BEIJING, Nov. 11 (Xinhua) -- Senior leader Zhou Yongkang on Friday urged Chinese judiciary and police officers to "creatively" handle cases in a bid to achieve a balance between law enforcement and social sensitivity.Zhou, secretary of the Communist Party of China Central Commission for Political and Legislative Affairs, made the remarks at a meeting with Zhan Hongli, a veteran female judge of a juvenile court in southern Fujian province.Zhou urged judiciary workers and police to learn from Zhan, who has not received a single complaint of misjudging in nearly 500 criminal cases involving 1,140 juveniles.In her 27 years of work in courts, she cared for the juveniles like a mother and creatively worked out a feasible judgment method for handling cases of young offenders, said Zhou, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee.Zhan addressed saving the juveniles with education and persuasion as well as helping them go back to school and reintegrate into society, an approach which had positive benefits and won favorable comments from the young offenders' families and the public, Zhou said.Zhou also urged judiciary and police officers to enhance the quality of law enforcement and case handling by adhering to principles of fairness and transparency, so as to better settle conflicts among the people.

BEIJING, Dec. 7 (Xinhua) -- China backs European efforts for further integration and supports current initiatives by the European Union to tackle the debt crisis, Chinese Foreign Ministry spokesman Hong Lei said Wednesday.Hong told a regular press briefing that China will work with the international community to help stabilize the global financial market and promote the recovery and growth of the world economy."We have noted that the EU has made a series of important proposals to address the European sovereign debt crisis and we hope such proposals can work to help stabilize the market, restore market faith and prevent the crisis from deteriorating," Hong added.Europe's powerhouses France and Germany agreed Monday on a series of reforms aimed at changing the European Union treaty to impose tough controls on eurozone budgets.The new treaty would include automatic sanctions for states that fail to observe the 3 percent deficit rule, as well as a budget-balancing rule across the eurozone.New and significant decisions to tackle the crisis might be made during the EU summit to be held from Dec. 8 to 9, Hong predicted.Leaders from the 27 member states of the European Union will meet in Brussels on Dec. 8-9 to discuss how to resolve the eurozone crisis.

BEIJING, Dec. 25 (Xinhuanet) --  China is likely to test a new Internet protocol in the next few years in an attempt to further develop the country's Internet, senior officials from the State Council said on Friday.The country will put the Internet Protocol version 6 (IPv6)-based network into small-scale commercial pilot use by the end of 2013, and deploy and commercialize the IPv6-based network on a large scale between 2014 and 2015, according to a statement released after an executive meeting of the State Council that was presided over by Premier Wen Jiabao."The development of IPv6 is one of the most important tasks for China's Internet industry during the 12th Five-Year Plan period, from 2011 to 2015," said Hu Qiheng, director-general of the Internet Society of China.Analysts believe the transition from the latest Internet protocol, IPv4, to IPv6 is irreversible. This year, the pool of Internet addresses in IPv4 has come close to being tapped out, and the supply of domain names has run short.Compared with IPv4, IPv6 will offer more IP addresses and, for that reason, more devices will be able to connect directly to the Internet, said Microsoft Corp, one of the main technical supporters of IPv6.By 2010, China had about 278 million IPv4 addresses, according to data from the China Internet Network Information Center. That was far fewer than the 450 million Internet users who live in the country."This is the first time the government has issued a schedule for IPv6 development, and it will benefit the entire industry," said Chen Qi, deputy general manager of BII Group Holding Ltd, an IPv6 service provider based in Beijing.IPv6 will enable telecommunication operators to allocate more IP addresses to their clients and will probably bring more users to those operators, Chen said.Five Chinese telecommunications carriers, including China Telecom Corp and China Mobile Ltd, had established IPv6 networks as early as 2006, the New York Times reported.China will need "far too many" IPv6 addresses in the coming years, according to Paul Wilson, director general of Asia Pacific Network Information Center, an organization responsible for allocating IP addresses.The profits made by Chinese manufacturers of telecommunications equipment, such as Huawei Technologies Co Ltd and ZTE Corporation, will also increase, a result partly of a rise in the demand for routers and Internet switches, Chen said.China launched the construction of the next-generation Internet in 2003, featuring the IPv6 network as a key technology. BEIJING, Nov. 25 (Xinhua) -- The Ministry of Commerce (MOC) said Friday that it will start an investigation into the U.S. government's policy support and subsidies for its renewable energy sector over trade barrier concerns.The MOC will look into six renewable energy programs concerning wind, solar and hydroelectric energy in the states of Washington, Massachusetts, Ohio, New Jersey and California, the MOC said in a statement posted on its website.The investigation was applied for by the China Chamber of Commerce for Imports and Exports of Machinery and Electronic Products, as well as the new energy chamber of the All-China Federation of Industry and Commerce."The applicants argued that the U.S. government's policy support and subsidies for its renewable energy industry constitute a trade barrier, as they violate the rules of the World Trade Organization and have hindered and restricted the development of China's renewable energy sector," the statement said.The applicants requested the elimination of any negative influence from the U.S. government's policy support and subsidies in order to maintain a fair trade environment, according to the statement.The investigation will end before May 25, 2012, although it may be extended to August 25, 2012 under special circumstances, according to the statement.
