In areas north of town, like the hard-hit Kingwood neighborhood, tall piles of debris--furniture, cabinetry, bedding--only just recently starting to get hauled away.  And there's no escaping the smell. The Red Cross continues to make daily deliveries to the hardest hit areas. But then again, they didn't expect it to get as bad as it did."The water [from the creek occasionally] gets high over here, but it's never high enough to go into a house. And everybody kept saying, it's not going to be that bad," Salazar said, adding, "I'll be fine."Now, he's relying on the kindness of others to get by--a mattress donated by friends, a t-shirt given to him by a local graphic printing company, and a place to sleep courtesy of his Uncle Hector, whose carpentry skills will come in handy soon. The smell has finally started to fade inside Salazar's place, and they can begin renovations.But there's something else that's made Harvey--and losing his apartment-- that much tougher for Salazar."When I came in here, I just started crying, like I was hurt. This is my house, the place I shared with my mom."Salazar shared the cozy one bedroom with his mother up until her death just over a year ago. She had Leukemia, and for a while it had appeared she'd beaten it, thanks to Salazar; he was the bone marrow donor."And then the cancer came back."She died soon after."I mean, I never really lived on my own until this past past year. It was difficult the first couple of months, and it still is."It was so hard in fact that Salazar had to put most of what reminded him of her--family photographs on the walls and tables--and hide them on the top shelf of his closet. "There was just a lot of memories there, and I just felt depressed every time I saw them."But heading home to take stock in what stayed dry, Salazar takes down the boxes of photos--some of his mother's most cherished possessions, now his, too. Harvey, he says, is his turning point. He's quick to stress that he'll always be thinking about her, but no longer will he feel the need to dwell on his mother's death."This flood is actually--it's kind of a good thing because, you know, I can rebuild and make the apartment my place and my home," he said, welling up with emotion. "It's going to give me a chance to move forward and be able to come home and relax, instead of always thinking about my mom."And you can bet that after Salazar decides which photos to display on his walls once more, the boxes with the others will go back up onto the tallest shelf he can find."They're safe with me." 2944

IMPERIAL BEACH, Calif. (KGTV) - Loved ones are mourning the COVID-19 death of a beloved Imperial Beach grandmother."I have no words. So hard," said a tearful Angelica Madrigal, the daughter of Juana Barajas.Barajas, 61, first became sick last week. By the next day, a fever had arrived."Chest congested and shortness of breath," said Madrigal. "She called me and said, 'I can’t breathe well.'"An ambulance rushed Barajas to the hospital. She tested positive for COVID-19 and that night, she was placed on a ventilator.Barajas, who lived with diabetes and a heart condition, suffered four heart attacks in the ICU. On Saturday, just five days after she first became ill, Barajas, a mother of three and grandmother of three, passed away."I couldn’t touch her. I couldn’t say goodbye. Had to see her through a window," said Madrigal.Madrigal says her mother was hard-working, humble, and loved to joke around."Since I was kids, she always had two or three jobs," said Madrigal. "She was my best friend. She was everything to me."Madrigal isn’t sure how her mom contracted the virus, but says her health issues meant she did have many doctor's appointments.Madrigal says her mother otherwise stuck close to home and wore a mask.In the days after her mother's death, she and several other members of her family have come down with symptoms, including a fever and a cough. They spent Friday morning waiting in line to receive a COVID-19 test."This is serious, this is not a joke. People need to take this seriously. If you receive a call from an unfamiliar number informing you that you've missed jury duty and could be sent to jail if you don't pay a fine, be wary. The call could be a hoax.The scam has claimed a number of victims in the Baltimore area.At least one caller identified himself as a Lieutenant Steven Harris with the Baltimore County Sheriff's office. “They claimed that I had failed to show up, obey a summons in a criminal case, and that the judge had issued a bench warrant for my arrest. And they wanted me to come in right away and straighten it out or they would have to come get me,” said Professor Rena Steinzor who teaches at the University of Maryland Carey Law School.The caller gave the address of the Towson courthouse and instructed her to meet him there with money in hand.“He wanted ,868 in fines for my failure to appear and said I would get the money right back,” said Steinzor.When she explained she couldn't get down to her bank in Capitol Hill and back before the courthouse closed, he told her to purchase a MoneyPak from a CVS or office supply store. The form of payment was a red flag that alerted Steinzor to the fraud.“I think it's stupid to target somebody who's familiar with the criminal justice system and knows that you don't go to CVS and put money on a card if you have to pay a fine in court,” Steinzor said.A co-worker then called the Sheriff's Office who told her it was a trick.Steinzor didn't pay but there are many potential victims. The scheme stretches into areas around the state.Harford, Howard, Cecil, and Frederick counties have all reported similar scams recently. In Frederick County the caller gave the name of a police officer who is actively on the force. They convinced a victim to stay on the phone. The scammer didn't have an accent, they provided real addresses, and they threatened the victim with arrest.“I think the threat that they're going to come and get you is very disconcerting. I mean, I will tell you, I made it all the way to my car,” said Steinzor.The Baltimore County Sheriff said the fraudsster was after the code on the MoneyPak. He would've asked for the code and never appeared at the courthouse.They also said the person in question may be from another country. When police went to investigate, the number Steinzor provided was disconnected.Steinzor wanted to share her story because the scam can be very believable. When she initially called the number, the voicemail made it seem like it was the Sheriff's Office. They also knew where she worked.If you get one of these calls and you're not sure, police advise you to hang up and call the agency's official number on their website to verify.You could be fined or face jail time for failing to appear for jury service, however, courts do not call people to notify them about a bench warrant, nor do they instruct them to bring a “bond voucher” with them to the court.For more information on the scam, click here.  2992

Immediately following President Donald Trump’s decision to drop negotiations with House Democrats on a new stimulus deal, stocks dropped on Tuesday.The Dow Jones Industrial Average, which was up several hundred points earlier in the day, closed down 375 points following the announcement.The markets, which spent much of the summer rebounding after a sudden drop in value in March, have remained stagnant in recent weeks. In early September, the Dow Jones reached 29,000 points for the first since February. It appeared the Dow Jones Industrial Average was on its way to returning to pre-pandemic levels. But the Dow dropped in September, and closed at 27,772 on Tuesday.Trump said that he will not resume negotiations with House Democrats until after next month’s election, which is four weeks from today.Late last month, House Democrats passed a .2 trillion stimulus plan despite knowing it would not be entertained by the US Senate. The proposal still costs more than the White House has said it would like, but is down from the .4 trillion stimulus plan House Democrats passed back in May.In addition to another set of ,200 direct payments to millions of Americans, House Democrats propose using 5 million for education, more funding for the struggling airline industry, and 6 million for local governments.
