"The Department of Justice is committed to enforcing FARA and expects compliance with the law by all entities engaged in specified activities on behalf of any foreign principal, regardless of its nationality."The filing comes after weeks of public pronouncements and increasing tension between Russia and the U.S. over media outlets in the two countries. RT said after initially skipping its October deadline to register under FARA, they were forced to file or their employees could face imprisonment and have their assets seized. While this is technically true under the law, harsh enforcements under Foreign Agents Registration Act are rare, experts say.The DOJ's registration request has prompted Russian officials to retaliate by threatening to enforce harsher restrictions against American news organizations operating in Russia, especially government-funded outlets such as Radio Free Europe and its television sister network Current Time.The filing was made under news director Mikhail Solodovnikov, a former reporter for a Russian TV outlet who said in the forms that he is a U.S. citizen by marriage. He listed his salary as 0,000 a year. He is the sole member and owner over the LLC and produces the various shows for ANO TV-Novosti, according to the filing.Solodovnikov disputed the need for the FARA registration in the filing."The production of shows remains under the independent editorial control of registrant," he wrote. "Registrant respectfully disagrees that FARA should apply."T&R confirms in the paperwork that ANO TV-Novosti is financed by a foreign entity, but the production company also said on the forms that it was not "sufficiently aware" of who controls or funds the NGO.In the filing, Solodovnikov wrote that he does not see RT as political actors, saying that the "primary purpose of T&R Productions LLC is to produce news, talk show, and entertainment programs that are designed merely to inform, not influence. Programs produced cover a broad range of news and talk show topics, reflect balance regarding commentary, and are not aimed to primarily benefit any foreign government or political party."RT was singled out in a January intelligence community report for the impact it may have had on the 2016 U.S. election. The report said RT "conducts strategic messaging for [the] Russian government" and "seeks to influence politics, [and] fuel discontent in the U.S." The report also mentioned a separate Russian-government-controlled website Sputnik as "another government-funded outlet producing pro-Kremlin radio and online content."Federal investigators are also reportedly looking into whether Russian government-funded outlets such as RT and Sputnik were part of Russia's influence campaign aimed at the 2016 presidential election. Yahoo News has separately reported that the FBI interviewed a former Sputnik correspondent about his work at the website.Russian government officials, including President Vladimir Putin said they'd take a "tit for tat" measure against American outlets in Russia in retaliation for the pressure on RT. The House Intelligence Committee voted along party lines Thursday to release the Republican report on Russian meddling, after it goes through the declassification process.The top Democrat on the committee, Rep. Adam Schiff of California, said his party members on the committee sought to hold the hearing in open session, issue a number of subpoenas and hold former White House adviser Steve Bannon in contempt. He said Republicans rejected all of it. Democratic Rep. Mike Quigley of Illinois that reiterated Schiff and said Democrats made more than a dozen motions.Schiff effectively declared the bipartisan investigation over but said the Democratic probe would continue.Rep. The Kern County, California District Attorney's Office has decided not to file charges against a man who was on death row for more than two decades, setting him free.Lisa Green made the announcement on Tuesday, saying the case would be nearly impossible to retry in court. She said it would be very difficult to convince a jury beyond a reasonable doubt of Benavides' guilt.According to a decision released by the California Supreme Court last month, the convictions of Vicente Benavides in 1993 "were based on false evidence and that he received ineffective assistance of counsel."The decision also says that "false evidence was introduced at trial and that petitioner's convictions of substantive sexual offenses, special-circumstance findings, and judgment of death must be vacated."Benavides was convicted in 1993 of first-degree murder, rape and other charges. He was sentenced to life. He was serving his term on death row in San Quentin. It was asked that his murder conviction be reduced to second-degree murder. That was also thrown out. The judgment has been vacated entirely. The California Supreme Court cited multiple doctors who evaluated 21-month-old Consuelo Verdugo in November 1991 when she died. The baby was taken from the Delano Regional Medical Center to Kern Medical Center then eventually the UCLA Medical Center where she died November 25, 1991.Multiple reports were made by doctors who said based off the inability to insert a catheter, bruising found near Consuelo's genitalia and other factors, they believed she had been sexually assaulted.In the report put out by the California Supreme Court, many of those doctors then admitted later they were wrong in their initial assumptions and those issues "can instead be attributed to medical intervention," like multiple attempts at inserting a catheter.Speaking on behalf of Benavides’s post-conviction legal team after the conviction was lifted, the Habeas Corpus Resource Center’s Interim Executive Director, Michael J. The investigation into social media misconduct in the United State Marine Corps. has resulted in at least 55 Marines being punished, including seven courts-martial.USMC said Friday the cases stemming from a massive scandal into online misconduct "proved to be a symptom of a larger problem of bias and exclusion."The 55 Marines punished include seven special and summary courts-martial, six administrative separations, 15 non-judicial punishments, and 27 adverse administrative actions. At least 123 individuals have been investigated for incidents of misconduct involving the non-consensual distribution of explicit images, according to officials. Of those cases, 22 were of civilians outside Department of Defense jurisdiction and 101 were active-duty or reserve Marines.USMC said 82 cases concerning active-duty or reserve Marines have been ruled on while 19 await a decision.The Marine's investigation of the "Marines United" Facebook page prompted a full-scale look into misconduct across social media.
