SAN DIEGO (KGTV) — Tens of thousands of unemployed San Diegans are about to see the biggest chunk of their income disappear. That's because the extra 0 in weekly unemployment payments from the Federal Government are expiring this month. The loss will reduce the maximum weekly unemployment paymeny to the 0 that comes from the state. City Heights resident Abby Heilbron is about to see her weekly checks go from ,050 to 0. Heilbron, whose husband is still working full time, said a dozen of her friends moved out of San Diego during the pandemic, unable to afford the region's high cost of living."And it is going to be a really scary time for a lot of people here, very quickly," Heilbron said. The extra 0 was part of the Federal stimulus package passed by Congress and the president in late March. The state Employment Development Department says the payments will end July 25. Whether to extend the benefits is now a political issue on Capitol Hill. The loss of the income comes when San Diego County restaurants are not allowed to serve indoors, meaning one of the area's biggest sectors is not hiring. "I've heard the argument that this gives people the incentive not to work, but the problem is that there are fewer alternatives for those people to go work at," said Alan Gin, an economist at the University of San Diego. The San Diego Association of Governments estimates 240,000 San Diegans are unemployed. The San Diego Workforce Partnership is offering free job placement services and coaching for those looking for new employment. 1564

SAN DIEGO (KGTV) — The month of love is upon us, which means couples planning to tie the knot on Valentine's Day don't have long to request a ceremony with the county. The San Diego County Clerk’s office is accepting appointments for couples wanting to renew their vows or get married on Feb. 14."We are excited to offer walk-in services at our historic downtown office on the waterfront for Valentine’s Day and don’t want couples to miss their chance at a Valentine’s Day wedding," said County Clerk Ernie Dronenburg. The downtown office (at 1600 Pacific Highway, Suite 273) will be open from 8 a.m. to 5 p.m. for marriage licenses and ceremony appointments. Ceremonies can be performed at Waterfront Park or inside at ceremony rooks overlooking the bay.The County Clerk accepts walk-in services at its downtown location only and appointments are required at Chula Vista, San Marcos, and Santee offices.Non-confidential marriage licenses cost and an additional if a couple would like their ceremony to be performed by city staff in English or Spanish.Appointments can be made online at County Clerk's website or by phone at 619-237-0502. 1153

SAN DIEGO (KGTV) - The homeless population in San Diego County has decreased over the last year, according to a San Diego task force.  Every year, the county conducts a tally of how many people are homeless on a single night in January. This year’s count, done on January 26, was coordinated by the Regional Task Force on the Homeless. The task force says the number of homeless throughout the county has decreased six percent to 8,576. However, the number of homeless veterans went up to 1,300 - a 24 percent increase. Supervisor Ron Roberts, the Homeless Task Force Chairman, says permanent housing still needs to be a priority. “Seeing the overall number decline was a positive reversal, but there are far too many swings in data to declare a trend or to not see other areas where we need to increase our focus,” said San Diego County Supervisor Ron Roberts, who chairs the RTFH. “We continue to face many challenges, highlighted by a lack of new housing, a condition that squeezes hardest those with the fewest resources."RELATED: Volunteers count number of homeless living in San DiegoThe numbers from the federally-mandated Point-in-Time Count (PITC) show the number of sheltered and unsheltered homeless people in each of the county’s 18 cities, as well as in unincorporated areas. The County will present the full report, with a more in-depth analysis of the data, to the task force at 3 p.m.The PITC is meant to help communities and policymakers understand their regions’ most current challenges and areas with the most pressing need for limited funding. 1594

SAN DIEGO (KGTV) - The Downtown Central Courthouse plans to resume jury trials in two weeks after a six-month postponement during the shutdown, but there are concerns about the massive backlog of cases and keeping jurors safe. Non-jury trials are currently in progress through a remote virtual process.“I do have an incredible backlog, not only in criminal but also in civil cases,” said San Diego Superior Court Presiding Judge Lorna Alksne on Monday. So far, 900 jury duty summonses have been sent out for telephonic standby for in-person appearances in groups of 70 people. “The jury lounge [holds] 500 to 600 people but instead of that were going to bring in 70 [people and] socially distance them,” she added. Those people who are selected for jury will sit in courtrooms which have been retrofitted with protective measures like plexiglass barriers. Judge Alksne said there around about 2,400 criminal cases ready for trial that must be reset. Beyond that, there are thousands of other criminal proceedings to get to. “There's about 17,000 other things that need to be reset before they can even get to a trial,” she added.Civil cases are another obstacle. A spokesperson for the Courthouse confirmed that there are approximately 54,000 civil cases that are pending. There are about 2,800 that are ready to go to trial but Judge Alksne said Monday that civil jury trials likely won't resume until sometime in 2021.“The only way that I'm going to beat this backlog is if jurors come in for jury service so if you feel like you're able to serve, we would ask you to respond to the summons and come into court and help us get the jury trials started again,” she added. She noted that civil bench trials will start in mid-October and in-person arraignments will start on November 1st. 1792
