The South Korean government says thousands of BMWs will be banned from the country's roads after some vehicles caught fire. The German automaker is facing a public relations crisis in South Korea over the fires, which it has blamed on a problem with the cars' exhaust systems.BMW recalled more than 100,000 vehicles in South Korea last month and has been carrying out emergency inspections. It expanded the checks to Europe last week.As of late Monday, more than 27,000 of the affected BMWs in South Korea still hadn't been checked, according to the South Korean government."Our citizens are deeply concerned," Transportation Minister Kim Hyun-mee said Tuesday. She ordered local authorities to ban people from driving any of the potentially fire-prone BMWs that haven't been brought in for checks. 805

The United Kingdom says it will be the first to conduct COVID-19 vaccine human challenge trials. It's different than other vaccine studies. People will be deliberately infected with the virus, which speeds up the research process.Pending approval, the process will start in January at a London hospital. It will require about 90 healthy young adults between the ages of 18 and 30.The group 1 Day Sooner has recruited from all over the world, including 3,000 Britons.“If the vaccine works, then ideally, people don't get infected and if people do, then they will be closely monitored and treated, but because these are young and healthy people taking part in the trial, I think, researchers feel comfortable doing so because the risks of death are on par with something like kidney donation for people who are young and healthy,” said Abie Rohrig with 1 Day Sooner. Before researchers test the vaccine, they'll do a characterization study. That's where volunteers are infected by getting a vaccine to determine the right amount of virus to give during the trial.Because of the risk, 1 Day Sooner is advocating for the entire process to be made public. Results could come in May. Even though that's likely after other COVID-19 vaccines are licensed, it's still important because we need billions of doses and because of the unique data human challenge trials provide.“Researchers can understand how the virus works in the human body. They can understand the biological markers of immunity. In fact, much of our understanding of other types of coronaviruses come from challenge studies that were conducted in the 1960s in Britain,” said Rohrig.Human challenge volunteers are paid and monitored for at least a year after. 1722

The Stallion Springs, California Police Department is warning the public about a cell phone "spoofing" scam that's going around asking for personal information. The spoofing scam appears to look like a legitimate phone call as the caller ID is displayed as the victim's own cellphone number.A voice recording identifies the call is coming from AT&T, and advises the victim that their cellphone account has been compromised and they may be a victim of fraud. The voice recording then asks for the victim to confirm their personal information, specifically asking for the last four digits of their social security number.AT&T confirmed to Stallion Springs Police that this is a phone scam. Police advise that if you receive calls like this, to not answer them. If you do answer, do not give out your personal information. Hang up and call your phone company asking about the legitimacy of the scam or call police. Report spoofing at www.IC3.gov. 989

The Trump administration on Thursday imposed penalties on 17 individuals over their alleged roles in the killing of dissident journalist Jamal Khashoggi. The fresh sanctions from the Treasury Department come hours after Saudi prosecutors said they would seek the death penalty for five people charged in the death of Khashoggi, who was a contributor to The Washington Post."The Saudi officials we are sanctioning were involved in the abhorrent killing of Jamal Khashoggi," said Treasury Secretary Steven Mnuchin in a statement. "These individuals who targeted and brutally killed a journalist who resided and worked in the United States must face consequences for their actions."The secretary said the US government would work "diligently" to obtain all the facts on the death of Khashoggi and hold "accountable" any individual found responsible."The Government of Saudi Arabia must take appropriate steps to end any targeting of political dissidents or journalists," he said.Mnuchin had previously told reporters it would be "premature" to discuss whether the US would impose sanctions on the Saudi government.Earlier on Thursday, the Saudi Public Prosecutor's office said a total of 11 people were charged, adding that the five people facing capital punishment were directly involved in "ordering and executing the crime."The prosecution also shared details of the journalist's murder, saying Khashoggi was killed on October 2 following "a fight and a quarrel" at the Saudi consulate in Istanbul. Prosecutors say Khashoggi was tied up and injected with an overdose of a sedative that killed him, then his body was chopped up and given to a local collaborator. 1668

The state of Kentucky announced Feb. 13 it would begin paying relatives who provide care for displaced children the same stipend as foster parents -- about 0 per month per child.Norma Hatfield, who has cared for her two grandchildren since 2014, welcomed the news. Although she was able to provide for the pair without state assistance, she said Monday that few grandparents in her position have the same financial resources."We didn't get a phone call," Hatfield said, when her grandchildren were removed from their parents' care after the youngest ingested meth from a spoon. She found out when she arrived at their home the next day and discovered it empty. She had been planning to take them to Disney World."That's when my whole world changed," she said. While the Hatfield family's case winded its way through the courts, "I started meeting all these grandparents that were struggling -- taking in kids and, financially, they are going broke. There were heavily in debt and had court fees."Moved by her experiences watching other men and women struggle to raise children for whom they had never expected to be responsible, Hatfield began petitioning the state to bring back kinship care, which would specifically create an allowance for those permanently caring for their relatives' children. "It's so the kids stay with that family instead of foster care," she said. The United States 6th Circuit Court of Appeals ruled in October 2017 that Kentucky would be required to pay relatives who temporarily house children the same fee as foster parents.Although only 16 families will have received such payments by the end of February, the Kentucky Cabinet for Health and Family Services estimated by June 2019 the payments could affect 1,590 children and total about .3 million."It's a start," Hatfield said, although she would still prefer the establishment of a fund for relatives who will care for their kin permanently -- not just on a temporary basis. "It's something families would be grateful to have." 2034
