BEIJING, Jan. 13 (Xinhua) -- Vice Premier Li Keqiang's three-nation visit to Europe has expressed China's confidence, boosted mutual trust, expanded cooperation and deepened mutual understanding, Vice Foreign Minister Fu Ying said Thursday.Li returned to Beijing on Thursday afternoon after making visits to Spain, Germany and Britain at the invitations of their governments.Fu said that the vice premier's visits took place as the deep-seated impact of the international financial crisis remains unabated, the global economic recovery still faces uncertainties, and as Europe is in a tough fight against sovereignty debt crises.The visits were a great success and have been a solid start for the development of China's relations with Europe in 2011, Fu said.ENHANCED MUTUAL UNDERSTANDINGAccording to the vice foreign minister, Li said during his visit that China is a strategic partner of the three nations, and shares with them extensive common interests. Calling China's development an opportunity for the European countries, Li also said their prosperity and stability means opportunity for China.China is willing to work in concert with the three nations to rise to the challenges and seek common development, Fu quoted Li as saying.When visiting Spain, Li said choosing Spain as the first leg of his tour was to convey China's confidence in the country and the European Union (EU) in their fight against the sovereignty debt crises.Li called Spain a good friend and partner of China, and expressed China's willingness to intensify their traditional friendship and cooperation, and express its confidence in Spain's ability to tide over the current economic difficulties.Recognizing Germany as China's important partner in the EU, Li hailed their close cooperation and their mutual respect of each other's core interests.He expressed the hope that the two sides will understand and settle each other's concerns with a positive attitude in the new situation so as to further deepen bilateral ties.During his stay in Britain, Li said, to enhance the stability of bilateral relations, the two countries should continue treating each other on an equal basis and respecting each other's path of development.The Chinese leader said he wishes for China to deepen cooperation with the three nations and the EU when combating crises, and to establish with them a partnership featuring future-orientation, equal treatment, mutual benefit and an all-win result, and sustainable development.He also hoped the countries could promote the EU to recognize China's full market economy status and lift arms embargo on China, Fu said.The three nations all see China's development as opportunities instead of threats. Considering China and the EU as two big economies and major forces in the world, they believe their enhanced cooperation will contribute to peace, prosperity and stability of the world, Fu said.They also expressed the desire to work with China to bring their ties with China as well as the EU-China relationship to new levels, Fu added.STRENGTHENED TRADE, ECONOMIC RELATIONSFu said that, during Li's visit, he saw new developments in energy exploration and scientific and technological innovation in the three nations, and signed with them cooperation deals in energy and resources, aviation, telecommunication, finance, machinery, and tourism.As China's economy and that of the EU are quite complementary, Li lauded the great potential for Europe's cutting edge in technology to combine with China's huge market.Li urged both sides to consolidate traditional cooperation, explore new cooperative areas, develop large projects and create new cooperation highlights. He also expected the two sides to boost the level of technological cooperation and jointly explore the third-party markets to bring mutual benefits and achieve a win-win result for all.Vowing to further improve the investment environment, the Chinese leader welcomed more European enterprises to invest in China. He also encouraged more Chinese investment in Europe.Li wished that the three countries could join hands with China to combat trade and investment protectionism, ease restrictions on high-tech exports to China and further facilitate Chinese businessmen's travels to Europe.According to Fu, Li also expounded on China's stances on the issues of the exchange rate of China's currency, government procurement, technology transfer, protection of intellectual property rights and rare earth export.

China is now the world's largest goods exporter and the UK's largest goods export market outside the U.S. and EU. We are keen to realize the immense potential for deepening and broadening areas of commercial cooperation," said British Minister of State for Trade and Investment Lord Green during the visit.The British coalition government was faced with a near-record public spending deficit of 149 billion pounds (about 236.5 billion dollars) and has chosen to tackle it immediately with the deepest set of cuts to public spending since the Second World War.In such an economic climate, Vice Premier Li's visit to Britain brought welcome contracts but it also brought wider agreements that will bear fruit over a longer period, and that has been hailed as a great success.In an interview with Xinhua after Li's visit, Andy Scott, director international of the Confederation of British Industry (CBI), hailed the visit's success, the achievements of the deal itself, and the longer-term prospects which were very positive.Commenting on the visit, and on the wider China-British relationship, he said, "in the long-term prospects are very positive. They are positive on the political front, they are positive on the business front. And from a political point of view I think it is very telling that this government here in the UK ... has made international trade investment one of the top priorities for Prime Minister David Cameron and right across his Cabinet."Scott said that Cameron's visit to China last November, when he headed the largest trade delegation from Britain to China and the largest ministerial delegation, was a sign of Britain's keenness to do business with China. Scott said he believed there were more ministerial visits planned."That's all extremely positive and I think it demonstrates that at a political level as well as at a business level, China is seen strategically as being a crucially important partner for the UK, and I think this visit -- this very successful visit this week -- will only further help to reinforce that relationship," he added.The headline-grabbing part of Li's visit, apart from the loan of the pandas, was the largest single deal announced this week, allowing the import of 40,000 Jaguar Landrover vehicles into the Chinese market.Scott hailed this as demonstrating "the continuing strengths and this continuing strengthening" of the Sino-British relationship.The monetary value of deals announced was important, but Scott stressed the importance of framework deals which were agreed upon during Li's visit."They weren't necessarily contracts that were being signed there and then, yesterday or today. They were setting the framework and they will themselves be providing further opportunities to develop on those frameworks," he said.In addition, he stressed "professional services, the retail sector, design, the creative area, and the whole engineering consultancy arena" where Britain has goods which China wants in its infrastructure development.Scott particularly welcomed Chinese investment into Britain, and hoped that it would continue the momentum achieved recently."We are increasingly seeing China now investing directly in UK companies and that we see as being very positive," he said.That was now "a further example of where the whole relationship with China is changing; it is not just about physical goods, it is about investment, it is about capital coming into the UK," he added.

BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.

  

JERUSALEM, Nov. 9 (Xinhua) -- Israeli Foreign Minister Avigdor Lieberman on Tuesday met with visiting delegation of the Communist Party of China (CPC), led by Zhang Gaoli, member of the Political Bureau of the CPC Central Committee and Party chief of China's Tianjin municipality.Lieberman, hailing the long-standing friendship and continuously deepened cooperation between the Israeli and Chinese people, said that Israeli government has encouraged all of its major political parties to build friendly relationship with the CPC, and endeavored to promote practical bilateral cooperation in new fields and with new methods.He spoke highly of China's achievements in exploring the country's development methods according to its own circumstances and expressed hope to expand exchanges with China in terms of development experience.Zhang said that since China and Israel established the diplomatic relationship in 1992, the bilateral relations between the two countries have entered a new stage, with the cooperation and exchanges in various fields booming, especially in culture, trade and tourism.He said that China is willing to enhance mutual political trust between the two sides, and promote the friendly cooperation to a higher level.The CPC delegation, who arrived in Israel on Nov. 6, met with Israeli President Shimon Peres on Sunday.
