America's aging infrastructure is expected to be a hot topic for voters in the upcoming midterm elections.Lawmakers on both sides want to fix it, but there’s one major sticking point: how do you pay for it?President Donald Trump has proposed a trillion plan to improve aging roads, bridges and tunnels across the country.Transportation Secretary Elaine Chao told Fortune magazine there's one sticking point between the two parties.“How do you pay for it, is the toughest question,” says Chao. “There are many ways of paying for the infrastructure proposal, and I would say the majority of them are not ones I could get consensus from in this audience.”One way that Republicans propose to raise money will impact most Americans directly.“A gas tax increase and a diesel tax increase of about 15 cents a gallon for gas and 20 cents for diesel to help fund this, because we do need to fund infrastructure upgrades,” says Republican strategist Ryan Williams. “We can't make the money appear out of thin air.”Republicans also want to raise money by letting private sector businesses help finance projects.Democrats have come up with their own trillion-dollar plan.“Where's the money [going] to come from? We don't want to increase our deficit. The tax bill's done that enough,” says Sen. Chuck Schumer (D-NY). “We say take some of those tax breaks from the wealthiest Americans and put them in middle class jobs.”Democrats want to increase the tax rate on the rich, raise the corporate income tax and reverse cuts to the estate tax.But the Democrats admit, as of now, their plan has little chance of going anywhere.“These are all ideological steps the Democrats are taking, because they don't control the House or the Senate,” says Democratic strategist Tiffany Cross.Both sides do agree they don't expect any action to be taken on infrastructure until after the midterm elections. 1887

We just want to know the transparency of the problem and what is being done to tackle it," Greenberg said.The group says the cutouts represents the hundreds of millions of fake accounts still spreading disinformation on Facebook.Each is wearing a shirt that reads "Fix Fakebook."This is the first time Zuckerberg will personally sit for questions from Congress. Do Jacob justice on this level, and examine your hearts. As many as 145 whales have died after being found stranded on a remote beach in New Zealand, conservation officials said Monday.Two pods of pilot whales were discovered just over a mile apart on Mason Bay, Stewart Island, a sparsely populated island in the country's south.Authorities were first alerted to the mass stranding by a hiker Saturday evening. Half of the whales were already dead. The remaining animals were later euthanized, according to New Zealand's Department of Conservation (DOC).A Stewart Island operations manager for the DOC, Ren Leppens, said that the remote location and condition of the surviving whales made it impossible to save them. He described the decision as "heart-breaking.""Sadly, the likelihood of being able to successfully re-float the remaining whales was extremely low," Leppens said in a statement. "The remote location, lack of nearby personnel and the whales' deteriorating condition meant the most humane thing to do was to euthanize."The DOC also announced that it was working with a local Maori tribe on the "next steps." In New Zealand, Maori groups are often involved in dismantling and burying the remains of beached whales in accordance with indigenous traditions.The incident is one of a series of recent whale strandings in New Zealand. On Sunday, 10 pygmy killer whales were found stranded on Ninety Mile Beach, in the country's North Island. Two have since died, with efforts still underway to "re-float" the remaining creatures.The DOC said that it responds to an average of 85 stranding incidents a year, although most involve single marine mammals rather than entire pods.The exact reasons why whales and dolphins become stranded are not fully understood. Contributing factors can include "sickness, navigational error, geographical features, a rapidly falling tide, being chased by a predator, or extreme weather," the DOC's statement said.Last year, around 400 pilot whales were beached in Golden Bay, on the tip of New Zealand's South Island, in what was believed to be the third largest mass stranding in the country's history.The largest is thought to have taken place in 1918, when approximately 1,000 whales stranded themselves on Chatham Islands. 2218
