When cruise lines begin sailing again, the Centers for Disease Control and Prevention has some guidance. The health agency issued their “framework for resuming safe and responsible cruise ship” operations Friday, ahead of the no-sail order expiring Saturday.The no-sail order, which originally began in April, prohibits cruise ships from carrying 250 passengers in waters subject to US jurisdiction.The CDC said it has identified at least 3,689 coronavirus-related illnesses, and 41 associated deaths, connected to cruise ships. Although the CDC cautions these figures are likely an underestimate.The framework urges a phased approach, and applies to ships that have the capacity to carry at least 250 passengers in waters subject to U.S. jurisdiction.“A phased approach is necessary because of the continued spread of the COVID-19 pandemic worldwide, risk of resurgence in countries that have suppressed transmission, ongoing concerns related to restarting of cruising internationally, and need for additional time for the cruise industry to test the effectiveness of measures to control potential COVID-19 transmission on board cruise ships with passengers without burdening public health,” a statement from the CDC reads.During the beginning, cruise line operators will have to demonstrate adherence to testing, quarantine and isolation plans, as well as social distancing requirements for passengers and crew members.The CDC says they will help by “establishing a laboratory team dedicated to cruise ships to provide information and oversight of COVID-19 testing,” updating instructions and creating a system to track ship status and passenger cases.Meanwhile, cruise lines will need to build out the capacity and ability to test crew and passengers on a regular basis.In their framework, the CDC says there may be simulated, or mock, voyages with volunteers to test cruise ship operators’ ability to apply COVID-19 mitigation measures.Although the no-sail order will be lifted, Carnival, Royal Caribbean and other cruise lines have already cancelled sailings until 2021. 2083

While scientists work to come up with a safe and effective COVID-19 vaccine, doctors across the country are watching closely. Many are helping guide their patients in making an informed decision about getting a vaccine."This was indeed a surprise to see that there would vaccines available by the 1st of November. It’s clearly an aspirational goal, because we all would like to see a safe and effective COVID-19 vaccine as soon as possible, but I think testing vaccines to make sure they’re safe and effective is of paramount importance," said Dr. Bali Pulendran, a microbiology and immunology professor at Stanford University.Dr. Pulendran says the process of developing a vaccine involves numerous steps, and scientists are getting closer to the end. Still, it's hard to put an end date on the third and final phase of a vaccine trial. This last phase determines whether the vaccine actually works."The way in which you can assess whether a vaccine works is to see how many of these people acquire the disease or become infected with COVID at some period of time," explained Dr. Pulendran.Phase three divides the trial participants into two groups. One group is given the vaccine, and the other is given a placebo."And then, you calculate the efficacy based on those numbers. So, if there were 200 people affected in the placebo group but there were only 100 people who were infected in the vaccinated group, then the efficacy is 50 percent" said Dr. Pulendran.The third phase is hard to time, as it depends on how quickly some of the trial participants become infected. If they live in areas where COVID-19 infection rates are higher, the phase will be completed faster.But there are some other ways to speed up the vaccine trial.Dr. Darria Long, an emergency room physician and clinical assistant professor at the University of Tennessee-Erlanger, says one way is by doing two of the phases at the same time. Another way is if officials prepare for the manufacturing and logistics side of producing the vaccine during the third phase of the trial."This is what we see the CDC saying is to get ready on the manufacturing and logistics side because even if you come up with the perfect target drug, making sure you can manufacture hundreds of millions and that you have the little glass vials that can keep it at the right temperature, those are all things that can be hang-ups,” said Dr. Long. “So, they're wanting to expedite that process, because the last thing you want is to say is we have the vaccine, but we can’t get it to people.”Dr. Long is already answering her patients' questions as news of a possible COVID-19 vaccine continues to be publicized."I do think a lot of people are wondering about this vaccine and it runs the gamut. There are those that say they really want the vaccine because they see it as