SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. "I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. Each should transition by next year.He added that the utility will refund customers the difference if they end up paying more under Time of Use than the previous arrangement, for the first year. 2064

SAN DIEGO (KGTV) -- New data shows that home sales in Southern California could be dipping, while sales in San Diego County are on the rise. The data from CoreLogic shows that the sale of existing housing sold in Southern California in April of 2018 was down nearly four percent since March of 2018.In San Diego County, however, home sales increased by more than five percent in April. SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. SAN DIEGO (KGTV) - North Park’s Chicken Pie Shop is celebrating 80 years in business Friday and Saturday with deals for customers.The restaurant was originally located on 5th Avenue downtown. Then-owner George Whitehead moved his business to Hillcrest. The storefront at 5th and Robinson now houses a Starbucks.Eventually, Whitehead’s longtime employee John Townsend bought the business and moved it to El Cajon Blvd. at Oregon St. Townsend handed it down to his two sons.“Our father worked so hard for so many years. It’s a grind; you gotta be up for the task each and every day.”Bob Townsend is proud of the Chicken Pie Shop's history. He estimates the number of chicken pies sold at more than 30 million.“People just keep coming,” said Townsend. “They respect good old-school cooking.”Townsend described customers who travel to San Diego and head straight to North Park from the airport. Others buy coolers to bring home some of the restaurant’s frozen creations. Some devoted patrons included boxer Archie Moore and Mesa College coach Bill Sandback, both of whom Townsend served regularly until they passed.It’s not just the customers who stick around. The restaurant's dessert baker has been working for Chicken Pie Shop for 55 years and is now in his 80s.“If I made him retire, he’d probably die,” Townsend said.While Townsend is invested in the family legacy, his wife Lisa takes care of day-to-day operations while Townsend works as an instructor at Riverwalk Golf Course in Mission Valley. The Townsend family tradition may continue. SAN DIEGO (KGTV) - Opening statements started Wednesday in the trial of a father accused of killing his two children in a fire at his Rancho Bernardo condo in 2017. Investigators said Henry Lopez passed out drunk with a lit cigarette, starting a fire that spread to the rest of the home. His children, 10-year-old Cristos and 7-year-old Isabella, died as a result of smoke inhalation. Lopez was also hospitalized with burns. Lopez’ ex-wife Nikia testified at his preliminary hearing in February 2018, saying the couple was in the custody of a divorce. Nikia Lopez also said her ex-spouse was an abusive alcoholic. I would pull him upstairs before the kids woke in the morning... sometimes I would have to clean up his throw up,” Nikia Lopez said in earlier testimony.
