SAN DIEGO (CNS) - California State Treasurer John Chiang will visit San Diego Tuesday as part of a five-city tour to announce the launch of CalSavers, the state's new retirement savings program.CalSavers will serve as a state-run retirement plan for private-sector workers at companies with five employees or more. State officials boast that accounts provided by the program are portable and paid for by payroll contributions. Gov. Jerry Brown authorized the program's implementation in 2016 and enrollment will open next July.Program guidelines require qualifying employers to enroll their employees in the program within the next five years, but employees themselves can opt out. State officials estimate CalSavers will help roughly 7.5 million California residents save for retirement."CalSavers' goal is to escape a vicious, societal circle, where each successive generation of Americans is on track to retire poorer than the last," Chiang wrote in a March opinion piece in the Orange County Register. "If we continue this trend by doing nothing, the strain on taxpayer funded health and human services likely would undermine the long-term financial stability of our state."The Howard Jarvis Taxpayers Association filed suit against the state in May over the program, arguing it violates federal law to establish a state- run retirement savings program. The case remains pending, but Chiang expressed confidence earlier this month to the Fresno Bee that it lacks teeth.Chiang will be joined by State Assemblywoman Lorena Gonzalez Fletcher, D-San Diego, and AARP California Executive Council Joe Garbanzos at the launch event, which begins at 2:15 p.m. at the State Office Building at 1350 Front St. Chiang also plans to visit Los Angeles, Fresno, Sacramento and San Francisco. 1788

SAN DIEGO (CNS) - An alleged drunken driver accused of running over and fatally injuring a co-worker, who was trying to prevent her from driving home following a night out in Kearny Mesa, was charged Tuesday with murder, gross vehicular manslaughter while intoxicated and hit-and-run causing death. Latisha Ingram, 33, is accused in the death last Thursday night of 25- year-old Ha Minh Ta.Deputy District Attorney Phillippa Cunningham said Ingram was charged with second-degree murder because she has a 2010 DUI conviction in Orange County.According to the prosecutor, Ingram and Ta met up with other co-workers for after-dinner drinks and the defendant, ``against the advice of friends,'' decided to try and drive home.RELATED: San Diego police: Man run over, killed after argument in Kearny Mesa parking lotIngram got into an argument with Ta about 11:30 p.m. in a parking lot in the 4600 block of Convoy Street, and she allegedly started to drive away while he was still holding onto her car. Ingram drove out of the parking lot and turned southbound onto Convoy Street, where Ta let go and was run over by the defendant, San Diego police Officer Robert Heimsthe officer alleged.Paramedics rushed Ta to a hospital, where he died from his injuries. Ingram was arrested a short time later.Laboratory tests are pending to determine her blood-alcohol content at the time of her arrest, Cunningham said.San Diego Superior Court Judge Jay Bloom set bail at .5 million for Ingram, who pleaded not guilty to the charges and s set to return to court July 15 for a readiness conference. 1590

