AKRON, Ohio - The Akron Police Department is investigating a viral video that shows officers using a Taser on a man and punching him while he was on the ground during an arrest.The video, captured by a neighbor, shows one officer punching the man multiple times.Warning: The video below includes images and language that some users may find disturbing.Akron police said they saw the man, who they identified as 47-year-old Patrick King, coming out of a known drug house Sunday. They made an investigative stop while he was walking down the street.King gave false information about his identity, an Akron police official said. An officer tried to detain him and got a handcuff on one of his hands. King then resisted by trying to run away, pulling away, tensing up and refusing all verbal commands, the official said.A neighbor, who wished to remain anonymous, captured the incident on video and posted it to Facebook – it’s since been shared over 3,000 times and viewed over 147,000 times.The neighbor felt the officers went too far."As soon as they put the one handcuff on him, that's when they got to throwing him around and slamming him and beating on him and stuff like that," he said.Akron police said they arrested King and charged him with tampering with evidence, resisting arrest, misrepresenting identity, drug paraphernalia and drug abuse. King also had an active warrant out of Cuyahoga County for a parole violation.Akron police said they have begun a use of force investigation into this incident. Akron officials have not identified the officers who were involved. Deputy Chief Jesse Leeser said King is 6-feet-4 and 220 pounds and the officers were winded trying to get him under control."Officers used force to include tasing, strikes and pressure points," Leeser said. "He was obviously actively fighting with these officers. The fight had gone to the ground. Not only did he have that handcuff as a weapon possibly, but the officers were also exposed. We're not street fighters."Leeser said all of the officers remain on the job. 2076

About 30,000 doses of an experimental coronavirus treatment are shipping out Tuesday.It's Regeneron's antibody cocktail that got an emergency use authorization (EUA) from the Food and Drug Administration (FDA) over the weekend. It’s also the same treatment President Donald Trump got last month.Patients who are diagnosed early with COVID-19 may be eligible. The goal is to keep them from getting sicker, so they don't have to go to the hospital.But the treatment still needs to be given through an IV.“The challenge is there has to be a place to administer it, so a place where you can have COVID patients in an infusion setting where they can be treated and monitored. This is not straight-forward,” said Dr. Helen Boucher, Chief of Geographic Medicine and Infectious Diseases at Tufts Medical Center.Any transfusion centers administering the IV will charge for those services.“The medicine itself is paid for by the government right now under the emergency use authorization. Those other charges have to be managed and they'll be managed by insurance, Medicare or Medicaid,” said Boucher.It's unclear if patients will need to request the treatment or if doctors will choose who to prescribe it to.In trying to get it to areas that need it most, the federal government will work with states on distribution. The problem is everywhere is seeing spikes right now.“We know that at least for 2020, the supply is going to be very low, so many of us in the infectious disease community and all the health care community are concerned that this resource will be allocated in an equitable way,” said Boucher.After this initial rollout, Regeneron says it expects to have 80,000 doses ready by the end of the month, 200,000 by the first week of January, and then 300,000 by the end of that month. 1796

A white van drove onto a busy Toronto sidewalk, and struck dozens of pedestrians, killing 10 and wounding 15, Toronto Police officials said on Monday. Later in the day, police said that Alek Minassian allegedly targeted the crowd of pedestrians. Police were called to the area of Yonge Street at Finch Avenue around 1:30 p.m. local time after the van fled from the scene. Police have since shutdown the area, and blocked off several streets. Authorities later caught up to the van and its driver.Canadian news agency the CBC reported that the van's driver is in custody.Video from the incident showed several ambulances taking away victims on stretchers from the scene of the incident. Stephen Powell, district chief for Toronto Fire, said that targeted pedestrians for up to one mile. The CBC has reported that part of Toronto's subway service has been shutdown. The area is in the North York neighborhood of Toronto, which is several miles north of Downtown. Airports are doing everything possible to get people back in the air and one major component is testing for COVID-19. A handful of airports across the country are now offering tests for passengers.It's no secret that the global pandemic has turned the travel and airline industry upside down. The Airport Council International North America is known as the "voice of airports."“I look at airports, at cities within cities and anything that would affect the city would affect the airport and that’s what we do,” says CEO Kevin Burke.“Testing is that key that unlocks travel,” he added.Tampa International Airport was the first to jump on board with a program that was the first-of-its-kind in the nation. They offer both the PCR and rapid tests to anyone with proof of travel.“We’ve tested more than 4,100 passengers. It's gained in popularity. Passengers know we’re providing the testing at the airport and I will tell you before they open at 7:30 every morning, there’s 20 plus passengers waiting in line," says John Tiliacos, executive VP of airport operations.He said they launched the program in early October in hopes of instilling confidence and encouraging travel."Given the environment we’re in with this pandemic, we’ve got to do everything we can as an industry both airline or airport industry. We’ve got to do everything we can to breathe life back into this industry and get it back up on its feet and running again,” Tiliacos said.Since then, they've fielded calls from other airports inquiring about the program. If a passenger gets a negative test, they go on about their day. But, if it's positive, ACI-NA says, it's not the airports' responsibility to escort the passenger out.“They’ve gotten very few passengers that have tested positive but they’ve had a couple and they can’t proceed past that because TSA is not going to let them through a checkpoint with a positive read," said Burke.While an increase in testing is a good thing, doctors advise that it's not a guarantee by any means.“This test isn’t an insurance policy for the rest of the week, the rest of the month or the rest of your life, it tells you what your status is right now,” says Dr. Beth Thielen, an infectious disease physician and assistant professor of pediatrics at the University of Minnesota Medical School.“For example, if you went to a bar the night before you flew and you were around 100 people without masks, you potentially could be infected, but if you take a test at the airport the next day, you may very well test negative and a week down the road, you may develop symptoms and be capable of spreading COVID,” says Dr. Thielen.But she also says this program is a start, and it helps people make better decisions about what they're doing and where they're going. ACI-NA says testing, masks, social distancing, hand washing and cleaning all play an important role in getting people back on board."If our industry is going to survive and thrive when a vaccine is there and people come back to travel, we have to take the steps now to make people comfortable not only now but in the future when they’re booking future travel,” said Burke.While airlines are trying to instill confidence in air travel, many public health experts are advising against traveling as coronavirus cases spike throughout the US.Earlier this week, The CDC recommended Americans not travel for Thanksgiving during the current spike in coronavirus cases nationwide.“As cases continue to increase rapidly across the United States, the safest way to celebrate Thanksgiving is to celebrate at home with the people you live with,” the Centers for Disease Control and Prevention website reads. “Travel may increase your chance of getting and spreading COVID-19. Postponing travel and staying home is the best way to protect yourself and others this year.”The CDC recommends those who travel to follow all of their guidance for slowing the spread of coronavirus: wear a mask, wash hands, social distance, get the flu shot, and bring extra masks and hand sanitizer. 4040
