BEIJING, Oct. 15 (Xinhua) -- Foreign direct investment (FDI) in China in September rose 6.14 percent year on year to 8.384 billion U.S. dollars, bringing the country's FDI inflow for the first nine months back to pre-financial crisis level.The September figure brought the total amount for the first nine months of this year to 74.34 billion U.S. dollars, rising 16.6 percent year on year, spokesman with the Ministry of Commerce (MOC) Yao Jian said Friday at a press conference.The January-September FDI figure suggested China's FDI inflow had returned to pre-crisis level, Yao said.According to MOC statistics, China received 74.37 billion U.S. dollars of FDI in the first nine months of 2008.The September FDI increase quickened from the year-on-year growth of 1.38 percent in August.The stable increase in China's FDI inflow was mainly boosted by the country's strong economic momentum, said Lu Zhengwei, chief analyst at the Industrial Bank.Although China's economic growth had eased, it was still strong, Lu said.China's GDP increased 10.3 percent year on year in the second quarter of this year, decelerating from first quarter's 11.9 percent. The National Bureau of Statistics is scheduled to release economic data for the third quarter next week.China's manufacturing sector received 47.6 percent of FDI inflow in the first nine months, while services industry got 45 percent, Yao said.A total of 19,209 foreign-invested enterprises were approved for establishment during the period, up 17.5 percent from one year earlier.Yao expected China's FDI inflow to hit 420 billion U.S. dollars in the country's 11th Five-year Plan (2006-2010) period, which was 1.5 times as much as that in the 2001-2005 period. This would make China the world's second largest destination for FDI.During the first nine months, China's outbound investment, excluding the financial sector, totaled 36.27 billion U.S. dollars, up 10.4 percent, he said. Some 30.9 percent of the investment outflow was for acquisitions of companies.

BEIJING, Sept. 14 (Xinhua) -- A public supervision scheme for China's prosecutors will be rolled out nationwide next month, a senior Communist Party of China (CPC) leader said Tuesday.A pilot public supervisor scheme, which started six years ago, had proved effective in supervising judicial departments, said Zhou Yongkang, a Standing Committee member of the Political Bureau of the CPC Central Committee, at a meeting in Beijing.From next month, the measure would be formally adopted nationwide, he said.More work should be done to improve the selection and management of public supervisors and to draft regulations, he said.Government departments, non-governmental organizations, state-owned enterprises and communities could nominate members of the public as supervisors to the procuratorates.The public supervisors would give opinions to procuratorates when prosecutors decided to drop corruption charges, or when a suspect in the corruption case complained about the arrest.They could also oversee the actions of prosecutors, to prevent illegal detentions, obtaining confessions through violence and torture, and illegal collection of evidence.A report by the Supreme People's Procuratorate to the National People's Congress in March 2008 said about 86 percent of procuratorates had taken part in the trial.At the meeting, Zhou admitted that the country still faced a tough task in judicial reform.The government would work out new policies to attract more prosecutors and judges to work in local judicial departments, he said.

BRUSSELS, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao urged Tuesday the European Union (EU) to objectively and fairly treat the RMB exchange rate issue as that would benefit the EU, China, and the world economy.Wen made the remarks while meeting the Euro Group troika, including Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker, European Central Bank President Jean-Claude Trichet and EU Economic and Monetary Affairs Commissioner Olli Rehn.The meeting took place on the sidelines of the two-day eighth Asia-Europe Meeting (ASEM) Summit in Brussels as China is under external pressure to appreciate its currency.Wen said China would further reform its formation mechanism of the yuan exchange rate to increase the currency's flexibility.China's central bank has announced on June 19 a series of steps of reforms. The Chinese currency has so far strengthened by about 2 percent against the U.S. dollar.China would also continue to expand import from the EU and strive to balance the trade, said Wen, adding that China was committed to transforming its economic development pattern, restructuring the economy and increasing domestic demands.Wen called on both sides to develop healthy ties from a strategic perspective as the EU has become China's largest trading partner while China stands as the EU's important exporting market.As the world economy was gradually recovering with uncertainties still hovering high, China and the EU should work together to combat the international financial crisis, Wen added.The Euro Group leaders appreciated China's support for the euro and the euro zone, saying the EU and China were good partners and enjoy extensive common interests.They also said the EU rejected both trade protectionism and currency war, and agreed differences and problems should be solved by dialogues.In a speech to the Greek parliament on Monday, Premier Wen said China supported a stable euro and would not reduce its euro-bond holdings.The three Euro Group leaders also held talks with China's Finance Minister Xie Xuren and central bank governor Zhou Xiaochuan here on Monday. GUANGZHOU, Oct. 10 (Xinhua) -- Police conducted a hostage rescue drill on Sunday in south China's Guangzhou City as authorities beefed up security about one month prior to the opening of the 2010 Asian Games.Police first practiced rescue operation simulating the bus hostage crisis in the Philippine capital about two months ago. Eight Hong Kong tourists were slain during an ill-prepared rescue by the Philippine police against a lone gunman who hijacked a tourist bus in Manila on Aug. 23.Police officers were not told of the time and location of the drill in advance to test the emergency response of the city's police forces, a senior police officer said.During the drill, a group of armed men "hijacked" a bus carrying athletes and gunned down security guards on their way out of the Asian Games Village. After "negotiations" failed, police quickly broke into the bus and seized the attackers.The second part of the drill involved in rescuing "hijacked" foreign athletes in a room in the Village.After finding the hijackers attempted to kill the hostages, the police stormed the room, overwhelming the attackers and freeing the hostages.Chinese authorities have activated over one hundred checkpoints on the roads and waterways linking areas to the hosting cities of the Games on Sunday.A total of 132 checkpoints, scattered in Guangdong Province and five neighboring regions, are responsible for screening people, vehicles and goods, officials with the Ministry of Public Security said.The 2010 Asian Games is scheduled to open on Nov. 12. The events will be held in four cities in Guangdong.
