LOS ANGELES (AP) — Three Los Angeles police officers have been charged with falsifying records reporting that people they stopped were gang members or associates. Prosecutors say the members of the Police Department's Metropolitan Division were charged with conspiracy in a 59-count complaint with obstructing justice and multiple counts of filing a false police report and preparing false evidence. In a news release, the LA County DA's office said Braxton Shaw, Michael Coblentz, and Nicholas Martinez are the officers being charged.Prosecutors said in the statement that the officers are accused of falsifying field interview cards they use to conduct interviews while out on duty.The cards, prosecutors say, contained false information and misidentified dozens of people as a gang member.The officers' union said Friday it expects the department to ensure the officers are accorded their due process rights and that any proven mischaracterizations are corrected.The Police Department says 21 additional officers are under investigation. LONDON (AP) — An American tourist from Louisiana helped stop a hammer-wielding thief who unsuccessfully tried to steal the Magna Carta at Salisbury Cathedral, working in tandem with a church employee to prevent the man from escaping.Matthew Delcambre, of New Iberia, Louisiana, told The Associated Press that he and his wife Alexis were sightseeing in the southwestern English city when a man tried to shatter the glass encasing the precious manuscript in the church's Chapter House. After Alexis tried to raise the alarm to others, Delcambre and other bystanders banded together to try to hold the thief back behind the doors of the Chapter House.When the thief pushed past them, the 56-year-old IT expert gave chase into an outer courtyard. He grabbed the man's arm near the courtyard gate and knocked away the hammer. A church employee tackled him and held him down."It wasn't me by myself," he said. "It was completely a group effort."The Magna Carta, which was protected by two layers of thick glass, wasn't damaged.Wiltshire police said Saturday that a 45-year-old man was freed on bail until Nov. 20 as officers continue their investigation.Salisbury Cathedral's Magna Carta is one of four existing specimens of the 1215 charter that established the principle that the king is subject to the law. It is considered the founding document of English law and civil liberties and influenced the creation of the U.S. Constitution.The document, Latin for "Great Charter" was short-lived. Despotic King John, who met disgruntled barons and agreed to a list of basic rights, almost immediately went back on his word and asked the pope to annul it, plunging England into civil war. It was re-issued after the king's death.Even so, its importance cannot be underestimated, as it has inspired everyone from Mahatma Gandhi to Nelson Mandela. Matthew Delcambre, the director for the Center for Business & Information Technologies at the University of Louisiana at Lafayette, said he has been a bit taken aback by the attention his efforts have earned, but told his story so that his efforts would not be exaggerated at the expense of others.Of all those who played a part in corralling the thief, he credits his wife Alexis first and foremost, since it was she who noticed the thief coming out of the disabled bathroom wielding the hammer and tried to get help. He played down earlier reports which depicted him as the hero, and said the people who should get the credit are cathedral workers and volunteers who tried to protect the Magna Carta."The heroes are the staff employees of the cathedral who protected the document, helped catch the guy and helped retain him until the police got there," he said. LOS ANGELES (CNS) - The company that operated the helicopter that crashed in Calabasas in January, killing Laker legend Kobe Bryant and eight others, is fighting back against lawsuits over the tragedy, filing a suit of its own contending air-traffic controllers are to blame for the crash.The suit, filed last week as a cross-complaint to litigation against Island Express Helicopters, contends the crash was "caused by a series of erroneous acts and/or omissions" by a pair of air-traffic controllers at Southern California TRACON, or terminal radar approach control.Ian Gregor, a spokesman for the Federal Aviation Administration, which operates the facility, said the agency "does not comment on pending litigation."The helicopter, a 1991 Sikorsky S76B piloted by Ara Zobayan, crashed amid heavy fog on Jan. 26 on a Calabasas hillside, killing the pilot and his eight passengers, including Bryant and his 13-year-old daughter Gianna.At least four lawsuits have been filed against Island Express Helicopters in the months since the crash, including one by Bryant's wife, Vanessa, and others by relatives of other passengers aboard the aircraft.In its cross-complaint, attorneys for Island Express contend that Zobayan contacted the SoCal TRACON facility and requested "flight following," or radar assistance. The request, however, was denied by an air-traffic controller who said, "I'm going to lose radar and comms probably pretty shortly," according to the lawsuit."This denial was improper because radar contact had not been lost and services were being denied based on the possibility that they might be lost at some point in the future," the lawsuit states. "The fact that (the pilot) was able to contact (TRACON) four minutes later, and its transponder was still observed by the controller, proves that the prediction of lost contact was not accurate and services could and should have been provided continuously."The lawsuit claims that the air-traffic controller who initially spoke to Zobayan was relieved a short time later by a second controller. The first controller, however, failed to inform his replacement "as to the existence" of the helicopter, even though he had never "terminated radar services" with the helicopter, leading the pilot to assume "he was still being surveilled and being provided flight following."It was at roughly that point that Zobayan reported his plan to begin climbing above the clouds and fog while banking to the left. A short time later, the helicopter plunged rapidly into the ground, resulting in the fiery crash that killed all aboard, according to the lawsuit.The suit accuses the initial air-traffic controller of "multiple errors," including "failure to properly communicate termination of radar flight following, incomplete position relief briefing and lack of knowledge of current weather conditions." Those failures added to the pilot's stress, workload and distraction, and "significantly impacted the pilot's ability to fly the aircraft."The suit seeks unspecified damages. 3039
LOS ANGELES (AP) — A judge in California has ordered immediate testing of all detainees and staff at an immigration detention center where COVID-19 was spreading for weeks while officials refused to test for the virus. The Los Angeles Times reports federal District Court Judge Vince Chhabria ordered the U.S. Immigration and Customs Enforcement agency to conduct quick-result testing of everyone in the Mesa Verde ICE Processing Facility in Bakersfield. Chhabria’s order followed results Friday showing nearly half of the detainees tested earlier in the week were positive.
