(KGTV) -- Some residents in Solana Beach are sharing their concerns about what appears to have been an organized illegal street racing event held over the weekend.A huge crowd of people gathered to watch several cars racing through the intersection, doing donuts and wheelies on Lomas Santa Fe Drive at Via Mil Cumbres on Saturday night at around 9:30 p.m."All of a sudden, we were completely stopped, and there are cars, and smoke and you hear tires squealing and we were trapped, so we were sitting ducks there," said Sally Fleck.Fleck said she had no idea what was happening."It looked like zombies to be quite honest, because there was so much smoke and it was so loud, I've lived here 20 some odd years and I've never seen anything like that," said Fleck.Dozens of residents posted pictures and video of the incident on social media."There were people, they were standing around watching cars do wheelies, it's lucky that no one got killed," said Fleck.The San Diego County Sheriff's Department confirmed it took several calls regarding the incident. Still, one of the reporting parties called back to say the group was gone before deputies were dispatched."I hope that it never happens again, and I'm really shocked that nobody was hurt. Some jails across the country are treating inmates with controversial medication to help them battle their addictions. Critics argue the method is just trading one drug for another. But authorities, health officials and former inmates argue it’s a step in the right direction.For inmate Matthew Bardier, huge life changes led him to become an IV heroin user at the age of 23.“My father passed away,” Bardier recalls. “I ended up going through a separation, going through a divorce."Bardier had previously been a successful electrician.At the Franklin County Jail, two hours west of Boston, inmate Nelson Lacap has a similar story. After serving in the military, Lacap spent years fighting a different type of battle. His addiction to pain pills led to him to heroin.Both inmates have tried to beat addiction, but they ended up using again and finding their way into handcuffs.But now there's a new sense of hope, thanks to a combination of two drugs: Buprenorphine and Naloxone. One is an opioid that help cuts heroin cravings and give addicts a sense of calm.However, the medication is stirring controversy, with critics saying the patients aren’t quitting opioids all together. Instead, they argue it’s trading one drug for another, because Buprenorphine does give someone a high.Does it work?Sheriff Christopher Donelan with the Franklin County Sheriff says there have been benefits."Well, it's working here by some of our measuring standards,” says Sheriff Donelan. “For example, fewer discipline."The sheriff says experts need to study how patients do long-term and once they’re out of jail. But in his county, results look promising. His jail is one of about 30 prisons and jails nationwide that offers programs with the drugs."Think about the cost of an overdose, the cost of police, the EMS, the human cost, the cost of the emergency room,” says Sheriff Donelan. “You know, financially the community has a vested interest in us trying to deal with this issue."In two years, Franklin County has treated more than 200 inmates at a cost of about ,500 per inmate per year. He's been free for four months and not using heroin.For recovering addicts, many of them say the once-a-day drugs amounts to the best chance they have at finding a path back to the life they loved, with the people they love."I'm an amazing father when I'm sober,” Ballentine says. “All that attention that goes to drugs goes to my kids, goes to myself and my family, and I just want to be back to the that person. If a woman completes the consultation and is deemed eligible for a medical abortion, the organization's founder writes a prescription for the two pills used to terminate the pregnancy, misoprostol and mifepristone. Seventeen days after voters went to the polls in Ohio's 12th congressional district, Republican Troy Balderson hung on by a 1,680-vote margin to win the seat over insurgent Democrat Danny O'Connor.The seat, previously held by Pat Tiberi, and before that current Ohio Gov. John Kasich, has been held by Republicans since 1983. The district has not seen a competitive race since then, as both Kasich and Tiberi typically won every two years by comfortable margins. But the district, which includes parts of Columbus' affluent northern suburbs, rapidly urbanizing Delaware County to Columbus' north, as well as several surrounding rural counties, became competitive after Tiberi announced his retirement. Polls leading up to the Aug. 7 battle showed a dead heat. On election night, Balderson held a nearly 1,500-vote advantage. O'Connor announced that he would wait on all absentee and provisional ballots to be counted before conceding. All of those votes have now been counted as of Friday. “I just called Troy Balderson to congratulate him on his victory in the 12th Congressional district special election," O'Connor said in a statement.
