BEIJING, Sept. 5 (Xinhua) -- The Communist Party of China (CPC) will launch a 1.5-year campaign from this month to learn and implement the Scientific Outlook on Development, the CPC Central Committee Political Bureau said here on Friday.     The campaign aims to push Party members, especially leading Party members and government officials, to learn how to implement the Scientific Outlook on Development and carry it out effectively, a statement issued after a CPC Central Committee Political Bureau meeting said.     The meeting was presided over by and CPC Central Committee General Secretary Hu Jintao, also Chinese president.     As Hu explained in his keynote speech at the 17th CPC National Congress in October 2007, the guideline takes development as its essence. It puts people first as its core with comprehensive, balanced and sustainable development as its basic requirement. Overall consideration is its fundamental approach.     "The Scientific Outlook on Development is an important guiding principle for China's economic and social development and a major strategic thought that we must uphold and apply in developing socialism with Chinese characteristics," said the statement.     Through the campaign, the CPC expects its officials to change their way of administration that don't meet the requirements of scientific development and to find solutions for the problems that hold back its implementation and the issues people complain about most, the statement said.     In the campaign, the CPC also aims to develop the administrative system that can boost scientific development and to improve the Party's ruling capability, it added.     The CPC Central Committee Political Bureau asked all Party members to take part in the campaign, especially senior Party members and government heads at county level and above

BEIJING, May 16 (Xinhua) -- Chinese President Hu Jintao Friday went to Beichuan County of Mianyang City to visit people affected by the southwest China earthquake, encouraging them to be confident in overcoming hardships caused by the disaster.      Hu first visited quake victims in Shengli Village, Leigu Town of Beichuan. More than 1,000 out of the 18,000 population in Leigu Town died or were missing in the quake. You have been on the frontline to assist quake victims when bearing great pains of losing the beloved. All of us should learn from you."     A day after the quake, Jiang learnt that ten members of her family living in Beichuan county, one of the worst-hit areas, passed away including her only daughter.     She was working as a police officer in the neighboring city Pengzhou.     "I felt that the sky was falling. I can't believe that. I had just talked with my baby girl on phone a day ago," she once recalled the dark moment in an interview.     But Jiang did not leave her post as more and more displaced people came to Pengzhou from quake-hit areas and the police had to help them settle down. In the week following the earthquake, she had worked at temporary shelter camps and barely slept until she fainted on the spot and was sent to hospital.     Jiang has showed the best of Chinese police officers, Zhou said.     He hoped that local police officers and those from other parts of China to assist quake relief would stick to such a noble spirit to work together and well serve their duty in a bid to help create a stable society in the quake-affected areas.     Jiang said she would not fail the Party and people's expectation and work harder in her own post.

PYONGYANG, June 17 (Xinhua) -- Visiting Chinese Vice President Xi Jinping on Tuesday made a five-point proposal to strengthen bilateral ties and cooperation with the Democratic People's Republic of Korea (DPRK).     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the proposal while meeting with Yang Hyong Sop, vice president of the Presidium of DPRK's Supreme People's Assembly.     Firstly, Xi proposed maintaining the trend of mutual exchange of visits by high ranking officials, and strengthening political communication and close relations between the Chinese Communist Party and the Worker's Party of Korea.     China will continue to exchange views on governance and party construction with the DPRK, maintaining communication on important issues, he said. BEIJING, Sept. 17 (Xinhua) -- An executive meeting of the State Council (cabinet), presided over by Premier Wen Jiabao, on Wednesday decided to launch national comprehensive tests of dairy products and reform the dairy industry.     According to the meeting, the incident involving the tainted Sanlu milk powder reflected chaotic industry conditions, as well as loopholes in the supervision and management of the industry.     It is necessary to learn lessons, properly deal with the incident, improve the inspection and supervision system and strengthen the management of the dairy industry, the meeting said.     The meeting also reached six other decisions and ordered governments at all levels to implement them. These decisions include: Saleswomen check the returned Sanlu brand milk powders in a supermarket in Yinchuan, capital of northwest China's Ningxia Hui Autonomous Region Sept. 17, 2008.providing the best and free medical care to those sickened by melamine-contaminated milk powder,     -- confiscating and destroying all sub-standard products,     -- strictly supervising the production of dairy companies with on-site inspectors,     -- revising regulations on the supervision and management of the industry,     -- subsidizing dairy farmers and encouraging more production by those enterprises with higher-quality products and,     -- finding the cause of the incident and punishing those responsible.     The Sanlu Group, a leading Chinese dairy producer based in the northern Hebei Province, admitted last week that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material. It issued an immediate recall of milk formula made before Aug. 6.     Three infants have died so far. There are at least 6,244 infant victims of the contaminated milk powder, of whom 158, or 2.5 percent, have acute kidney failure, the Ministry of Health said on Wednesday.
