CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program. CHULA VISTA, Calif. (KGTV) - Chula Vista Police officers and San Diego County Sheriff's deputies surrounded a South Bay home Friday in a SWAT standoff.San Diego Sheriff's deputies stopped a vehicle near Orange Avenue and Interstate 805 in Chula Vista for a vehicle violation at about 12 p.m., according to SDSO. Deputies were working a multi-agency narcotics operation when the stop occurred.A passenger, identified as Fernando Salas, fled the vehicle shortly after the stop was initiated. Salas resisted deputies' attempted to detain him, SDSO said, resulting in minor injuries to one deputy.Salas fled into a home in the 1400 block of Camellia Court, prompting a standoff.The occupants of the home forced Salas to surrender and he was taken into custody by deputies on charges of resisting a deputy, according to SDSO. The driver of the stopped vehicle, identified as Daniel Garcia, was arrested on charges of possession of a controlled substance and possession of metal knuckles.A person inside the home, identified as Angel Garcia, was also arrested for felony child endangerment for "his actions during the incident," according to SDSO.Several individuals ran from the home. Officers and deputies handcuffed as many as 12 people and placed them in U.S. Border Patrol or Sheriff's department vehicles. A child and dog were also removed from the home.Only Salas, Daniel Garcia, and Angel Garcia were arrested though, SDSO said.Sheriff's deputies and Chula Vista Police officers cleared the scene around 3 p.m. but didn't brief media on the situation before leaving. 1621

(KGTV) - Two girls were hit and injured by a pickup truck in Chula Vista Monday afternoon, officers said.The crash happened about 3:45 p.m. on East H Street at Terra Nova Drive, just east of Interstate 805. The location is near a shopping center with a Taco Bell and Jack in the Box, and Clear View Elementary School. Ambulances rushed the girls, who appeared to be teenagers, to Rady Children’s Hospital. They were both conscious, according to Chula Vista Police.The driver of the silver Toyota Tacoma who hit the girls stopped, police said. There was no immediate report that drugs or alcohol played a role in the crash.A witness told police the driver had the green light at the time of the crash.10News is monitoring breaking developments. 771

(KGTV) -- A man was arrested early Wednesday morning after police said he broke into a Chula Vista woman's home and took a shower.At around 4:30 a.m., a resident called 911 to report a stranger in her home using her shower, prompting her to flee. She said the man she did not know somehow entered her home as she slept.When officers arrived at the home on Orange Avenue, they called on the man to come out of the house, but he refused to leave and locked himself inside the bathroom.After about an hour, officers entered the house through a window and were able to take the man into custody.The unidentified man was taken to jail, but there is no immediate word on what charges he faces. 715

(KGTV) - 10News spoke Friday with the South San Diego County boy whose generous act on Halloween became a viral video.Kim Manalo reached out after her security cameras caught the boy adding some of his candy to an empty bowl on her front porch in Chula Vista.The surveillance video of the boy in his Grim Reaper costume went viral.  On Friday, 10News identified him as 15-year-old Lawrence Malot, a freshman at Olympian High School who moved from the Philippines to Chula Vista four years ago.RELATED: Kids pay it forward on HalloweenMalot explained his good deed. “It was still early and when I looked and I kind of felt bad for the other trick-or-treaters,” Malot told 10News reporter Joe Little.Malot’s trick or treat bag may soon be replenished.  People have called 10News from all over the country, saying they want to give him candy."I feel kind of proud of myself.  I just feel proud.  I'm so happy," Malot said. 972