this gateway to getting back to life as we know it," said Dr. Long.There are also those who are really concerned about the efficacy and safety of a COVID-19 vaccine. Doctors say a key piece in evaluating a vaccine when it does come out is the data surrounding it."The data that comes out in the public domain: is a particular vaccine efficacious? How effective is it what is the efficacy data? Is a particular vaccine safe? What are the side reactions? And they should talk with their physicians to ask each question. Ask doctors, ‘Could you tell me what the safety part of this vaccine is?" recommended Dr. Pulendran.And above all, doctors and scientists hope politics will stay out of the development of a COVID-19 vaccine in order to ease any concerns or hopes for a vaccine to be available as soon as possible. 3644

As we all approach the fall, parents are realizing that kids can learn from anywhere too.When the pandemic hit, and everyone went remote, David Wells and his girlfriend hatched a plan. It was time to leave Brooklyn.“It’s a wonderful place, that said it’s an urban metropolis and we are people who love to be outside and Idaho is a different type of location that offers various outdoor activities that are important to us,” Wells said.So, they left. After all, all they really need is an internet connection.“The traditional work day has totally changed with our present situation and it’s taken some time to get used to it,” Wells said. “The ability to work remote and see new parts of the country and it makes you happier and ultimately a more productive employee.”Now, they fish, horseback ride, explore and hike. They've even taken up archery.“We’ve hiked in the Tetons, we’ve horseback with a number of outfitters, we’ve taken day trips to other cities like Ashton in St. Anthony. We saw the dunes in St. Anthony,” Wells said.All while keeping their day jobs.“They understand as long as you’re present and you have internet access that you’re able to do whatever it is you need to do, whether you’re in an office or remote,” Wells said.Property managers say it's a trend they're seeing a lot of.“The 30-day rental used to be more of a unicorn than it is now,” Danessa Itaya, president of Property Management Inc., said.PMI has 260 franchises across the United States.“We hear from our franchisees that they’re getting these 2-3 month rentals, but they’re asking for upgrading internet so I can work remotely (and) how easy can I access the grocery store and the beach,” Itaya said.San Antonio, Texas, Austin, Texas, Naples, Florida, and Idaho are destination hot spots.“Driggs, Idaho, is a feeder into Yellowstone, into Jackson Hole, Wyoming, and they’re regularly looking at 1-3 month rentals. You don’t usually get that, especially in Driggs, Idaho,” Itaya said.Now, as fall approaches, the other inquiry is about school, and internet bandwidth to support both distance learning and remote employees.“They need high-speed internet which is not common,” Itaya said. “You don’t normally get that request from a vacation rental. Leaders in Minneapolis, the site of George Floyd's death, have called for the most significant changes with City Council agreeing to dismantle its police department. Los Angeles' Mayor is calling for 0 million budget cut. Minneapolis' City Council is exploring a 0 million cut. New York City's Comptroller has called on the Mayor to cut the NYPD by .1 billion over the next four years. Depending on the number, cuts to police departments could mean fewer officers and most likely fewer programs offered by police departments. WHERE DO ADVOCATES WANT THE MONEY TO GO?In short, leaders in the Black Lives Matter movement want the money currently allocated to police to be re-invested in communities instead. That could take the shape of city development in an often forgotten part of town or in mental health awareness campaigns. Homeless outreach and improved educational opportunities have also been mentioned. NPR recently profiled an effort in Eugene, Oregon, that dispatches social workers to certain emergency calls instead of officers. Advocates support measures like that as well. WILL CRIME INCREASE?You can't have a discussion on defunding police without exploring the possibility that crime could increase. But there is evidence that crime can actually go down with fewer police officers. A 2017 study found that when NYPD reduced its proactive policing polices in 2015 and 20`14, the number of criminal complaints filed actually decreased in New York City. The Fraternal Order of Police though disagrees. Sgt. Robert Pride, who met with President Trump at the White House this week, said he believes more officers would want to leave law enforcement if major programs were defunded. "That's not a profession I want to be apart of," Pride said. WILL THIS ACTUALLY HAPPEN?Police reform has been talked about before but never on this scale.
