SAN DIEGO (KGTV) -- Back to school looked different for everyone according to Misty Jones, who helped run Career Online High School, a free program put on by the San Diego Public Library."It's geared towards people who have disengaged from the educational system for some type of reason and did not graduate."The program allowed them to finish where they left off through online courses."They get their high school diploma and career certificate by the end of it," Jones described.The program was around for 5 years and had gained popularity in the Spring."People are at home and they have more time. It's difficult to go to school and try to work at the same time," Jones said.They typically saw 50 students a year but since March the number doubled."I know a lot of people are out of of jobs and they're thinking of their future, 'what can I do to ensure success moving forward'."Genevieve Redondo is a mother of two and dropped out of high school her senior year. "I have ADHD and dyslexia. Being in school was difficult because of the attention, I couldn't focus all that well," Redondo described.She received her diploma through COHS then went on to nursing school and eventually got her master's degree."The opportunity they gave me to graduate, ever since then everything has change, my entire life has changed and it's been incredible."Jones said the average age was 28 to 35, but that was just the average."We have people in their 60's that are going back and getting their high school diploma and that shows its never too late to get your education."They even held graduation ceremonies like any other high school did."I cry at every graduation," said Jones. "It's really fulfilling to help people be their best self and help them achieve goals they never thought they'd achieve." 1798

SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. SAN DIEGO (KGTV) — Brightwood College stunned its students and workers with its abrupt shutdown Wednesday morning. But the for-profit college, with three locations in San Diego County, may have violated California law by not giving workers proper notice.The state’s WARN Act requires employers with at least 75 workers - which multiple employees say Brightwood had - at least 60 days notice (and pay) before a mass layoff.But Brightwood did not notify the workers or the state before announcing the shutdown. Brightwood’s parent company, Education Corporation of America, did not immediately return an email seeking comment. Employment attorney Dan Eaton said there are exemptions to the warn act, but under very specific financial conditions the state Department of Industrial Relations must approve.“On the face of it they would have to provide more documentation to show they are excused from the requirements,” said Eaton, of Seltzer Caplan McMahon Vitek. “If they are unable to do that, then there will presumably be consequences from not giving the 60 days notice."Those consequences include employee backpay, medical reimbursement, and a civil penalty of 0 a day. Brightwood said in a statement that that added requirements from the Department of Education, and a loss of accreditation from the Accrediting Council for Independent Colleges and Schools made it impossible to continue operations. 1687

  

SAN DIEGO (KGTV) -- Capt. Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt. Andy Williams by the Carlsbad Police Department for alleged behavior that occurred while the employee was off duty. The CHP continues to fully cooperate with the investigating agency and we are conducting our own investigation into the allegations. SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says. It would then loop around the strawberry fields and open space and connect to the south side of Cannon Road via existing underpasses.The trail may include picnic tables and outlook points, in addition to trail signs, dog stations, and recycling and trash bins.RELATED: Trail to Bay challenge offers 3 guided hikes for 1 cleanupHub Park trail is included in the trails master plan adopted by the City Council on Aug. 28, 2019. Under the trails plan, about 67 miles of Carlsbad's current trails would be expanded to more than 100 miles.Carlsbad will next seek out an agreement with SDG&E for public access from Cannon Rd. to the Hub Park property. A design team will have to conduct an environmental review of the proposed trail as well. It could be another three years before the project sees any construction begin. 1655
