SAN DIEGO (KGTV) - San Diego County Crime Stoppers released photos of a suspect and offered a reward Thursday for tips about an assault in the Midway area. A man parked his vehicle along the side of the Arby’s at 3777 Midway Drive April 6 about 7 p.m., inadvertently cutting off another driver. The man went inside the restaurant and got into an argument with the driver. During the fight, the driver punched the victim in the head eight times, police said. The victim fell to the ground and the driver stomped on his head with his feet, according to investigators. The victim was taken to the hospital and treated for an orbital fracture. The suspect drove away from the area, police said. He is described as white, about 30 years old, with a muscular build. The sides and back of his head are shaved, according to officers. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Monday a larger investment into a program creating job opportunities for the homeless. Wheels of Change was launched in 2018 as a public-private partnership providing jobs and training for those living in the Alpha Project bridge shelter. “It’s innovative, it’s unique. It’s working it’s growing and it’s making a difference in people’s lives,” said Faulconer. The program is expanding from three to ten shifts per week, with participants earning per hour as they remove litter and debris through the Clean SD initiativee. An additional van is also being provided to transport the 20 workers. The City of San Diego doubled its investment to 0,000 this fiscal year. SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. SAN DIEGO (KGTV) — San Diego Police have made an arrest in the death of a 20-year-old in the Bay Terraces area last year.Police said 26-year-old John Orozco was arrested Wednesday for the murder of Joaquin Ruiz of San Diego.On July 12, 2019, Ruiz was found in a vehicle off the side of the road just before midnight in the 7000 block of Paradise Valley Rd.