SAN DIEGO (CNS) - Latinas are bearing a disproportionately high burden from the COVID-19 pandemic in San Diego County, a local nonprofit and Latina elected officials said today as they shared data from the San Diego Association of Governments.According to Latina-focused nonprofit MANA de San Diego, this comes as Latino households already had lower pre-pandemic wages, less access to health care and job-related benefits. Latinas in particular have faced increased job losses and threats of economic insecurity, they said.Chula Vista Mayor Mary Salas, a member of SANDAG's Board of Directors, shared that while Latinas comprise around 17% of the county's population, around 60% of that population is working in the three industries most impacted by job loss during the pandemic -- tourism, retail and education. Latinas account for 14% of total county employment, but 20% of employment in those sectors.Data from SANDAG paints a bleak picture in regard to Latinas during the pandemic. When compared to the white population, Hispanic populations are almost three times as likely to live in areas that have been highly impacted by COVID-19 and unemployment. Additionally, Hispanic residents account for a significant portion of essential workers, and many became unemployed due to temporary business closures as a result of COVID-19.A total of 70% of Hispanic households are in ZIP codes with above average unemployment, 49% in ZIP codes with above average COVID-19 cases and 42% of Hispanic households are in ZIP codes with both above average.More than 100,000 San Diegans have tested positive for the virus, and 57% of those have been Hispanic or Latino.``As the pandemic grows in severity and stay-at-home orders are strengthened, it is the county's Latina population that will continue to face a disproportionate amount of risk and negative impacts,'' a statement from MANA de San Diego said.A Harvard, NPR and Robert Wood Johnson Foundation study also found 46% of Latino households have used up ``most or all'' of their savings during the pandemic, with an additional 15% reporting they had no savings before COVID-19 hit the United States.The same study found 66% of Latino households with children report serious problems caring for their children, including 36% who report serious problems keeping their children's education going.``MANA de San Diego will continue to do our part in creating upward social mobility for Latinas,'' said Inez Gonzalez Perezchia, MANA de San Diego's executive director. ``We will work with our elected officials joining us today and we welcome allies to join us as well. SAN DIEGO (CNS) - According to a San Diego County prescription drug abuse report released Thursday, local opioid and prescription drug overdose deaths have increased significantly in recent years.The 2020 San Diego County Prescription Drug Abuse Task Force Report Card found that between 2018 and 2019, the number of unintentional fentanyl deaths increased by 64% and prescription drug deaths rose nearly 12%.The report card provides a variety of data to measure the prescription drug misuse problem in the region by looking at multiple factors and data points over the last five years in San Diego County.In 2019, 645 people died of an unintentional overdose caused by prescription and illicit drugs, as well as alcohol.Those include:151 fentanyl deaths compared to the 92 reported the previous year. The number continued to increase in 2020. Fentanyl is a synthetic opioid primarily coming from Mexico that is 50 to 100 times more potent than morphine and 25 to 50 times stronger than heroin;275 deaths due to prescription drugs -- opioids and non-opioids -- up from 245 in 2018; and124 heroin deaths, up from the 105 reported the year before.In addition to deaths, the report card tracks additional key indicators of opioid misuse in the region.The report also found 6,162 visits to local emergency rooms in 2018, compared to 6,607 in 2017. Data for last year won't be available until 2021.Additionally, nearly half of adults arrested reported misusing prescription drugs in 2019. One silver lining is that fewer 11th graders reported prescription drug use in 2019 than in 2015.San Diego County funds prevention and treatment services throughout the region. Preventing drug misuse and getting people into treatment is one of the goals of the county's Live Well San Diego vision, which aims to improve the health and safety of residents in the region.Treatment is available by calling the county's Access and Crisis Line at 888-724-7240.In 2008, the County Board of Supervisors established the Prescription Drug Abuse Task Force, which includes the San Diego County Sheriff's Department, the District Attorney, the Health and Human Services Agency, the U.S. Drug Enforcement Administration and multiple other key partners, including local law enforcement, treatment and health and prevention organizations. 2316

  

SAN DIEGO (CNS) - Authorities reached out to the public Friday for help in identifying whoever has been hurling or shooting things at moving cars in Mission Bay Park in recent months, causing extensive property damage along with some injuries.On at least eight nights since November, someone has thrown or shot unidentified objects or projectiles at vehicles traveling in the area of Ingraham Street and West Mission Bay Drive, just west of SeaWorld San Diego, according to police.The targeted cars sustained damages, including dented bodies and broken windshields, totaling between 0 and ,000 each, officials said. Two drivers suffered minor cuts from flying glass.Since the crimes have taken place in the late evening or early morning on dark stretches of roadway, none of the victims has been able to provide a description of the responsible vandal or vandals.Anyone with information about any of the incidents is asked to call San Diego County Crime Stoppers at (888) 580-8477 or contact the agency online at sdcrimestoppers.org.
