Samuel and Ronan Peterson will have an interesting story to tell for the rest of their lives, thanks to Daylight Saving Time. The infant twins — born overnight on Nov. 6, 2016 — have a strange twist to their ages because of the time change.According to Cape Cod Healthcare in Massachusetts, Ronan is the older twin despite being born 31 minutes after Samuel. How does that work?According to hospital officials, Samuel was born at 1:39 a.m. Eastern and when his twin Ronan was born 31 minutes later, the clock had reset to 1:10 a.m., instead of being 2:10 a.m., because Daylight Saving Time had come to an end.So, despite technically being 31 minutes younger, Ronan's official time of birth is listed as 29 minutes earlier than Samuel's.One of the hospital's maternity nurses, who has 40 years on the job, said she'd never seen anything like it.Seth Peterson, the boys' father, figured something strange was going to happen due to his wife Emily giving birth on the night of Daylight Saving Time's end."I said earlier that night that they were either going to be born on two different days or the time change was going to come into play," he said, according to Cape Cod Healthcare.Clint Davis is a reporter for the Scripps National Desk. SAN DIEGO (CNS) - A former executive for an Orange County genetics company pleaded guilty today to a federal conspiracy charge for paying kickbacks to physicians.Donald Joseph Matthews, 50, formerly the vice president of market development for Proove Biosciences, admitted in San Diego federal court to paying doctors at least .5 million to order the company's DNA tests for their patients, according to the U.S. Attorney's Office. In total, the U.S. Attorney's Office said Proove billed around million to the Medicare program for the tests -- which the company alleged could determine a patient's risk of drug addiction -- and received around million in reimbursements.Prosecutors said the company claimed the payments were compensation for participation in a clinical research program, but the money was actually "directly tied to the volume of tests that a doctor ordered and whether a doctor continued to order more tests from Proove over time.''In his plea agreement, Matthews admitted that without the financial compensation, ``most doctors were not interested in ordering Proove's tests for their patients.''Doctors who complained about not being paid were told to order more tests, according to the U.S. Attorney's Office. The company's Irvine headquarters was raided by federal authorities in 2017.``Our nation's healthcare system cannot tolerate kickbacks to physicians while criminals line their pockets with taxpayer-funded healthcare dollars, particularly in light of our nation's current struggles with the COVID- 19 pandemic,'' said Acting Special Agent in Charge Omer Meisel of the FBI's San Diego Division.Matthews is scheduled to be sentenced Oct. 26. He faces a maximum penalty of five years in prison and a 0,000 fine, according to the U.S. Attorney's Office. 1798

SAN DIEGO — Jason Walters took a job as a Census Field Supervisor because it looked like fun and he needed the money. He never expected to be going out on a limb."I want to get the word out," he says.Walters says he's concerned about Census takers in the field, including his team of 11. His crew is knocking on doors around Mira Mesa to collect data from those who haven't responded to the government survey. Walters says the Census Bureau gave each worker a Ziploc bag with just two cloth masks and a bottle of hand sanitizer, which Walters says is not nearly enough."We would be sending them into harms way with nothing but a piece of cloth over their face," he says. His concern is that when people are home and come to the door, they're less likely to be wearing a mask. He's now pushing for the Census bureau to provide its field workers with plastic face shields - a request he has tried to escalate with no success. The Census Bureau referred ABC-10 to a recent joint statement with the CDC. It says Census takers are trained to wear face masks, maintain six feet of social distance, practice hand hygiene, and not enter homes to do interviews.Walters says the leadership agreed the plastic face shields would be a benefit, but if Walters wanted to get them for his own crew, he'd need to pay for them out of his own pocket. He did exactly that - shelling out about on amazon for a bundle of them, at .50 each.Still, Walters says he's alarmed by the number of seniors he sees signing up as census takers, those at higher risk for Covid-19."We're not talking about body armor. We're talking about plastic masks," he says. And he'd like to see the government pony up for them en masse. 1702

SAN DIEGO (AP) — Conan O'Brien has agreed to settle a lawsuit with a writer who says the talk-show host stole jokes from his Twitter feed and blog for O'Brien's monologue on "Conan."Attorneys for O'Brien and the writer, Robert Kaseberg, filed documents in San Diego federal court Thursday announcing the agreement. The terms were not disclosed. The deal comes nearly four years after the rare joke-theft case was filed and about three weeks before the trial date.RELATED: Conan O'Brien to defend himself against San Diego writer in joke theft trialO'Brien wrote a column in Variety explaining the settlement decision, insisting that neither he nor anyone on his staff ever heard of Kaseberg, his blog or his Twitter account, and no one stole any jokes. But O'Brien wrote that he wanted to forgo a "potentially farcical and expensive" trial.Kaseberg's attorneys didn't immediately reply to a message seeking comment. 922
