XIAMEN, Sept. 7 (Xinhua) -- The Second World Investment Forum (WIF), seeking to offer insights on the balance between investment and sustainable development, opened Tuesday in Xiamen, in southeast China's Fujian Province.With the theme "Investment for Sustainable Development," the forum is organized by the United Nations Conference on Trade and Development (UNCTAD) and has attracted more than 1,500 overseas investors, policymakers and international organization representatives."International investment is high on the agenda of global policy-making," United Nations Secretary-General Ban Ki-Moon said in a video message to the forum.Despite the recovery of worldwide capital flows since the downturn in 2009, Ban said, the recovery remained fragile and the consequences of climate change were "increasingly clear.""We must work together to advance responsible investment and corporate sustainability," said Ban.He urged governments and businesses to make investments that better stimulated economic activity while promoting energy efficiency and green technology.He stressed the critical role of private investment in the spread of environment friendly practices and in reaching the UN's Millennium Development Goals (MDGs).Established in 2000, the MDGs are eight development goals to be achieved by 2015. BEIJING, Oct. 18 (Xinhua) -- China's disaster relief authorities on Monday issued a national early disaster warning to gear up for super typhoon Megi, which is expected to batter China's southern coastal areas.The Ministry of Civil Affairs and the State Disaster Relief Commission, which agreed to activate the response, issued urgent notices to the civil affairs departments in the regions along the southern coast -- Hainan,Guangdong, Guangxi and Fujian -- to prepare for relief operations.Possibly the strongest typhoon to hit China this year, Megi, which means "catfish" in Korean, is expected to reach the eastern South China Sea around Tuesday midnight, bringing strong winds and rain to the four regions along the coast.The notices ordered local civil affairs departments to closely monitor the typhoon, take precautionary measures against possible geological disasters and flooding in cities, and ensure that people in vulnerable areas are evacuated on time.The 13th typhoon of the year, Megi is packing winds of up to 260 km per hour, making it the strongest typhoon to appear in the northwest Pacific since 1990 and the strongest typhoon of the year worldwide, according to China's National Meteorological Center.

GUANGZHOU, Nov. 7 (Xinhua) -- Authorities in south China's Guangzhou, host city of the 2010 Asian Games, Saturday said it will cancel a newly-launched free public transportation service due to the enormous public response, which might pose a security threat to the Asian Games.The government earlier this month launched the color-coding scheme for vehicles, effectively grounding half of the city's 2.1 million private cars and those entering the city each day during the Asian Games.As a remedy, free public transport service was to be offered for 30 working days beginning November 1.The offer was met with unprecedented enthusiasm from Guangzhou residents. For days, subway trains were often crammed and stations were full as swarms of people lined up to take a free ride.Now, officials with Guangzhou's transportation authorities said they had to rescind the offer as more than 8 million passengers took the subway on an average day beginning November 1, a figure "much, much higher" than the subway system was designed to carry.Further, traffic controls were put into force 144 times during the week, which "seriously affects the normal security checks required for the Games" and causes "great inconvenience," officials said.Guangzhou authorities plan to roll back the free-day scheme on Nov. 8 and replace it with a cash subsidy program in which each household in Guangzhou will receive 150 yuan as a transportation subsidy from the government.The Asian Games are scheduled to begin on November 12, featuring 11,700 athletes competing in 42 sports.
