HONG KONG – Hong Kong authorities on Wednesday withdrew an unpopular extradition bill that sparked months of chaotic protests that have since morphed into a campaign for greater democratic change. "As a result of the divided views of the public regarding the (extradition) bill, there have been conflicts in the society," Secretary for Security John Lee told the city's legislature. Lee said the administration decided to suspend the amendment exercise after studying the matter. “For this purpose I wrote to the president of Legco (Legislative Council) to withdraw the notice to resume the second reading of the bill,” Lee said. “And as a result, the Legislative Council meeting stopped handling the bill. Thereafter, the administration stated many times that the revision has come to a halt. For the purpose of spelling out clearly the position of the special administrative region government, in the accordance of Rule 64(2), I formally announce the withdrawal of the bill.” Pro-democracy lawmakers immediately tried to question him but he refused to respond and the assembly's president said the rules did not allow for debate.The long-expected scrapping of the bill was overshadowed by the drama surrounding the release from a Hong Kong prison of the murder suspect at the heart of the extradition case controversy.Chan Tong-kai told reporters after leaving prison that he was willing to turn himself into authorities in Taiwan, where he is wanted for the killing of his girlfriend. He was released after serving a separate sentence for money laundering offenses.Chan could not be sent to Taiwan because there's no extradition agreement in place.Hong Kong's leader had amendments in a bid to eliminate the loophole, but it sparked widespread protests over concerns it put residents at risk of being sent into mainland China's murky judicial system. 1868

CLEVELAND, Ohio. – Following shootings inside houses of worship around the world, many churches are reconsidering their security measures. “We celebrate our love for Christ and our love for each other,” said Senior Pastor Kregg Burris at First Baptist Church of Greater Cleveland Ohio. Instead of just focusing on the message of faith, pastors like Kregg are now having to put more thought into keeping their congregation safe during services. “There's the old sense that I’m going to trust God,” he said. “Then there’s the realism of, well in the world we live in where people don’t recognize and understand the sacredness of the space.” He said the congregation has had to take steps in order to try and protect their people, but do it in a respectful manner. Just over a year ago, the security team was formed. “We just live in a world where reality exists that some people have a different world view than we have,” said Monroe Goins, a member of the church and part of the security team, who has almost three decades of law enforcement experience. From using walkie talkie to installing security cameras and new door systems, First Baptist of Greater Cleveland has implemented a number of safety measures since 2018. “I believe churches should have a plan in place,” he said. Following attacks at a church in Charleston, South Carolina, a mosque in New Zealand, and multiple houses of worship in Texas, Goins said he has seen an increase in violence. Now, the state of Ohio is taking a hands on approach. The Ohio Emergency Management Agency announced they now have a toolkit to help, available to download for free. “We’ve seen across the country the incidents,” said Tom Stickrath, the Director of the Ohio Department of Public Safety. “And how tragic they can be.” The toolkit provides presentations, planning documents, and case studies for churches.“It’s a tool people can choose to use,” Stickrath said. “It’s been downloaded more than 600 times by organizations in 29 states.” That was only a week after the toolkit was released.“It provided scenario-based tabletop exercises,” Goins said. The toolkit came out shortly after the church shooting in White Settlement, Texas. Two people died before the gunman was taken down.But not everyone is on board with the idea of the toolkit. “This is not something we could endorse or recommend to churches,” said Kristine Eggert, a former pastor and the Executive Director of gun violence organization God Before Guns. “For there to be a toolkit about gun violence in a church that is not taking into account anything about peoples theology, about what people believe, and about what church is.” She said there are other ways to keep each other safe.“Among talking to other pastors, as they’re looking at preparing their budgets more money is earmarked for security,” Pastor Burris said. In the event of an active shooter situation, one of the biggest factors is time. “It’s very rare the police arrive in time for a rapid mass murder,” said Ron Borsch, a former law officer who has been studies these situations for decades. “So, the simple solution is having armed and trained on site good guys.” “The security officer without a gun is a victim,” he said.“How do we maintain an open welcome environment,” Goins said. “But yet be responsible for keeping people safe.” 3338

A Florida judge has denied a request for a temporary injunction to block the Palm Beach County mask mandate.Attorneys for a group of Palm Beach County residents filed a lawsuit claiming that the county's emergency order requiring masks in public places to help prevent the spread of the coronavirus was unconstitutional.Judge John Kastrenakes issued his ruling Monday morning."The right to be 'free from governmental intrusion' does not automatically or completely shield an individual's conduct from regulation," Kastrenakes wrote in his 13-page order. "More to the point, constitutional rights and the ideals of limited government do not absolve a cititzen from the real-world consequences of their individual choices, or otherwise allow them to wholly shirk their social obligation to their fellow Americans or to society as a whole. This is particularly true when one's individual choices can result in drastic, costly and sometimes deadly consequences to others."Kastrenakes went on to say that there is no "constitutional or protected right to infect others."Commissioners voted unanimously last month to approve the mask mandate, despite objections from an impassioned group of residents who spoke against such an ordinance.County Administrator Verdenia Baker last week extended the order for an additional 30 days. It now remains in effect until at least Aug. 23.Mayor Dave Kerner said Friday that the county is in the process of mailing about 3 million masks to residents."As this community tries desperately to navigate the tumultuous seas presented by COVID-19, it is reasonable and logical that our elected officials are throwing the citizens of Palm Beach County a lifeline in an attempt to ameliorate the spread of this deadly, unbridled and widespread disease," Kastrenakes concluded. "Based on the evidence, this court will not second guess the manner in which a co-equal branch of government sought to discharge its sacred duty to protect the general public."A statement from the Florida Civil Rights Coalition, which filed the lawsuit on behalf of the plaintiffs, said Kastrenakes "unsurprisingly" denied the motion, "paving the way for continued government tyranny under the guise of disease prevention in Palm Beach County."Attorneys for the plaintiffs argued during a hearing last week that the mask mandate infringes upon their clients' constitutional rights.In their statement, attorneys claim the ruling "disregards fundamental rights like freedom of speech and the right to medical self-determination protected by the Florida Constitution."The Florida Civil Rights Coalition plans to appeal the ruling.
