his great contributions to Hong Kong's stable transition, smooth handover from Britain to China and Hong Kong's lasting prosperity, as well as Tsui's contributions to Chinese mainland's reform-and- opening-up drive and modernization.Tsui's funeral ceremony was held at Hong Kong's landmark Convention and Exhibition Center in the day. YUSHU, Qinghai, May 20 (Xinhua) -- A mental health facility was established in Yushu, northwest China's Qinghai Province, Thursday to provide psychological counseling for the victims of last month's massive earthquake.The facility will ease the quake-victims' psychological trauma.The April 14 quake took the lives of at least 2,200, injured another 12,135 and left countless emotionally scared and reeling from the loss of family members and friends."It may take five to ten years for victims to recover from their psychological trauma. It is hard to heal such trauma without professional help," said Shi Zhanbiao, an expert with the Psychological Research Institute under the Chinese Academy of Social Sciences (CASS).The facility was established by the institute and the Qinghai Academy of Social Sciences.It will help restore quake-victims' mental health, he said.China's central government has allocated 9 billion yuan (1.32 billion U.S. dollars) for reconstruction in quake-devastated Yushu this year, according to a statement issued after a regular State Council meeting Wednesday.The meeting also established a three-year target for rebuilding homes, schools and roads in the county.The Ministry of Finance will allocate more money in the second and third years.

FUZHOU, April 3 (Xinhua) -- Chinese Vice Premier Wang Qishan has called for concrete measures to promote the construction of the economic zone on the western side of the Taiwan Strait.Wang made the remarks during his two-day inspection tour to the southeastern Fujian Province that ended Friday.Wang also asked local departments of commerce, customs, quality inspection, finance and tourism to make efforts to support the construction of the economic zone.During his visit to Pingtan Island, the fifth largest island in China, Wang inspected a bridge under construction that will connect the island with the mainland, as well as industrial development and the tourism industry on the island.Wang also visited the Wuyi Mountain and some tourist attractions in Fuzhou city, and urged a sound development of local tourism industry.

BEIJING, May 7 (Xinhua) -- China's recent measures to cool the red-hot property market had curbed excessive home price rises in some cities, a senior government official said Friday during an online discussion with Chinese netizens.Qi Ji, vice minister of housing and urban-rural development, said the reaction to the tightening measures was positive -- after local governments implemented the measures in line with the central government's policy.In April, the Chinese government introduced a raft of tough measures to rein in soaring home prices which grew a record 11.7 percent from a year earlier in March.The measures included more restrictive down-payment requirements, higher loan rates, a ban on lending for third home purchases and tighter scrutiny of developers' financing.He said rapid price growth in some cities was mainly because of a shortage of supply as well as "unreasonable demand.""If not curbed, the excessive gains in prices could spread to more regions, affecting people's living standards and threatening financial safety and even social stability," he added.He said the government would increase crackdowns on illegal practices by property developers, including hoarding of land and delaying sales to exaggerate profits.The government would also strengthen checks on developers' land purchases and fund-raising, he said.He said that the government would seek to increase supply of low-income housing and that a plan regarding construction of such housing for the period to 2012 would be unveiled before the end of July this year, he said.
