Florida is just one step away from living up to its nickname as “The Sunshine State."Florida Governor Rick Scott signed HB 1013 on Friday. The bill would let Florida remain on Daylight Saving Time year round.The "Sunshine Protection Act," would make Florida exempt from the twice-yearly time change.While the rest of the Eastern United States would set their clocks back in the fall, Florida wouldn’t, leaving it with more sunshine in the evening during the winter. Northwest Florida is currently in the Central time zone.The bill still has to be approved by Congress. 596

Frankie Kipp started the Blackfeet Nation Boxing Club in 2003 for a simple reason. He wanted to teach vulnerable people on the reservation, especially women and young girls, to defend themselves.After years of working as a probation officer, he was tired of bearing witness to tragedy after tragedy. Kipp was a successful amateur boxer in his youth and connected the two sides of his life with the club. Next week, Kipp’s life work and his pupils will be recognized on the big screen. The club will be featured in a documentary called “Blackfeet Boxing: Not Invisible”, set to air Tuesday, June 30 at 7:30 p.m. ET on ESPN.“I started seeing girls getting bullied,” Kipp said from his home in Browning, Montana. “And several in their 20s wanted to learn how to take up for themselves because they were getting abused. We start hearing about young ladies getting taken from Indian country. And so I started training my daughter and I told her if something happens, at least you're going to know how to fight for your life.”Over the past 20 years, Kipp has trained more than 500 boxers on the reservation, and he’s seen positive effects in his charges and in the community.“Some of the girls that come into the boxing club have really low self-esteem. And the confidence they get from boxing is just phenomenal,” Kipp said. “But I don’t train bullies. I tell all the boxers to go to authority figures first if someone is threatening them. But let them know that you box for Blackfeet Nation and that you won’t let anyone hit you. You will fight back.”“It was emotional a sense that, I was a probation officer prior and I put a lot of things upstairs in my head, unpleasant things,” Kipp said. “I had to talk several people out of suicide, kids as young as 8 years old wanted to kill themselves. The documentary had brought a lot of memories back up. There were a few that were real unpleasant that made me break down during the interview.”‘Blackfeet Boxing: Not Invisible’, directed by Kristen Lappas and Tom Rinaldi, is a film about fighting — for respect, identity and acknowledgment.The documentary, which has already screened at several film festivals, paints the gym against the backdrop of stories like that of Ashley Loring-Heavyrunner and several other Missing and Murdered Indigenous Women. Kipp hopes the large audience will help spread awareness to the silent epidemic.“I think it would raise awareness, not just on our reservation but most of the Indian nations. This is what's happening, people are coming up missing,” Kipp said. “We have unsolved murders. It’s crazy some of the things that we see. I do think that it's going to bring up some awareness with that.”There are no scorecards or knockouts for many of the boxers on the Blackfeet Reservation. FORT MYERS, Fla. -- Caleb Lowman says he was forced to use his shotgun on his neighbor's three dogs when they escaped their cage and began attacking his goats. “When I came out, I had the shotgun with me with the hopes it wouldn’t have to be used,” Lowman said. Lowman says this isn't the first time the dogs have gotten out and been aggressive. On last Monday, the dogs got out of their fence and attacked the goats in his yard. Photos show the goats suffered bite marks up and down their neck and legs.However, one of the dogs' owners, Jake Hutto, claims his pets have never been aggressive. “I don’t understand how it’s possible to shoot three dogs in the head, to blow their face off," Hutto said.Lowman's family called Animal Control after last week's incident and says they safely returned all three dogs to the neighbors. Five days later, Lowman says it happened again — this time in front of his 13-year-old daughter, Chloe. “I had to go outside and watch basically my babies be attacked by dogs," said Chloe. Lowman says despite his family's efforts, the dogs killed two of the goats. That's when he pulled out his shotgun and killed all three dogs. Hutto came home to find that Animal Control had left his pets in three large trash bags.“There’s nothing more you can do, nothing’s going to bring them back,” Hutto said. Records show several citations had been issued from Animal Control to the dog owners' household. But with two goats and three dogs now gone, Lowman says this isn't what he wanted. "This time it was our goats, Monday it was our goats; if we let that happen again that could have been my children," he said. "It didn’t need to be this way if they just secured their dogs."A spokesperson for Animal Control says this is an active investigation. Lowman claims when he put in his final statement today at Animal Control, he was told two citations would be issued against the dog owners. He says the citations are for dogs menacing and harassing livestock and running at large.  2160

Four suspects that were allegedly involved in the murder of Baltimore County Police Officer Amy Caprio have been identified and charged as adults.Eugene Genius IV, 17, Darrell Ward, 15, Derrick Matthews, 16, and Dawnta Harris, 16, are all being charged with first-degree murder after Caprio, was run over by a car and killed on Monday. Genius, Ward, and Matthews are also facing first-degree burglary charges as well. On Monday, the teenagers were allegedly breaking into homes in the Perry Hall area when Caprio responded. Genius, Ward, and Matthews were reportedly inside a home when Caprio arrived.Harris was waiting in a Jeep Wrangler, and when Officer Caprio told him to get out of the car he allegedly ran her over and then drove away. After a multi-day manhunt, al four teenagers are in police custody.According to charging documents, Genius was arrested a day after the murder occurred and objected to his murder charges, saying that he was in the house when the murder happened. He added that he only knew two of the others involved, not all three. They all have a trial date of June 1. ????Harris has been charged with a series of carjackings, including stealing the vehicle that police say was used to kill officer Caprio. Police say Harris was under house arrest and wearing an ankle monitor at the time.Speaking at the District Court for Baltimore on Tuesday, the judge in the case said he wasn't sure any juvenile facility is secure enough to hold Dawnta Harris.Prosecutors said Harris was arrested four times for auto theft since December of last year.“This 16-year-old perhaps shouldn’t have been out (of jail),” Baltimore County Police Chief Terrence Sheridan said.Maryland Secretary of Juvenile Services Sam Abed said the court acted with the Baltimore City State's Attorney and the public defender to let him out on house arrest. “On May 10, there was a detention that the department was not privy a party to where the youth was released back to electronic monitoring,” Abed said.Between then and May 18, Abed said his compliance was poor and they requested that he be brought in.His mother had reached out to the court to let them know she couldn’t find him. “We attempted to contact the youth through his cell phone,” Abed said. “Went to his school and other places that we knew him to frequent to try and locate him. We made many attempts to try and contact him.”Three other suspects are in custody, and Baltimore County State's Attorney Scott Shellenberger said they are planning to pursue murder charges against all three.“They are in for everything that occurs as a result as that burglary, including when their co-defendant is outside running over a police officer and killing her,” Shellenberger said. “We believe we have a solid theory to proceed on murder charges against all 4 of them.”City State's Attorney Marilyn Mosby’s office did not return a request for comment on Abed’s claim that his department wasn't privy to Harris being put back on house arrest. 3091
