MARTIN COUNTY, Florida — As early as next week, you could start to see an improvement in the water quality in Martin County.Officials plan to start cleaning up some of the areas most impacted by algae. They hope to give residents some relief from the sight and smell of the algae and help the estuary recover from its damaging effects.Martin County Ecosystem Division Manager John Maehl said because the county declared a local state of emergency earlier this week, it can more quickly obtain grant funds from the Department of Environmental Protection to pay for and expedite clean up efforts.The plan is to get contracted clean up crews on the water early next week, possibly by Tuesday. Even before declaring the state of emergency, county officials had been interviewing and researching companies with technology they say can clean up the algae, without creating more harm to the environment.By next week, Maehl said at least a couple are prepared to get to work.In at least one case, they would be vacuuming the algae from the water.Exactly where the clean up will happen is unclear, but Maehl said the county has been surveying the area, looking to create a priority list of the places they will send crews to first.That could be areas such as Central Marine, typically hit hard by the thickest of the algae.“The really nasty stuff, try to get that out and take away the most noxious component of this and then let the estuary do its thing. The estuary is remarkably resilient,” Maehl said.This is the first year the county has taken on algae clean up effort, so it is a learning experience.“It’s a really complicated issue with a lot of different solutions and really the approach we’re taking is we’re throwing a lot of stuff against the wall and see what sticks,” Maehl said.Stuart resident Teresa Cooper is among those glad to see action being taken.She lives right along the water and can smell the stench of the algae while walking her dog.“I don’t walk him over there, so I just kind of keep him on the side, because it’s bothering me, I’m sure it’s bothering him,” Cooper said. “It hurts your throat and just smells very bad."Maehl said the county also hopes, by next week, to place booms in strategic areas to hold and collect algae. That could include putting a boom in canals leading to the St. Lucie Estuary to keep algae from flowing into the waterway.Maehl is not sure if the cleanup will last for weeks or months. 2457

LOUISVILLE, Ky. — The public now has a chance to see what evidence was presented by Kentucky Attorney General Daniel Cameron's office to a grand jury in the Breonna Taylor decision after roughly 15 hours of recordings were released Friday.The recordings reveal who the grand jury heard from in relation to the case and what was said that led to the decision to charge former Louisville Metro Police Department Detective Brett Hankison with three counts of first-degree wanton endangerment in relation to the March 13 shooting.Police said they knocked repeatedly and identified themselves for a minute or more before using a battering ram to enter Breonna Taylor’s apartment, according to Kentucky grand jury recordings released Friday, then killed her in a rapid hail of gunfire after the first officer inside her door was struck by a bullet.But Taylor’s boyfriend, who fired on the officers, said in a police interview played for the jury that he did not hear them announce themselves. If they had, he noted, “it changes the whole situation because there’s nothing for us to be scared of.”The dueling accounts of the March 13 raid in which Louisville police killed the 26-year-old Black woman were contained in hours of recordings made public in a rare release for proceedings that are typically kept secret. The grand jury did not charge the officers with Taylor’s killing.A court ruled that the content of the proceedings should be made public after the grand jury’s decision angered many in Louisville and around the country and set off renewed protests. The material released does not include juror deliberations or prosecutor recommendations and statements, none of which were recorded, according to the state attorney general’s office.Louisville police Lt. Shawn Hoover said officers with a narcotics warrant approached Taylor’s apartment door and announced themselves as police and knocked three times.“We knocked on the door, said police, waited I don’t know 10 or 15 seconds. Knocked again, said police, waited even longer,” Louisville police Lt. Shawn Hoover said in an interview recorded March 13, the same date Taylor was shot, and later played for the grand jury.