SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building.It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110

SAN DIEGO (KGTV) -- As Gloria Rickerd flipped through the pages of her wedding album in her Mira Mesa home, she said the chemotherapy medications her husband takes has kept him alive longer than doctors anticipated.But like many Americans -- nearly one in eight, according to a recent Kaiser Family Foundation study -- she thinks the cost of those drugs is unreasonable."I walked into the pharmacy at UC San Diego, and they looked at me said that will be 0. It was like four or five pills," she said. "It’s like, ok so, this is what you want me to pay and if I can’t do that, I guess he’ll just die?"On Friday, Gov. Gavin Newsom laid out several healthcare proposals designed to lower prescription drug costs, including a plan to make California the first state to make its own generic prescription drugs.The Democratic governor wants the nation’s most populous state to contract with generic drug companies to make medications on its behalf so it could sell them to its nearly 40 million residents. The goal is to lower prices by increasing competition in the generic drug market, Newsom said.The state is still determining which drugs it will manufacture, but Newsom hinted that insulin was "top of mind."His proposal also would create a single market for drug pricing in California, with companies having to bid to sell their medicine at a uniform price. One expert said that piece would have the bigger impact."Other countries control or negotiate the price of drugs, and if there is one state that could do it, it’s California, which is the size of a country,” said Larry Levitt, executive vice president of health policy for the Kaiser Family Foundation. “A drug company could walk away from Rhode Island. It’s much harder to walk away from California.”Lawmakers would have to approve the proposals before they could become law. "What he is proposing to do would help in specific cases, but it’s not a panacea by any means,” Joyce said.The proposal is another step in Newsom’s effort to overhaul California’s prescription drug market. SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment.
