SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. We must preserve this community treasure in order to continue its legacy for future generations as an economic engine for the region and a beloved entertainment and education destination. I look forward to the day when we can operate at full strength again.” 1334

SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy. Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. The association says they have a plan to use grant money and fundraise to make the project happen. “I think this is something that will take us to the next step and for many years in the future to help drive tourism, drive economic impact to businesses and the city. I think this is a future vision that everyone can be excited about,” said Michael Trimble of the Gaslamp Quarter Association. You can take a look at what the Promenade could look like and ask questions online. 1617

SAN DIEGO (KGTV) -- Sunday is expected to be the busiest travel day of the Thanksgiving holiday weekend, but it will still be light in comparison to holiday travel before the pandemic. Four million Southern Californians were expected to travel over Thanksgiving, despite warnings against travel because of the pandemic. The CDC advised people not to travel, asking them to stay home, to avoid further spread of COVID-19. Doctors worry about the effects of this weekend's travel will be seen in a few weeks from now, with a surge of cases. RELATED: Fauci: US may see 'surge upon surge' of virus in weeks aheadThroughout the weekend, the San Diego International Airport remained relatively empty, there were no long lines for pick-up or drop-off of passengers, and the lines for flight check-ins were only a few people long.If you are traveling, health officials recommend following all health guidelines currently in place, like wearing a mask at all times and social distancing. 987

SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks. The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. City data shows that there 11,300 permitted devices in January, down from 22,300 in July 2019.RELATED: San Diego City Council votes to ban electric scooters from boardwalksThe city installed its first signs warning of the ban at La Jolla Shores, where nobody was riding a scooter down the boardwalk around noon on Thursday. "Honestly, it's probably for the best," said Charlie Scheuch, a surfer who used to ride the scooters but no longer does. "People used to just littler the boardwalk with them, so it's a good decision."Officers will issue warnings for the first 30 days, with citations starting after that. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer. RELATED: City preps to enforce scooter boardwalk banIn a statement, Bird Scooter expressed a commitment to work with the city. “While we are disappointed in the City of San Diego’s decision to ban all motorized devices on the boardwalk, we are supportive of Council’s direction to speed up infrastructure improvements along Mission Boulevard," said Tim Harter, the company's senior manager of government partnerships. "We look forward to continuing to partner with the City to help provide a reliable and environmentally friendly transportation option to help locals and visitors easily get around town, connect to transit, and enjoy everything the city has to offer, as well as improving safety measures for all.”Data from Scripps Health shows 96 patients going to its trauma centers after scooter accidents in 2019. That does not include visits to its emergency rooms. 2325

SAN DIEGO (KGTV) - The Department of Homeland Security is responding to the caravan of Central American immigrants prepared to enter the United States through the border with Mexico. At least 600 people from Guatemala, Honduras, El Salvador, and Nicaragua are traveling to Tijuana, according to freelance journalist Jorge Nieto. About 100 arrived last night. Eventually the group will enter the U.S. at the San Ysidro port of entry.Homeland Security Secretary Kirstjen Nielsen released a statement on the caravan.“DHS continues to monitor the remnants of the ‘caravan’ of individuals headed to our Southern border with the apparent intention of entering the United States illegally. A sovereign nation that cannot – or worse, chooses not – to defend its borders will soon cease to be a sovereign nation. The Trump Administration is committed to enforcing our immigration laws – whether persons are part of this ‘caravan’ or not.”DHS warned members of the caravan that they may be turned over for prosecution under illegal entry laws. Anyone seeking asylum may be detained while their claims are processed, DHS said.“Again, if you enter the United States illegally, let me be clear: you have broken the law. And we will enforce the law through prosecution of illegal border crossers,” Nielsen stated. The DHS statement encouraged those with asylum claims to seek protection in the first safe country they enter, naming Mexico as a possibility.“While we are committed to doing everything we can on the border to secure our nation, we need Congress to do their job as well.  I join the President in asking Congressional leadership to work with the Administration to pass legislation to close the legal loopholes that prevent us from securing our borders and protecting Americans. I stand ready to work with any member who in good faith seeks to support DHS’s mission and secure our country,” Nielsen wrote. 1914
