But an Associated Press review of thousands of pages of court documents from the more than 300 federal arrests made nationwide shows many are people caught up in the moment. The high court on Monday declined to hear an appeal involving the construction of 145 miles of steel-bollard walls along the border in Arizona, California, New Mexico and Texas.
