MEXICO CITY (AP) — President Andres Manuel Lopez Obrador launched an ambitious plan Saturday to stimulate economic activity on the Mexican side of the U.S.-Mexico border, reinforcing his country's commitment to manufacturing and trade despite recent U.S. threats to close the border entirely.Mexico will slash income and corporate taxes to 20 percent from 30 percent for 43 municipalities in six states just south of the U.S., while halving to 8 percent the value-added tax in the region. LOUISVILLE, Ky. – The Louisville Metro Police Department has released the incident report from the fatal shooting of Breonna Taylor in her apartment, but it’s almost entirely blank.The release of the report comes nearly three months after the 26-year-old ER technician was shot and killed by officers in her South End home in the early morning hours of March 13.The four-page report, obtained by the Courier Journal and New York Magazine, lists some basic details like the time, date, case number, incident location and the victim’s name and age.The report also lists Taylor’s injuries as “none,” even though she was shot eight times before dying in the hall of her apartment.The report lists three “offenders” – officers Jon Mattingly, 47, Myles Cosgrove, 42, and Brett Hankison, 44.Under charges, the document describes the incident as a “death investigation – LMPD involved” and says there was no forced entry, even though officers used a battering ram to knock down Taylor’s door.Lastly, for the “public narrative” section of the report, the department only wrote “PIU investigation."In a statement obtained by the Courier Journal, the police department acknowledged errors in the report and said they were the result of a reporting program creating a paper file.The city’s mayor, Greg Fischer, has called the report “unacceptable.”“Full stop. MALIBU (CNS) - More Malibu residents forced to flee the Woolsey Fire were back home today, in time to face a rain forecast for Wednesday that raises fears of possible mudslides as the estimated date for full containment of the fire was moved back to Thursday.Since erupting Nov. 8 in Ventura County and quickly spreading into Los Angeles County, the fire has charred 96,949 acres and was 94 percent contained by Monday morning, up from 91 percent earlier in the day.Full containment had been projected to occur Sunday, but that estimate was initially pushed back to Monday and then to Thursday.RELATED: Frantic search goes on for missing after Camp FireThe number of structures destroyed across the two counties has been raised to 1,500, with 341 damaged. About 95 percent of the burn area assessment has been completed. The death toll stands at three civilians, and three firefighters have been injured.
