SAN DIEGO (KGTV) - California’s Republicans are hoping to grow the party’s numbers in the state despite current odds.Roughly a quarter of California’s voters are registered Republican and in San Diego the GOP is seeing people jump ship.The San Diego GOP has lost thousands of voters in the last year with San Diego County Voter Registrar reporting 491,783 Republicans in May of 2018— compared to a little more 500,000 in May 2017.“A lot of that is the bullying or the stereotyping that goes on with being a conservative,” said Justin Clark, a 19-year-old conservative running for state assembly in Los Angeles, “you have a lot of people not wanting to identify as conservative, but a large portion of those 'undeclared to say' voters are.”The number of undeclared voters in San Diego is 476,186 in 2018 compared to approximately 461,000 just a year ago.“Whether your for or against the two-party system is irrelevant,” said Clark, “but its how those people feel. It’s why those decline to state numbers keep going up because they want to stay with them, they want to identify as them.”Among the California GOP’ers convening in San Diego the first weekend in May are other young faces.Morgan Murtaugh is a 25-year-old former news anchor running for Congress in California’s 53rd District, which is currently held by incumbent Democrat Susan Davis.Murtaugh says she’s gotten death threats over her conservative political leanings.“I mean my grandparents immigrated here from Mexico,” said Murtaugh, “I’m Mexican and I’m a woman. People look at me and they’re like ‘how are you identifying as a Republican they hate you?’ They don’t.”Murtaugh says she and other young Republicans are trying to break the stigma they say is a fabrication of the other side.“I want to change that assumption, said Murtaugh, “I want people to see that we can be for equal love, and we can be pro-environment. I really just hope we can get past these labels at some point.”There are 1.6 million registered voters in San Diego with more than 611,000 Democrats. 2043

SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) - Community leaders and residents gathered Friday to remember a San Diego civic icon.Reverend George Walker Smith died on Feb.15 at the age of 91. A memorial to honor Smith at Christ United Presbyterian Church, where he led mass for decades, was held at 11 a.m. Friday."We kind of thought of Rev. Smith as the black godfather of San Diego, and of this church, because he helped so many people," Delores McNeely, a church member of 30 years, told 10News in February.Smith was the first African American to be elected in the city when he won the race for the San Diego Board of Education in 1963. He also started the Catfish Club, where weekly lunches served as a gathering for locals interested in civic or political issues in the community.The forums began at the church, but were eventually moved to Channel 10 when the attendance became too large."All the political leaders in the community came, and we had this huge forum, and they listened to him. And if something were going on in the community, the first person that they would call was Rev. Smith," said McNeely. "His legacy is going to help the community to grow, everything he did, and wanted to do." 1185

  

SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. Then we can at least address individuals who have been arrested,” Shapiro said.The court will still be available for restraining orders, emergency conservatorship, and search warrants. SAN DIEGO (KGTV) -- Caltrans plans to close a portion of eastbound State Route 56 overnight Thursday.According to the agency, all eastbound lanes of SR-56 at Camino Del Sur as well as the Camino Del Sur on-ramp will close Thursday from 12:01 a.m. to 4 a.m.The closure will take place so crews can work on the Carmel Road overcrossing. The work is part of a county-wide project to install self-reflecting signs.CHECK TRAFFIC CONDITIONSAccording to Caltrans, the new signs will enhance nighttime visibility and will replace signs that require light fixtures. 569
