SAN DIEGO (KGTV) - On Monday evening, a city official put inspection tags the doors of the Barrio Logan warehouse where a platform collapsed this weekend, injuring 21 minors and a few adults. It happened Saturday night at Vault PK parkour gym on Main Street. The facility is closed until further notice.RELATED: Structure collapses at Barrio Logan parkour centerOn Monday, inspectors with the city of San Diego toured the warehouse as part of their investigation, which is still in its preliminary stages. A city spokesperson told us there are "definite code violations" and permit issues, but no further details were released. Cal/OSHA was notified of the incident but is not investigating since no workers were injured. Team 10 verified that Vault PK's business license became active in July. On the gym's Facebook page, it appears the owner posted in June that her father and brother were working on much of the construction of the gym. RELATED:?Investigation underway in platform collapse at San Diego parkour gymMonday afternoon, Team 10 spoke to a local father whose wife, son and daughter were at the gym at the time of the collapse. He didn't want his name used but said his son sustained injuries to his foot and his wife has a broken foot. He says his 16-year-old daughter is still in the hospital with a broken pelvis and broken arm. There's no word on when she'll be released.The father says he was at the parkour gym a few days before the incident and told us the facility appeared like it didn't meet proper safety standards.Vault PK also operates a facility in Torrance and told Team 10 investigator Jennifer Kastner the gym is closed for inspections. 1719

SAN DIEGO (KGTV) -- Officials with two of Southern California's largest schools districts have announced closures effective Monday, March 16, as a precautionary measure to prevent the spread of the Coronavirus.The Los Angeles Unified School District and the San Diego Unified School District said Friday that campuses are expected to reopen April 6.RELATED COVERAGE: What's been canceled, postponed in San Diego, nationally due to coronavirusThe closures will keep a combined 750,000 students off campus for three weeks heading into spring break. LAUSD and SDUSD join numerous other school systems taking similar measures as the number of COVID-19 cases continue to rise.Superintendent Austin Beutner of Los Angeles and Superintendent Cindy Marten of San Diego have issued the following joint statement: “California has now entered a critical new phase in the fight to stop the spread of the Covid-19 pandemic,” they said. “There is evidence the virus is already present in the communities we serve, and our efforts now must be aimed at preventing its spread. We believe closing the state’s two largest school districts will make an important contribution to this effort. For that reason, we plan to close, effective Monday, March 16. “Later today, we will be providing students, parents and staff with more information on our plans to continue providing learning opportunities for students during the closure. We have also directed staff at both districts to prepare to continue providing nutrition and other supports through family resource facilities.” The boards of Los Angeles Unified and San Diego Unified School Districts have unanimously approved this action. San Diego Unified plans to reopen schools on April 6th, unless conditions call for an extension. SAN DIEGO (KGTV) - Psychiatrist Clark Smith, MD, shed light on the San Diego County Medical Examiner’s findings in Trevor Heitmann’s autopsy that revealed the 18-year old suffered from mania.Heitmann caused the fiery 805 crash on August 23 that ended not only his own life but the lives of Aileen, 43, and Aryana Pizarro, 12.The Medical Examiner’s report showed Heitmann died of blunt force injuries. Toxicology reports indicated there were no signs of drugs or alcohol in Heitmann’s system. So what led an otherwise healthy 18-year-old man to drive the wrong way at 100 mph? The Medical Examiner believed there was a long build-up to the crash. The reports stated, five days before the crash, Heitmann began showing signs of mania."The manic mood swing could be so powerful, that people lose contact with reality,” Dr. Smith said.Dr. Smith reviewed the autopsy reports with 10News. Although Heitmann had no history of depression or mental illness, Dr. Smith believed he might have been bipolar with manic tendencies. "The mood swing can change like that from being king of the world, on top of everything, to crashing, and being horribly depressed and suicidal,” Dr. Smith said. “My guess is he was feeling badly because of the setbacks that he had, losing his business and source of income. And that would be a time when he would be reactive and become more depressed.”Heitmann was a popular YouTube gamer with a successful business selling game pieces online. That was how he said he bought his high-end sports car. But earlier this year, his business was suddenly banned and shut down. The Medical Examiner said his parents noticed his mood changes and tried to get him help. They physically blocked his McLaren from leaving the driveway, and called authorities to report his behavior. But Dr. Smith believes at that point, Heitmann’s symptoms had progressed too far. “Most people who are suicidal, just take their own life, but some people are also homicidal,” Dr. Smith said. “And in this case, it's a murder-suicide. I think he had lethal intention. He didn't know who he was going to kill. But he knew he was going to kill someone."Dr. Smith said this was a true tragedy that was preventable. “This was treatable, and it’s just a heartbreak that he didn’t get treatment,” Dr. Smith said. He added bipolar manic depression is nothing to be ashamed of. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. Or if you're looking to buy a house, get pre-qualified first." 1739
