(AP) — California moved Friday to eliminate climate-changing fossil fuels from its fleet of 12,000 transit buses, enacting a first-in-the-nation mandate that will vastly increase the number of electric buses on the road.The California Air Resources Board voted unanimously to require that all new buses be carbon-free by 2029. Environmental advocates project that the last buses emitting greenhouse gases will be phased out by 2040.While clean buses cost more than the diesel and natural gas vehicles they will replace, say they have lower maintenance and fuel costs. Supporters hope creating demand for thousands of clean buses will bring down their price and eventually other heavy-duty vehicles like trucks.California has 153 zero-emission buses on the road now with hundreds more on order. Most of them are electric, though technology also exists for buses powered by hydrogen fuel cells."Every state could do a strategy like this," said Adrian Martinez, an attorney for Earthjustice, an environmental legal group that supports the rule. "This is something that California did first because we have major air quality and pollution problems, but this is something other states could pursue."Existing state and federal subsidies are available to help transit agencies absorb some of the higher costs of carbon-free buses, along with money from the state's settlement with Volkswagen over the German automaker's emission-cheating software.In approving the mandate, air board members cited both a reduction in greenhouse gas emissions and improved air quality along heavily trafficked transit corridors in smog-polluted cities.The transportation sector accounts for 40 percent of California's greenhouse gases, and those emissions are rising even as electrical emissions have fallen substantially.California needs to drastically reduce transportation emissions to meet its aggressive climate change goals.The California Transit Association, a lobbying group, does not oppose electrifying the fleet but is concerned that zero-emission buses can't match the performance of the existing fleet and that there isn't enough money available for the transition, said Michael Pimentel, who is leading the organization's work on the issue."We do want to work alongside the Air Resources Board and our partners at the state and federal level to address these concerns and to ultimately achieve the goal of fully electrified fleets by 2040," Pimentel said. 2471

(AP) — The California Assembly said Monday it denied a former lawmakers' appeal of an investigation that found he sexually harassed a lobbyist in 2016.Former Democratic Assemblyman Matt Dababneh had appealed the finding that he likely pushed the lobbyist into a bathroom at a Las Vegas party and masturbated in front of her while urging her to touch him. Lobbyist Pamela Lopez publicly made the accusation against Dababneh last December and submitted a complaint to the Assembly Rules Committee, which hired an outside investigator.The Assembly Rules Committee told Dababneh in a letter dated Friday that his appeal was reviewed and rejected.Dababneh denies harassing Lopez and is suing her for defamation. Representatives for Dababneh did not immediately respond to requests for comment.Lopez said she hopes the Assembly's rejection of Dababneh's appeal encourages other women to speak out about sexual harassment."This decision is an important step to uphold fairness, accountability, and equity in the workplace," she said in a statement.The lawyer hired by the Assembly to investigate the allegation interviewed more than 50 people and reviewed relevant documents, according to the letters released by the Assembly on Monday. In his appeal, Dababneh argued she did not interview some character witnesses he provided. He said he was denied due process because the Assembly didn't provide him with a copy of the investigation report.The Assembly says such reports are confidential and subject to attorney-client privilege.In his lawsuit against Lopez, Dababneh said he was forced by Assembly leadership and colleagues to resign his Los Angeles-area seat last year because of the allegations. He also said he has suffered depression and anxiety. He is seeking unspecified damages for defamation and intentional infliction of emotional distress.Lopez's lawyer, Jean Hyams, said Dababneh's lawsuit is an act of retaliation and an attempt to silence women. 1981

  

SACRAMENTO, Calif. (AP) — California is moving to eliminate what state legislators call an outdated Wild West law requiring that citizens help police upon demand.Lawmakers on Thursday sent Gov. Gavin Newsom a measure eliminating the California Posse Comitatus Act of 1872.The nearly 150-year-old law makes it a misdemeanor with a fine of up to ,000 for failing to help police make an arrest or catch a fleeing suspect.Democratic Sen. Bob Hertzberg of Van Nuys says his interns initially proposed eliminating a law that he says "belongs in the history books, not the law books."Democratic Assemblywoman Sydney Kamlager-Dove of Los Angeles says it was also used to help apprehend runaway slaves.She calls it "a visage of a bygone era" now that California has plenty of professionals to catch criminals. 810
