WINDHOEK, March 25 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday arrived in Windhoek to kick off his official visit to the southwestern African nation of Namibia.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, the country's top advisory body, was making the visit at the invitation of the National Council of Namibia.Namibia was the second leg of Jia's 10-day African tour which already took him to Cameroon. BEIJING, April 17 (Xinhua) -- China is disappointed the European Union (EU) has decided to launch an anti-subsidy investigation into imported Chinese coated paper, Ministry of Commerce (MOC) spokesman Yao Jian said Saturday."China will closely follow this issue and reserves its right to take necessary measures in accordance with WTO rules," Yao said.He said the coated paper probe is the EU's first anti-subsidy investigation into Chinese products.The EU launched an anti-dumping investigation on Chinese coated paper two months ago, he said.Increased trade protectionism is a major threat to the world economy recovery, Yao said."To create a win-win situation, China and the EU should settle trade disputes cooperatively," he added.MOC data shows the EU initiated seven anti-dumping investigations against China in 2009.The EU is China's largest trade partner, with bilateral trade volume exceeding 360 billion U.S. dollars last year.

BEIJING, June 3 (Xinhua) -- A draft regulation on the protection of water resources and ecological environment of the Taihu Lake, the third largest freshwater lake in China, was made public Wednesday to solicit opinions.According to the draft posted on the website of the State Council's Legislative Affairs Office, www.chinalaw.gov.cn, local authorities must readjust their economic structure and eliminate outdated industries with high water consumption and pollution.Recycled paper-making companies with a yearly output of less than 50,000 tonnes, as well as other pollutant-discharging companies with backward production capacities, and those do not operate in accordance with national industrial policies or meet discharge standards, could no longer operate near the Taihu Lake, the draft said.Taihu has been plagued by algae due to severe industrial pollution in recent years. In 2007, an algae outbreak forced local water plants to stop household water supplies in Wuxi City, Jiangsu Province.The draft said local government would set discharge limits and annual pollution reduction plans for all polluters near the lake.Establishment of new chemical and pharmaceutical enterprises and projects, sewage outlets, garbage recycling facilities, golf courses, floating restaurants, poultry and livestock farms should not be allowed near the lake, the draft regulation said.It also banned storage and transportation of toxic materials, and the sales and use of laundry detergent containing phosphorus near the Lake, and demanded limited use of fertilizer and pesticide.Those who violate the draft regulation would face administrative punishment, in addition to fines ranging from 10,000 yuan (1,464 U.S. dollars) to 500,000 yuan or one to three times of the money involved in their illegal activities, and would have to pay for government efforts to undo the damages they have caused, the draft said.The public is invited to comment on the draft regulation any time before June 30 via online postings, email or letters.

BEIJING, April 1 (Xinhua) -- China's average daily stock trading volume at the Shanghai Stock Exchange shrank 35.2 percent month on month to 96.85 billion yuan (14.2 billion U.S. dollars) in February, the People's Bank of China (PBOC) said Thursday.China's stock market was closed from Feb. 13 to 19, for the Spring Festival, the most important Chinese traditional holiday.Analysts held that trading was normally bleak in the Spring Festival month, as some investors preferred to cash in profits before going back to hometowns for family gatherings and some were cautious before the release of new economic data after the holiday.The Spring Festival fell in January last year. The daily average stock turnover was down 3.38 billion yuan to 65.4 billion yuan in January 2009 compared with December 2008, according to the PBOC.The benchmark Shanghai Composite Index edged up 110.58 points from Feb. 1 to 3,051.94 points on Feb. 26 this year, the last trading day in the month, the central bank said in a financial market report released Thursday on its official website.China's financial market kept its smooth run in January and February, said the PBOC.The Shanghai Composite Index gained 1.23 percent, or 38.32 points, to end at 3,147.42 points Thursday. The turnover at the Shanghai Stock Exchange was 154 billion yuan, showing investors' heartened confidence in economic recovery.Thursday's official figures revealed that the Purchasing Managers' Index (PMI) for China's manufacturing sector stood at 55.1 percent in March, up 3.1 percentage points from February, the 13th straight month that the index was above 50 percent.
