BEIJING, Sept. 26 (Xinhua) -- The Chinese government Sunday released a white paper on human rights in China in 2009, highlighting the role of Internet freedom and the country's efforts in safeguarding citizens' legitimate civil and political rights."The overall cause of human rights has been promoted in an all-round way," says the white paper, published by the State Council Information Office under the title "Progress in China's Human Rights in 2009."Chinese netizens' right to freedom of speech on the Internet was protected in 2009 and the Internet has become a new channel for the Chinese government to gauge public opinion, and consequently improve its governance, the report reads.It has become "common practice" for governments at all levels to consult the public via the Internet before formulating some policy, it says.It adds government agencies have set up special websites to facilitate the public's reporting of corruption and dereliction of duty among officials.In 2009, the Chinese government promulgated and implemented its first national action plan with human rights as the theme.The National Human Rights Action Plan of China (2009-2010), which applies the Constitutional principle of respecting and protecting human rights to the various fields of politics, economy, culture, social construction, etc., has been "effectively implemented", according to the white paper.Chinese people's standard of living "has been further improved on the basis of economic and social development" after the country put forward a 4-trillion-yuan (596.6 billion U.S. dollars) stimulus package in the wake of the international financial crisis, it says.In 2009, the per capita net income of rural residents was 5,153 yuan, and the per capita disposable income of urban residents was 17,175 yuan, an increase of 8.5 percent and 9.8 percent respectively over the previous year.The white paper is China's 9th report on human rights since the country began releasing the document in 1991.

SHANGHAI, Oct. 18 (Xinhua) -- Wang Lihua sent her son to a Shanghai rehabilitation center for the disabled when he was three years old. Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said.The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent.The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government.In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. TIANJIN, Sept. 13 (Xinhua) -- Coca Cola, the world's largest beverage maker, will begin operations at its largest bottling plant in China, a 900-million-yuan (132-million-US dollar) investment in Luohe City of central China's Henan province, by the end of October this year."We are very positive and committed to our growth here in China," said Glenn Jordan, president of Coca Cola Pacific Region, during an exclusive interview with Xinhua while attending the fourth Summer Davos forum held in north China's port city of Tianjin, on Monday.The soft-drink giant already operates 39 plants in China. It opened three new plants in Jiangxi Province, Hubei Province and Xinjiang Uygur Autonomous Region last year. Also, it now has two factories under construction, including the largest one in Henan and the other in Inner Mongolia Autonomous Region.Statistics from the company showed its investment in the new plant in Hubei Province has reached 600 million yuan, while the cost of the two-phase project in Jiangxi Province added up to 250 million yuan.Jordan said these are all parts of Coca Cola's three-year, 2-billion-US dollar investment plan in China announced last March, and the project is now "well on track" in terms of infrastructure, marketing and product development.Jordan believes the expansion was good for both sides. "On average, we are hiring around 10 people per day in the Coca Cola system and putting almost 1,000 coolers per day in the market."The investment package also includes a 90-million-US dollar innovation and research center in Shanghai.
