SAN DIEGO (KGTV) - After 14 months on the job, Gordon Walker, the CEO of the Regional Task Force on the Homeless is taking a six month leave to help open a temple for the Church of Jesus Christ of Latter-day Saints in Rome, Italy.Walker was hired in June of 2017 after successfully reducing the homeless population in Utah by 91%.“We can do the exact same thing here,” he told 10News. “The chronic homeless problem here in San Diego is not much larger that it was in Utah.”He took over the RTFH just after it had been consolidated with several other agencies.One of his first big projects was overhauling an outdated software system that is used by many different agencies that interact with the homeless.Expected to be launched in December, he says the new program will allow for easier and more streamlined data collection.It’s an important change because they can’t fight a problem when they don’t know exactly what it consists of.“We had a hard time answering some very basic questions, like ‘what do we actually need?’ “For this purpose, one of the task force’s yearly projects is executing a ‘point-in-time’ count of homeless people across the county.When the numbers were released this year, however, they were met with criticism.“You cant just not count 1000 to 2000 people just because you haven’t done your due diligence when we’ve counted them every year,” said Michael McConnell, a homeless advocate and former member of the RTFH.He’s referring to the homeless population that live in vehicles.Because they were not included in the 2018 count of unsheltered homeless, the number appeared to decline from the previous year.Walker still defends their decision, saying “here in San Diego there was a great deal of effort of counting people in vehicles without proving or showing that there was anyone living in the vehicle.”But he said they plan on changing that next year by performing outreach beforehand, so when they encounter vehicles while doing the count they know who lives inside them.“We are going to do more interviewing so we know the people better,” he said.Whether or not he will be back to see that through remains to be seen. SAN DIEGO (KGTV) — A scary looking fish with dagger-like teeth was discovered Wednesday on the shores of Dog Beach in Ocean Beach. The four-foot-long fish isn't something people usually find while fishing off a local pier or even walking along the coast. And before imaginations run wild, it isn't a monster — well, not quite.The fish is a lancetfish, which typically call the dark depths of the ocean home. There, the fish feed on jellyfish, micro plastic, tiny deepwater organisms, and even smaller lancetfish, according to the National Oceanic and Atmospheric Administration (NOAA).RELATED: Rattlesnake season officially begins in Southern California(There's the monster aspect.)With sharp fangs and prehistoric spikes, the fish appears to look like an ancient creature from the time of dinosaurs.That may or may not be the case. Not a lot is known about the mysterious fish, according to NOAA, save for information on their diets and places they call home. And despite their place in the ocean's depths, fisherman may sometimes catch more lancetfish than tuna or mahi. NOAA says the fish is actually the most common bycatch in their fisheries, besides blue sharks.You may not want to try grilling up the fish either. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) — An apparent SDG&E scam reported by a North County couple turned out to be an actual warning to evacuate, just not for them.The power company is calling a recent interaction with a Poway family a "misunderstanding," after the family believed they had been scammed by someone posing as the company.The Chavez family told 10News this week they received a phone call from someone saying they worked for SDG&E, telling them they needed to evacuate their home while work was being using a helicopter.The message said, “it requires a helicopter. The helicopter is required from the FAA to have certain properties, like yourself, evacuate the home.”ORIGINAL STORY: Family urging San Diegans to be aware of a possible new SDG&E scamAfter calling SDG&E to confirm, they were told there was no work going on in their area. The family believed they had been scammed. But it turns out, the phone call was true — for a different neighborhood.According to SDG&E, FAA does require residents to leave their homes when work is being done in their area requiring a helicopter and special construction.However, when the Chavez family called SDG&E, they didn't use the number the original caller provided. SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. The State has given us impossible guidelines, which will keep businesses closed or limited for many more months!
