SAN DIEGO (KGTV) - A towering geyser sent water and debris into the sky near Torrey Pines Tuesday, prompting traffic issues near busy construction.The geyser erupted around 11 a.m. on Genesee Avenue just west of Interstate 5. All lanes of traffic on Genesee Ave. were shut down in both directions.Public Utilities Department crews were able to shut off the water just before 12 p.m.10NEWS TRAFFIC CONDITIONSA city official told 10News a Caltrans contractor hit a 6-inch blowoff valve connected to a 30-inch water main.No one in the area lost water and it was put back into service around 1:30 p.m.Caltrans says the construction is part of the pedestrian bridge being built over Genesee. SAN DIEGO (KGTV) -- After years of setbacks and construction, part of One Paseo is getting ready to open its doors in Carmel Valley. The company behind the project plans to open the multi-concept development in phases, with the retail space scheduled to open first in the beginning of March. The residential area is set to open in the summer of 2019 with offices on the property following in 2020. The City Council approved the much larger original project in 2015, but it was overturned after opponents collected 60,000 signatures on a petition. Council members urged the project's developer, Kilroy Realty, and its opponents to reach a compromise.The downsized One Paseo project was approved by San Diego’s City Council 8-1 in mid 2016. SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said. "We said we would give the governor his three weeks, and I'm going to give him his three weeks."But other San Diego restaurants are planning to remain takeout only until health officials advise otherwise.At Spring Valley's Cali-Comfort Barbecue, a gathering place for sports fans, owner Shawn Walchef says he's not offering indoor or outdoor dining.“We believe that the coronavirus is the antithesis of hospitality. Everything we do in our blood is to take care of people,” Walchef said. “Social distancing doesn’t work in our business. We welcome people into our homes.”Walchef cut about half of his staff - a day he calls his toughest as a restaurant owner.But he says Cali Comfort has fully embraced multiple digital ordering systems, helping it to remain profitable amid the pandemic.Still, the recent order impacts many. SAN DIEGO (KGTV) — A staff member at West Hills High School has tested positive for COVID-19, according to Grossmont Union High School District.The families of 23 students in classes affected by the positive test have been notified and will not participate in in-person classes for 14 days, according to GUHSD PIO Catherine Martin.Those students will continue their instruction virtually during that time, Martin added. All other West Hills students will continue their in-person or distance learning classes as scheduled.In a letter to parents, West Hills High principal Robin Ballarin said after reviewing the positive test with public health officials, there is no need to close the school for in-person learning."We have cleaned and disinfected, as appropriate, and our campus has been deemed safe for occupancy. We understand that this information is concerning. Staff members and students who may have come into close contact with the individual will be directly contacted by San Diego County Public Health with further instructions. SAN DIEGO (KGTV) -- A San Diego woman is searching for the hero who saved her from drowning after a cliff dive at Sunset Cliffs.“I think the ocean really taught me a lesson that day. It really did,” Justice Arreguin said.It happened a week ago Sunday.Arreguin was with some friends when she jumped off the cliff into the water. The first jump was fine, she said. But when she jumped the second time, it almost killed her.The big waves pulled her under and tossed her around. She couldn't breathe.“Then this guy he just popped out of nowhere and he was like 'you have to stay calm. Try to stay calm,'" Arreguin said. "And so I did and after a while, he jumped in the water when it was safe."The man pulled justice out.
