Gavin Newsom and the Democratic-controlled state Legislature agreed on a budget deal that would to cover the state's estimated .3 billion budget deficit.Newsom and legislative leaders announced the agreement Monday. California was better positioned for this sudden change than at almost any time in its history, building out record reserves following years of responsible budgeting. Even still, the size and scope of the pandemic and the accompanying economic crisis have been unprecedented – leaving California to make hard choices and figure out how to sustain critical services with much less.“In the face of these challenges, we have agreed on a budget that is balanced, responsible and protects core services – education, health care, social safety net and emergency preparedness and response. This budget also invests in California small businesses harmed by the pandemic.“This agreement reflects our shared commitment to supporting schools, and is built on a foundation of equity – allocating billions of dollars for students most affected by learning loss and continuing our state’s leadership toward reforming the criminal justice system.“To be clear, this budget required some tough decisions and more work remains ahead. SACRAMENTO, Calif. (AP) — California lawmakers want the state Attorney General to investigate all police shootings that kill an unarmed civilian. The bill is one of the highest-profile reforms filed this year in response to the killing of George Floyd while in police custody. The Senate OK'd the bill Sunday despite opposition from Attorney General Xavier Becerra, who has called it “untenable and unreasonable.” He says it would cost his office up to million a year. But the bill easily passed the Senate with bipartisan support and is now headed toward a final vote in the state Assembly. 603

(KGTV) -- California Monday launched the state’s first ever mental health line.The free service will offer non-emergency emotional support and referrals to California residents via telephone or instant messaging. RMH Franchise Holdings, a company that operates a number of Applebee's restaurants, announced this week that customers who used credit cards at some locations may have been subject to a data breach. "Upon learning of a potential incident, RMH promptly launched an investigation and obtained the help of leading cyber security forensics firms," the company said in a statement. "Based on the experts’ investigation, RMH believes that unauthorized software placed on the point-of-sale system at certain RMH-owned and -operated Applebee’s restaurants was designed to capture payment card information and may have affected a limited number of purchases made at those locations."The company said that customers’ names, credit or debit card numbers, expiration dates and card verification codes were subject to the breach. Customers who used Applebee's tabletop payment system, or its online ordering system were not subject to the breach.RMH said that customers should closely monitor their payment card statements, and check for any unauthorized transactions. If customers notice any unauthorized transactions, they should contact their bank.RMH said that it learned of the incident on February 13, and has since contacted law enforcement. "RMH is continuing to closely monitor its systems and review its security measures to help prevent something like this from happening again," the company said. The company did not say why it waited three weeks before notifying the public. Many of the affected transactions took place from December 6 through January 2. ROCHESTER, N.Y. (AP) — Police in Rochester, New York, say two people died and 14 others were wounded by gunfire at a backyard party early Saturday. Acting Police Chief Mark Simmons says a man and woman in their late teens or early 20s died. The others wounded have injuries not considered to be life-threatening. The shooting comes as the city in Western New York has been rocked by the suffocation death of Daniel Prude. Prude's March death has led to protests this month and upheaval in the city's police department. The acting police chief says no suspect is in custody. 581
