BEIJING, Dec. 20 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called on officials and party members to well study two new guidelines while learning and implementing the Scientific Outlook on Development.     Xi told a video conference here that President Hu Jintao's speech at the event to commemorate the 30th anniversary of the 3rdplenary session of the 11th Communist Party of China (CPC) Central Committee on Thursday was an important guideline for Chinese people to bring the socialism with Chinese characteristics to a new stage.     Through this speech, all CPC members will fully understand the achievements in the past three decades and the bright future of the country, he said.     All the party members should realize their responsibility, fear no risk and remain resolved against any disturbance, he said.     Xi urged officials and party members to fully understand and implement the guidelines set at the annual Central Economic Work Conference.     In September, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, which was adopted by the party at the 17th CPC National Congress in October 2007.     Now the campaign has entered a stage that officials should find out major problems that holds back the Scientific Development, Xi said.     Everyone should work hard to identify the exact problems and the cause of the problems in a bid to work out effective solutions, he said.

A new round of the six-party talks is begun here Monday afternoon for a fresh round of talks on the denuclearization of the Democratic People's Republic of Korea (DPRK).     BEIJING, Dec. 8 (Xinhua) -- Envoys from the six nations gathered in Beijing on Monday for a fresh round of talks on removing nuclear programs from the Democratic People's Republic of Korea (DPRK).     "I propose the talks focus on three issues," Chinese Vice Foreign Minister Wu Dawei said in his opening address late Monday afternoon.     "First, verification; secondly, implementation of the remaining second phase action plan; and thirdly the establishment of a peace and security mechanism in northeast Asia."     The talks, also involving the United States, Republic of Korea(ROK) Russia and Japan, got under way in Diaoyutai State Guesthouse in western Beijing.     "Since our last meeting in July, all parties have kept in close communication and consultation and registered some progress, which China deeply appreciated," Wu said.     Last week, chief U.S. envoy Christopher Hill and his DPRK counterpart, Kim Kye Gwan, met in Singapore. The talks were reported to be substantive, but the two parties failed to reach a deal on sampling of atomic materials.     "We should participate in the meeting with a flexible and pragmatic attitude. We need joint efforts to narrow differences and lay a solid foundation for promoting talks into next phase," Wu said.     The Chinese host also called on the six nations to continue to adhere to the principles of "word for word, action for action" and” phased implementation."     Monday's talk lasted about one hour, with the issue of verification topping the agenda.     "We discussed fuel oil, the issues of disablement schedule and verification," Hill told reporters at China World Hotel Monday night.     "On fuel oil and disablement, there were no really contentious issues," said Hill.     The difficulty lies in how to verify DPRK's nuclear program.     "The Chinese have some ideas on how to approach the issue. What China is trying to do now is to put together a draft and circulate something tomorrow(Tuesday)," Hill said.     "It has to do with the verification. The key element will be what we did in Pyongyang. As you know we want to see some further definitions of this."     Sunday night, the U.S. envoy said the objective of this round of talks was to produce a verification protocol and a clear road map of what parties need to do to complete the verification.     Under an agreement reached at the six-party talks in February 2007, the DPRK agreed to abandon all nuclear weapons and programs. It promised to declare all its nuclear programs and facilities by the end of 2007. In return, DPRK would get diplomatic and economic incentives.     The six parties agreed to a disarmament schedule in October 2007. The DPRK said it has slowed down that process because of sluggish economic compensation.     On Saturday, DPRK vowed to ignore Japan at the talks, citing Tokyo's refusal to send aid to the country as part of the agreement.     Before Monday's talks began, the Chinese delegation held a series of preliminary bilateral meetings with the other five parties.     Despite recent tensions, the DPRK and ROK delegations also held a rare bilateral meeting before the talks opened.     Launched in 2003, the six-party talks was a vice-minister level mechanism aimed at denuclearizing the Korean Peninsula. ALGIERS, Nov. 5 (Xinhua) -- China and Algeria voiced commitment here Wednesday to step up bilateral strategic and cooperative relations and called for intensified cooperation in fields such as infrastructure, energy and resource exploration.     In his meeting with Algerian Prime Minister Ahmed Ouyahia, visiting Chinese top legislator Wu Bangguo called Algeria as "an important cooperation partner," noting that China highly values its strategic and cooperative relations with Algeria.     China and Algeria are both developing countries and share common aspiration to develop their economies to improve the welfare of their peoples, said Wu, Chairman of the Standing Committee of China's National People's Congress (NPC).     He noted that China will join hands with the Algerian side to cement the bilateral cooperation in long-term and strategic perspectives.     He proposed the two nations should work closer in fields such as infrastructure construction, energy, resource exploration and establish an economic and trade cooperation zone.     "We should encourage our enterprises to work together on some big and important projects to improve the quality and level of the China-Algeria cooperation," Wu added.     "The Chinese government will encourage Chinese enterprises to establish business and invest in Algeria, adopt open policy on technology transfer to Algeria and launch various training programs for Algerian personnel in an effort to contribute to Algeria's economic structure adjustment and employment enlargement," the Chinese top legislator said.     Agreeing with Wu's proposal, Ouyahia said that the Algerian government has a sincere will to learn from China and boost bilateral cooperation and mutual investment to help the country's economic transformation and realize sustainable development. WASHINGTON, Nov. 15 (Xinhua) -- Chinese President Hu Jintao on Saturday called on the international community to make concerted efforts to tide over difficulties arising from the global financial crisis.     Hu made the appeal while addressing a summit meeting of the Group of Twenty (G20) on financial markets and the world economy in Washington.     RESTORE MARKET CONFIDENCE     President Hu urged the international community to take all necessary steps to promptly restore market confidence and stop the spread and development of the financial crisis.     "The international financial crisis has now spread from some parts of the world to the entire globe, from developed countries to emerging markets, and from the financial sector to the real economy," said Hu, who arrived here Friday for the G20 summit.     "To effectively deal with the financial crisis, all countries should strengthen confidence and intensify coordination and cooperation," he stressed.     To deal with the crisis, Hu said major developed countries "should undertake their due responsibilities and obligations, implement macroeconomic policies that are conducive to economic and financial stability and growth both at home and internationally, take active steps to stabilize their own and the international financial markets and safeguard investors' interests."     "Meanwhile, we should all enhance macroeconomic policy coordination, expand economic and financial information sharing, and deepen cooperation in international financial regulation so as to create necessary conditions for stability in both domestic and international markets," Hu added.     REFORM INTERNATIONAL FINANCIAL SYSTEM     Hu urged the international community to earnestly draw lessons from the ongoing financial crisis and, based on full consultations among all stakeholders, undertake necessary reform of the international financial system.     "Reform of the international financial system should aim at establishing a new international financial order that is fair, just, inclusive and orderly and fostering an institutional environment conducive to sound global economic development," Hu said.     He said the reform should be conducted in a comprehensive, balanced, incremental and result-oriented manner.     "A comprehensive reform is one that has a general design and includes measures to improve not only the international financial system, monetary system and financial institutions, but also international financial rules and procedures," he noted.     "A balanced reform is one that is based on overall consideration and seeks a balance among the interests of all parties," Hu said.     "An incremental reform is one that seeks gradual progress," said the president, adding that it should proceed in a phased manner, starting with the easier issues, and achieve the final objectives of reform through sustained efforts.     "A result-oriented reform is one that lays emphasis on practical results. All reform measures should contribute to international financial stability and global economic growth as well as the well being of people in all countries," he stressed.     Based on those considerations, Hu listed four priorities in reforming the international financial system -- stepping up international cooperation in financial regulation; advancing reform of international financial institutions; encouraging regional financial cooperation; and improving the international currency system.     HELP DEVELOPING COUNTRIES COPE WITH CRISIS     President Hu also called for international efforts to help developing countries and the least developed countries cope with the global financial crisis.     "When coping with the financial crisis, the international community should pay particular attention to the damage of the crisis on developing countries, especially the least developed countries (LDCs), and do all it can to minimize the damage."     It is necessary to help developing countries maintain financial stability and economic growth, sustain and increase assistance to developing countries, and maintain economic and financial stability in developing countries, he said.     CHINA TO PLAY CONSTRUCTIVE ROLE     Responding to natural disasters and the global financial crisis, China has made timely adjustment to its policies and strengthened macroeconomic regulation, Hu said.     "Steady and relatively fast growth in China is in itself an important contribution to international financial stability and world economic growth," he noted.     "The Chinese government has adopted measures to boost economic development, including lowering the required reserve ratio, cutting the deposit and lending rates, and easing the corporate tax burdens," Hu told the participants.     Meanwhile, as a responsible member of the international community, "China has taken an active part in the international cooperation to deal with the financial crisis and played a positive role in maintaining international financial stability and promoting the development of the world economy," he said.     "Stability of the international financial markets and sustained development of the global economy are crucial to the well being of all countries and people," Hu noted.     "Let us tide over the difficulties through concerted efforts and contribute our share to maintaining international financial stability and promoting global economic growth," he concluded.
