LOS ANGELES (AP) — Voters who hate resetting their clocks twice a year took the first step Tuesday to making daylight saving time year-round in California.With nearly 4.5 million ballots counted, Proposition 7 led by more than 62 percent. The measure permits the state Legislature to establish permanent daylight saving time. However, a change in federal law would be required before the initiative can take effect.The time-change issue was fresh on voters' minds when they went to the polls. California and most of the rest of the nation reset clocks last Sunday, falling back on standard time and seeing the day get dark one hour earlier.Democratic Rep. Kansen Chu of San Jose said last month that he sponsored Proposition 7 after his dentist called him to complain about springing forward when clocks are moved up an hour every March. That switch takes away an hour's sleep in the middle of the night as it shifts an hour of sunlight from the morning to the evening.Chu said he investigated the issue further and learned the original reason for implementing daylight saving — to save energy during World War I— no longer seemed to apply to the modern world.Chu said he also came across studies showing an increased risk of car accidents and heart attacks following the spring change when people lose an hour of sleep."It's a public safety measure," Chu said. "And I don't know anybody who really enjoys doing this adjustment of their schedule twice a year."Opponents argued that even if California voters and the Legislature approve year-round daylight saving, the hurdle of getting the federal government to agree is too high given the state's tense relationship with Washington.RELATED CONTENT 1706

LOS ANGELES, Calif. – Actor Danny Masterson has been charged with forcibly raping three women in separate incidents between 2001 and 2003.Los Angeles County District Attorney Jackie Lacey announced Wednesday that Masterson is being charged with three counts of rape by force or fear.The “That '70s Show” actor, now 44, is accused of raping a 23-year-old woman between January and December 2001, according to the district attorney’s office.In April 2003, Masterson allegedly raped a 28-year-old woman.And sometime between October and December of 2003, he is accused of raping a 23-year-old woman who he had invited to his Hollywood Hills home.Deputy District Attorney Reinhold Mueller of the Sex Crimes Division, who is prosecuting the case, said all of the alleged crimes occurred at the defendant’s home.Masterson’s arraignment is scheduled for September 18.If convicted as charged, Masterson faces a possible maximum sentence of 45 years to life in state prison.The district attorney’s office says it declined to file sexual assault charges against Masterson in two other cases, one for insufficient evidence and the other based upon the statute of limitations for the crime alleged.The case remains under investigation by the Los Angeles Police Department’s Robbery-Homicide Division. 1295

  

LOS ANGELES (CNS) - Monday is Kobe Bryant Day in Los Angeles and Orange County, honoring the late Los Angeles Lakers star, and it'll be highlighted by a move to rename a downtown stretch of Figueroa Street outside Staples Center in recognition of his legacy."This is a gift to the city of Los Angeles and to all the Kobe Bryant fans around the world," City Councilman Curren Price said in a statement announcing a proposal to rename the street. "L.A. streets will rise in honor of the 'King of L.A.'"Price and Councilman Herb Wesson plan to introduce a motion Tuesday calling for the stretch of Figueroa between Olympic and Martin Luther King Jr. boulevards to be named "Kobe Bryant Boulevard." That stretch covers the portion of the street from roughly Staples Center to Exposition Park.A 2016 Los Angeles City Council resolution declared Aug. 24 as Kobe Bryant Day in perpetuity, on the date of the jersey numbers he wore with the team. Bryant wore the No. 8 his first 10 seasons and 24 for the final 10.City Councilman Jose Huizar, who introduced the resolution, said Bryant should be admired not just because he is "unbelievably talented," but because he "has taught all of us in Los Angeles that this city has a fighting spirit.""It doesn't matter how down you are," Huizar said. "It doesn't matter what hardships you face. You keep showing up, you keeping practicing, you keep going and yes you keep winning and here in L.A."The Orange County Board of Supervisors voted Aug. 11 to declare Aug. 24 as Kobe Bryant Day. LOS ANGELES (AP) — The western Joshua tree needs protection under the California Endangered Species Act because of threats from climate change and habitat destruction, the Center for Biological Diversity said in a petition Tuesday to the state's Fish and Game Commission.The petition comes amid rising concern about the future of the crazy-limbed trees with spikey leaves that have come to symbolize the Mojave Desert and draw throngs to Joshua Tree National Park."The state has to step up for these trees," center conservation director Brendan Cummings said in a statement.The petition asks that western Joshua trees be given "threatened" status under the act.The request states that the trees meet the definition of a plant that "is likely to become an endangered species in the foreseeable future in the absence of the special protection and management efforts."Researchers have found that Joshua trees are dying off due to hotter and drier conditions, and fewer young trees are surviving, according to the center, a nonprofit conservation organization based in Tucson, Arizona.The trees are migrating to higher elevations where there are cooler and more moist conditions, but they face destruction by fire due to invasive, non-native grasses in those locations.Joshua trees also face challenges due to urban sprawl in the desert as well degradation of habitat for energy projects, powerlines, pipelines and off-road-vehicle use.The western Joshua tree's habitat includes Joshua Tree National Park and stretches to the west along the north slopes of the San Bernardino and San Gabriel mountain ranges into the Antelope Valley, northward along the eastern flank of the southern Sierra Nevada and eastward toward the edge of Death Valley National Park and into Nevada.The eastern Joshua tree — a distinctly different plant — lives in the Mojave National Preserve and eastward into Nevada, Arizona and Utah.The Center for Biological Diversity said that under the California Endangered Species Act, the state Department of Fish and Wildlife has three months to make a recommendation to the Fish and Game Commission, which would then vote on the petition next year. 2171
