SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. If the Navy can’t locate the owner, they have to cover the removal cost.Anyone with information on the boat’s owner is asked to call the Navy legal office at 619-545-8141. 573

SAN DIEGO (KGTV) -- The California Independent System Operator again Sunday reminded consumers throughout the state conserve energy, warning of more possible rotating outages.SDG&E said early in the day Sunday that customers should be prepared for possible outages to be called from 4 p.m. to 9 p.m.The news comes after a flex alert was issued statewide from 3 p.m. to 9 p.m. daily through Monday, September 7.“Energy conservation is essential in helping reduce the possibility of widespread rotating outages and the number of people impacted. Understandably, it may be difficult to reduce energy use during the high temperatures and the ongoing pandemic. However, everyone is urged to do their part to cut back on energy use, if health and safety permits, during this critical time,” SDG&E wrote.Just before 6:30 p.m., CAISO issued a Stage 2 emergency and warned that consumers should conserve power until 9 p.m. to avoid rolling outages. Stage 2 is the step before rolling outages are ordered.The energy provider said turning off air conditioners, avoiding the use of the dishwasher, clothes washers and dryers, and switching off unused lighting can all help conserve energy.SDG&E also said the Valley Fire, which has currently burned 1,500 acres near Alpine, has impacted electrical equipment and caused power outages.SDG&E said it’s working with Cal Fire in an effort to restore power quickly. 1421

SAN DIEGO (KGTV) -- The future of SDCCU Stadium, formerly Qualcomm, will be in the hands of voters in 2018.The SoccerCity San Diego proposal has already earned its spot on the ballot and now SDSU West is hoping to do the same.If SDSU West can win the votes, it plans to put a university research center, stadium and river park on the stadium site.As for SoccerCity, planners hope to create a mixed-use stadium for MLS Soccer and college football, parks, housing, and entertainment.This week some SoccerCity supporters noticed "likes" on the SDSU West Facebook page increased significantly, from just under 500 to nearly 50,000 in a few days.Confusion turned to frustration when they noticed they too "liked" the page when in fact they hadn't."I went to investigate myself to see if that was true, and sure enough when I went on the page I had liked and followed it, without ever having liked or followed it," said Dory Freiberg, an SDSU alum.Freiberg says he's been open to learning more about the SDSU West plan but currently believes SoccerCity will be better for the city."I want to make sure that if it is defeated it's defeated legitimately because it's not the best plan for the city and not any kind of underhandedness," said Freiberg.James Stroud, a longtime San Diego resident, says he too noticed he "liked" the page when in fact he never clicked the 'like' button."It's something that makes them appear more popular than they are, gives them an aura of importance or trustworthiness when it wasn't deserved," Stroud believes.Stroud believes that's problematic as SDSU West tries to garner signatures to get on the November ballot.A quick search of Facebook community forums shows it's not a new issue. SAN DIEGO (KGTV) - The California State University Chancellor said Friday the schools will not increase tuition for the 2018-2019 academic year, and demanded the state fund the system's critical needs.CSU Chancellor Timothy P. White said it was in the state’s best interest to fund the university’s critical needs supporting student access, achievement, and degree completion.“In light of California’s strong economy, California’s students and their families should not be saddled with additional financial burden to attain public higher education,” said White. “We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state’s highest priorities.”Last year, nearly 100,000 CSU students earned bachelor’s degrees and 20,000 earned graduate degrees.In November, the CSU budget request sought an increase of 3 million. The system considers its most pressing needs to be enrollment growth, a graduation initiative, increases for employee compensation, healthcare and retirement costs, facility operations and infrastructure requirements.Governor Brown’s budget proposal included an increase of .1 million.10News reached out to the CSU chancellor to find out how officials planned to compensate for the funding gap. A spokesman said it has made a case for more funding and will continue to do so, until the state budget is finalized in late June. SAN DIEGO (KGTV) -- The man who was convicted of driving drunk when he hit a Lyft car, killing the driver, was sentenced in court Thursday.Steven Quintero was sentenced to 16 years in prison following an emotional day in court in which three young women in the car at the time of the crash and the victim’s sister all gave statements. “The worst part of my story is that I remember every detail of the crash," said Kelly Hoffman with a shaky voice. "I am haunted by the memory of the violent, powerful impact and the sound of the bending metal and shattering glass," she added.A jury convicted Quintero of DUI causing injury, hit-and-run and driving on a suspended license in the crash that killed Henry Reyes along State Route 94 just east of downtown San Diego.RELATED: Driver who hit and killed Lyft driver in 2016 faces retrialThe crash happened on October 1, 2016. Reyes pulled over on the side of the road when one of the passengers inside the Lyft, Sarah Smith, got sick.When Reyes pulled over, he got out to help Smith out of the car and get her water. While walking around the front of the car to get back in, the Lyft was struck from behind, killing Reyes.Smith, Hoffman and Jessica Techel all suffered major injuries in the crash. “When I see photos of the car I am reminded that I’m lucky to be alive, have all my limbs and my mental capacity," Techel told the court.Reyes' sister brought photos of her brother to court. In one of them, he was with his 2-year-old son. Evette Rous testified how important her brother was to her and her family.  He gave her away at her wedding, and was always around with a sarcastic comment for his sister. She said her life is forever changed. “When Steven Quintero made the decision to drink and drive, he not only killed my brother, he killed a part of each of us who lived Henry. He killed dreams, and memories yet to be made," she said.Rous said her mother didn't come to court because she felt there was no justice for Henry Reyes.  The victims all testified they were disappointed when two different juries failed to convict Quintero of murder.  In exchange for not trying Quintero a third time, he agreed to go to prison for 16 years, without the possibility of probation.  Quintero also agreed not to appeal his case.Quintero did not address or even look at his victims as they spoke.  His attorney told them he apologizes for his actions and is filled with remourse.Rous called the apology an insult.The 2016 crash wasn’t the first time Quintero was found to be driving under the influence.