“So it was the third time that we were approaching, it had been like 45 seconds if not a minute," Hoover said. “And then I said, `Let’s go, let’s breach it.'”Another officer said they waited as much as two minutes. Whether or not officers announced themselves has been a key issue in the case because Taylor’s boyfriend, Kenneth Walker, said he only fired at police because he feared they were intruders.Police said they used a battering ram to enter the apartment, hitting the door three times before getting inside. Detective Michael Nobles said officers made so much noise that an upstairs neighbor came outside and had to be told to go back inside.According to the grand jury recordings, detective Jonathan Mattingly got shot as soon as he leaned inside the apartment.Mattingly said in testimony, some of which was previously released, that he fired four gunshots as he fell on his backside. Officer Brett Hankison said in a recorded police interview that moments after the doors were broken down he saw darkness and then “immediate illumination from fire.”“What I saw at the time was a figure in a shooting stance and it looked as if he was holding, he or she was holding, an AR-15 or a long gun, a rifle,” said Hankison, who was later indicted by the grand jury on charges of wanton endangerment for firing shots that went into another home with people inside.Walker was, in fact, using a handgun.“We didn’t know who it was,” Walker said in his own police interview shortly after the shooting. “If we knew who it was, that would have never happened.”Hoover said he believed Walker and Taylor were lying in wait for the officers.“We were, in my opinion, we were ambushed,” Hoover said. “They knew we were there. I mean, hell, the neighbors knew we were there.”About five minutes after the gunfire erupted and Taylor was shot, her boyfriend dialed 911.According to the audio of the call played for the grand jury, Walker told a dispatcher: “Somebody kicked in the door and shot my girlfriend.”Walker seemed confused when the police interviewed him later. He said he didn’t know why police would knock on Taylor’s door.Officers had a “no-knock" warrant to search Taylor's apartment for drugs. But Attorney General later said officers announced themselves. It's a key issue because the officers said they opened fire after Taylor's boyfriend, Kenneth Walker, fired a gunshot at them. Walker said he didn't know the men who burst into the home were police.One law enforcement officer testified that police ultimately never executed the warrant to search Taylor's apartment.“Were drugs money or paraphernalia recovered from apartment 4? ... The answer to that is no,” said Herman Hall, an investigator for the state attorney general’s office. “They didn’t go forward with executing the initial search warrant that they had for Breonna Taylor’s apartment.”Cameron, whose office led the investigation into police actions in the Taylor shooting, did not object to the file's release. But on Wednesday, his office asked for a week's extension to edit out personal information from the material. Millions of homeowners could still benefit from refinancing their mortgages to get a lower interest rate. This is true even after a federal regulator startled lenders by dictating a new fee that amounts to a tax on refinancing.Many could save by refinancingMortgage rates began falling in the spring, as the potential economic impact of the COVID-19 pandemic dawned on financial markets, and declined into summer. The average rate on the 30-year fixed-rate mortgage has lingered around 3% APR in much of August, according to NerdWallet’s daily survey, and the 15-year fixed-rate loan has averaged under 3%.Low refinance rates ignited a refinancing boom, accounting for more than 60% of mortgage applications most weeks this summer. Still, plenty of potential refinancers remain. When the 30-year mortgage rate is 3%, almost 18 million homeowners could reduce their interest rate at least 0.75% by refinancing, according to mortgage analytics company Black Knight. The average potential refinance savings: almost 0 a month.Fee could diminish refi savings for someA new fee on refinance transactions could reduce borrowers’ monthly savings, though. The “adverse market refinance fee” was stealthily announced Aug. 12 by Fannie Mae and Freddie Mac, the government-sponsored companies that bought and securitized 47% of mortgages at the beginning of 2020.Freddie attributed the fee to “COVID-19 related economic and market uncertainty.” Fannie used similar wording, without mentioning the disease.The fee is a 0.5% charge on conventional refinances. It amounts to a half-of-a-percent sales tax on refinancing. In the first week of August, the average amount of a conventional refinance was about 4,000, according to the Mortgage Bankers Association. On a refinance for that amount, the fee would be ,620.Some refinancers won’t have to pay. The fee applies only to conventional, conforming mortgages, which