SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

"There are things that happened, you know, I lost lots of family members during that time because they really don't understand the dynamic of divorce," said Bob Vona, a co-founder of Vesta. He created Vesta alongside Deanna Coyle to help others going through what can be a grueling process."What Vesta has tried to do is really educate people as to what question's you need to ask your attorneys, what questions you need to ask your financial advisors," said Vona. The program began in Boston and is now expanding to Southern California.Through free boot camps, Vona says people will have access to highly vetted professionals, including attorneys, financial advisors, divorce coaches, realtors, mortgage consultants, and college planning specialists. "We see time and time again, people make one mistake after another after they sign on the dotted line, and they've hurt themselves financially for the rest of their lives," said Vona. "No matter how much money you make, it's automatically causing an increase of expenses that's a burden," said Vona. Vesta founders say the boot camps are beneficial to people going through divorce, contemplating divorce, or recovering from divorce. And in an often isolated journey, the boot camps provide a support system, letting people know they aren't in this process alone. SAN DIEGO (KGTV) - Father Joe’s Villages will be making changes to how they serve their annual Thanksgiving meal due to the pandemic.Deacon Jim Vargas says the meals will be prepared ‘to go’ and given to people outdoors in their courtyard. As a result, they plan on needing fewer volunteers this year. Those that will be there to give out the meals will be wearing masks and practicing social distancing.Vargas says there is greater food insecurity in the community this year because of the pandemic. As a result, they are preparing more food.“We typically serve about 700 or so. We’re prepared to serve close to a thousand this year because we know there’s an increased need,” Vargas said.Anyone receiving a meal will also receive a backpack that comes with a face covering, hand sanitizer, and hygiene kits.The pandemic is also impacting their annual 5K, which is held at Balboa Park on Thanksgiving Day. This year, the event will be virtual, and Vargas says registration for the event is down. SAN DIEGO (KGTV) - Friends are grieving the loss of a young man killed in a South Bay crash that also sent five teenagers to the hospital. "This is like a bad dream and I want to wake up," said Ivan Nares.Nares says he got a heart-stopping call from his brother Gustavo, 18, from the emergency room Wednesday morning."He said, 'Ivan, Ivan, I need you. His brother was a passenger in a Chrysler 300 packed with teens after a night at an indoor trampoline park.The CHP says around 9:15 p.m. Tuesday, the car was headed south on State Route 905 going at a high rate of speed when it hit the center divide near the Beyer Boulevard off-ramp. The 21-year-old driver was thrown from the car and died at the scene.Three males and two females, ranging from 15- to 19-years-old, were rushed to hospitals. Among them was Nares' brother, who suffered a fractured pelvis and two broken legs. He is uninsured. Gustavo is an amateur boxer and a recent graduate of San Ysidro High. He was in the process of applying to college. Instead, he faces a tough road to recovery."The advice give to all the people, especially young people is don't drive like you are in a 'Fast and Furious' movie. Be cautious. You're not just playing with your life. You're messing with other people's lives," Nares said.Nares has yet to tell his brother that his friend died in the crash. He's waiting for the right time.