means that it doesn’t apply to those who refinance government home loans. Jumbo loans are also exempt.Lenders can pass along the fee to borrowers in several ways: including it in the refinance closing costs, adding it to the loan amount or increasing the interest rate. A 0.5% fee typically would translate into a rate increase of 0.125% or less.New fee targets less-risky borrowersFannie and Freddie claimed that the fee was driven by market uncertainty, but it was levied on refinances, not purchase loans. Refinances generally carry less risk than purchases, so charging more for refis is like setting a higher auto insurance premium for a mom with a clean driving record than for her 16-year-old son.So it’s a mystery why an “adverse market” charge was added to lower-risk loans.Another enigma is who imposed the fee. Fannie and Freddie made the announcement at night, hours after their headquarters closed; the Federal Housing Finance Agency, which closely oversees the companies, made no public comment. David H. Stevens, a former commissioner of the Federal Housing Administration, pointed at the FHFA, tweeting that the agency, Fannie and Freddie “are essentially providing [refinancing homeowners] the middle finger…”Why refis pose less risk than purchase loansTo refinance, borrowers need to demonstrate that they’ve been paying on time. And most people refinance to get lower monthly payments. It’s safe to assume that dependable borrowers decrease their risk of default when they reduce their payments. In contrast, purchase loans are a step into the unknown.The fee will be charged on refi loans that Fannie and Freddie buy on or after Sept. 1. Typically, a few weeks pass between a loan’s closing and its sale to Fannie or Freddie. That time lag means the fee increase applies to most conventional refinancers who had not locked their rate and fees by Aug. 12, when the fee was announced.There’s a chance that the fee could be rescinded. On Aug. 13, a senior White House official told the Wall Street Journal that the administration “has serious concerns with this action, and is reviewing it.” But the FHFA is an independent agency and can act without White House approval.More reasons to refinanceA modest fee doesn’t have to stop anyone from refinancing. There are other reasons to refinance besides monthly savings:Repay the loan faster. By refinancing a 30-year mortgage to a 15-year loan, a borrower can save thousands of dollars over the life of the loan by paying interest for a shorter period.Stop paying mortgage insurance. Refinancing is a way to get rid of mortgage insurance, whether it’s an FHA loan insured by the Federal Housing Administration or private mortgage insurance on a conventional loan.Extract equity. Some homeowners refinance for more than they owe and take the difference in cash in what’s called a cash-out refinance. LOUISVILLE, Ky. (LEX 18) — Chief of Police Robert J. Schroeder is declaring a state of emergency for the Louisville Metro Police Department (LMPD) as they wait for Attorney General Daniel Cameron's decision whether or not to indict the officers in the Breonna Taylor case.The department has canceled all off days and vacation requests until further notice."The public may also see barriers being staged around downtown, which is another part of our preparations," Sgt. Lamont Washington said in the statement. "It is important to note that the AG has no timetable for the announcement."Taylor, a 26-year-old emergency medical worker, was killed by Louisville police serving a "no-knock" narcotics search warrant at her apartment. They found no drugs in her home. The city announced a settlement with the Taylor family last week that included a million payment and changes to department policies.An officer was shot during the raid by Taylor's boyfriend, who has said he thought he was defending against a home invasion. The boyfriend was initially charged, but those charges were later dropped.The Louisville Metro Police Department fired one of the officers involved, Brett Hankison, in June, saying he violated procedures by showing "extreme indifference to the value of human life." The other officers involved in the case — Jon Mattingly and Myles Cosgrove — have been placed on administrative reassignment."To ensure we have the appropriate level of staffing to provide for public safety services and our policing functions, effective immediately the LMPD will operate under the emergency staffing and reporting guidelines as outlined in the Standard Operating Procedures, Emergency Response Plan, and collective bargaining agreements until further notice," a memo sent Monday to all personnel states.A handful of buildings around Louisville have been identified as potential places for "backlash" if a decision is announced this week.
